December 12, 2025 To: City of Port Townsend Historic Preservation Commission Chair From: Mayor David Faber CC: City Council, City Staff Liaisons, City Manager John Mauro RE: 2026 Workplan, Budget, and Advisory Board/Commission Priorities Dear City of Port Townsend Historic Preservation Commission Chair: 6 Strategic Workplan and for helping us deliver on a very successful 2025 achievements and we are grateful for your hard work and service. With the recent passage of the 2026 budget, we are now in the position to set our sights on 2026 to align and prioritize our work together. We continue to evolve our process to make it clearer and more efficient for us all. For this coming year, instead of requesting and approving Advisory Board workplans, I am requesting advice from your Advisory Board/Commission on specific policy actions the City Council is expected to take next year. Date Milestone April-May Mayor sends request to Advisory Board/Commission chairs for input into City strategic workplan retreat in July. July-August Mayor sends draft strategic workplan to Advisory Board chairs after strategic workplan concludes. September-October Advisory Body Staff and City Council liaisons align budget and workplan and identify prioritized policy recommendations to City Council to request from Advisory Boards. November- Mayor sends letter to Advisory Boards with a request for policy recommendations on prioritized City workplan topics after the budget is adopted. My Request to You The following matters are expected to come before City Council next year. Given your technical expertise and advisory role, City Councilmembers and Iwould appreciate your board providing advice and recommendationsto assist City Council in making policy decisions. In some cases, and where identified, staff would appreciate advice and recommendations from you on items they will be working on. Note that their capacity is significantly limited by heavy workloads, so are motivated to stay focused on top workplan priorities. 1.Recommendations for change to historic review codes to identify process improvements that assist with reducing staff support needs and streamlining permitting for applicants. 2.Recommendations for revampedapplication forms(recommendation to staff). 3.Completion ofwebpage content (recommendation to staff) and external facing engagement. As chair, and with your staff liaison, you will want to structure and time board meetings to work through these items and to line up with Council policymaking. Keep in mind that other requests from the City Council may emerge during the year. Meanwhile, we look forward to rolling out the new Advisory Board handbook in early 2026 and appreciate your suggestions and advice as we continue to refine that new resource. I also appreciate your help in recruiting new board and commission members, as some boards have existing vacancies. Finally, thank you again for our important work together.
