Those trees noted in ownership on the reverse as `PP` are
on private property. They may have their roots in private
soil, but they spread their canopies over public space. We
ask you to respect the privacy of the homeowners and
admire their trees from a distance, on public streets and
sidewalks.
This is a DRAFT walking tour. We would welcome your
comments and corrections to improve it.
Tree locations and identifications listed on the opposite
side are provided courtesy Fred Weinmann & Sarah
Fairbank, Washington Native Plant Society, who will lead
the inaugural tree walk.

Al Overview
Some governments are accused of gaslighting homeless people through rhetoric, policies,
and actions that deny their experiences, undermine their rights, and shift blame away from
systemic failures. This behavior causes confusion, sows doubt, and allows officials to
maintain control and avoid accountability. 61
Examples of government gaslighting
• Contradicting court rulings: In one instance, after a judge granted new rights to
homeless people, city r employees were accused of spreading Mmisinformation to the w.
homelessmormunNty that the court order was
untrue.`ihe flyers being distributed were
authored by lawyers from the ACLU, the group that won the case, confirming the

housing
, .` g shortages, g governments often criminalize homelessness through ordinances
that restrict where unhoused people can exist or fine them excessively. Critics call this a
punishment bureaucracy that is expensive and ineffective.
• Mismanaging funds: Accusations have been made against officials regarding the
masnmrig and waste of billions of dollars intended for homeless services. For example,
a federal investigation in Los Angeles County sought to account for millions of dollars that
had allegedly disappeared from homeless spending budgets.
Overstating successful outcomes: Following encampment crackdowns in California,
reports emerged that billions of dollars were spent to move tens of thousands of people,
yet housed only a handful. When officials frame such actions as successes, it can be
seen as gaslighting, especially to those directly impacted.
• Using compassionate words to justify harmful policies: Governments can frame tough
new policies as being in the best interest of unhoused individuals. An example is the
rhetoric used around new laws that make it easier to forcibly remove or institutionalize
homeless people, even though critics argue these are ineffective and ignore the high cost
of housing. Go

• Creates confusion and self-doubt: By contradicting a person's lived experience, whether
r
through den 21,e existence of ri ghts or misrepresenting the effectiveness of programs,
governments can create profound confusion.
Undermines perceived reality: The reheated subversion of facts can make it difficult for
homeless people to agree on what is true. This manipulation can destabilize public
opinion and disorient the public on political94
• Silences and invalidates voices: Governments can use gaslighting to delegitimize the
views of unhoUsed people, such _i_np`ub_1'ic planning processes. B framing their
testimony as invalid, it allows officials to prioritize elite interests over the 11 c I e , rn §"of the

• Erodes confidence and sense of agency: Over time, constant invalidation by those in
power can cause people to question their own judgment. In this way, governments
maintain control by breaking down the ability of people to trust their own
