The development of the EAR budget is part of the development of the City of Port Townsend budget as approved by City Council each year. This process begins nearly six months before the start of the subsequent year and includes state -mandated statutory milestones and deadlines. January 8, 2026 • Annual appreciation • Intention -setting with members, Council liaison, and Staff liaison • Agenda, as determined during December 2025 board meeting February 12, 2026 • Possible new Council liaison to the Board • Strategize and plan listening sessions March 12, 2026 • Possible participation at Annual Connectivity Summit (XX-XX) April 9, 2026 • Strategize strategic input for 2027 priorities and workplan suggestions in preparation for Mayor's request • Last meeting before annual term limits May 14, 2026 • Highlight Chair/Co-chair nominations for potential new members June 11, 2026 • Chair/Co-chair nominations • Finalize input for strategic workplan retreat in July 2027 Priorities and Workplan Suggestions: EAR receives a call in May from Mayor/City Manager to EAR (and all City advisory boards) for City strategic workplan suggestions — these must be sent to the City Clerk prior to July 1 in order to be included in the Council retreat packet. My Council colleagues and I know how much you've contributed to our achievements and we are grateful for your hard work and service. With the recent passage of the 2026 budget, we are now in the position to set our sights on 2026 to align and prioritize our work together. We continue to evolve our process to make it clearer and more efficient for us all. For this coming year, instead of requesting and approving Advisory Board workplans, I am requesting advice from your Advisory Board/Commission on specific policy actions the City Council is expected to take next year. Here's how this request integrates into Council/Advisory Board workplan communications for the year: Date Milestone April -May Mayor sends request to Advisory Board/Commission chairs for input into City strategic workplan retreat in July. July -August Mayor sends draft strategic workplan to Advisory Board chairs after strategic workplan concludes. September -October Advisory Body Staff and City Council liaisons align budget and workplan and identify prioritized policy recommendations to City Council to request from Advisory Boards. Given your technical expertise and advisory role, City Councilmembers and I would appreciate your board providing advice and recommendations to assist City Council in making policy decisions. In some cases, and where identified, staff would appreciate advice and recommendations from you on items they will be working on. Note that their capacity is significantly limited by heavy workloads, so are motivated to stay focused on top workplan priorities. 1. Recommendations for policy and budget priorities in implementing the Five Year Homeless and Affordable Housing Services Plan. 2. Recommendation of a Language Access Policy. 3. Review and recommendation of the Parks, Recreation, Open Space (PROS) Plan (in conjunction with the Parks, Recreation, Trees, and Trails Advisory Board). 4. Review and recommendation of the Art in Public Places Policy and Procedures. 5. Additional review and recommendations of functional plans or policies in the 2026 City Strategic Workplan as time may allow. Note that listening sessions (budgeted at $12,000 for 2026) should be integrated with the above items and should relate to the City's Strategic Workplan, and the policy and budget priorities of the City Council. As chair, and with your staff liaison, you will want to structure and time board meetings to work through these items and to line up with Council policymaking. Keep in mind that other requests from the City Council may emerge during the year. Please don't hesitate to contact your staff or City Council liaison if you have any questions. Meanwhile, we look forward to rolling out the new Advisory Board handbook in early 2026 and appreciate your suggestions and advice as we continue to refine that new resource. I also appreciate your help in recruiting new board and commission members, as some boards have existing vacancies. Finally, thank you again for our important work together.
