Townsend CIVIL SERVI F COMMISSION DATE: July 10, 2025 TO: Civil Service Commission FROM: Cynthia Shaffer, Chief Examiner, and Thomas Olson, Chief of Police RE: Port Townsend Civil Service Rules Revisions The City of Port Townsend Civil Service Chief Examiner and Chief of Police jointly propose the revisions summarized below to the Port Townsend Civil Service Rules (the "Rules"). Section Change Rule 1 - Definitions, 5 Certify Recommend rewording with highlighted as follows: CERTIFY shall mean the act of the Commission, or Secretary and Chief Examiner as specifically delegated by these Rules, in supplying an Appointed Authority with the names of applicants who are eligible for appointment to the class and positions in the classified service for which certification is requested. Rule 2 - Organization, Section 2 - Recommend rewording section as follows: Qualifications No person shall be appointed to the Commission who does not meet the requirements established in RCW 41.12.030. The members of the Commission shall have an interest in civil service, shall not hold any salaried public office, and shall not engage in regular City employment other than Commission duties. Rule 2 - Organization, Section 7 - Recommend deletion of section and replace with Compensation Duties new language as follows: Positions on the Commission are volunteer appointed positions, and members shall serve without compensation.
