HomeMy WebLinkAbout041025 Planning Commission Minute CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF APRIL 10, 2025 CALL TO ORDER The Planning Commission met in regular session on April 10, 2025, in the City Council chamber at 540 Water Street. Chair Rick Jahnke called the meeting to order at 6:30pm ROLL CALL Commissioners present at roll call were Andreas Andreadis, Samantha Bair-Jones, Bob Doyle, Rick Jahnke, Stephen Mader, Viki Sonntag, and Lois Stanford. Staff members present were Public Works Director, Steve King, Planning and Community Development Director, Emma Bolin, Assistant City Engineer, Jeff Kostechka, Long Range Planner, Adrian Smith, and Deputy City Clerk, Lonnie Mickle. ACCEPTANCE OF AGENDA The amended agenda was accepted by consensus. APPROVAL OF MINUTES- MARCH 13, 2025 The amended minutes were accepted by consensus. GENERAL PUBLIC COMMENT Julie Jaman commented about the guidance, the edits, the city’s budget process, volunteers, and the city’s natural resources mentioned in the city’s comprehensive plan. She also commented about the edits to the city’s community direction statement. Staff and Commissioners responded to the residents’ comments about the city’s comprehensive plan and direction statement. NEW BUSINESS Public Works Director, Steve King and Assistant City Engineer, Jeff Kostechka presented the level of service standards that set the threshold for the extent and expectations for urban services to be provided concurrent with city growth and the city’s street circulation plan. The director and the assistant city engineer spoke about the level of service as it pertains to the city’s roads and to reduce the level of service standard from D to F for traffic and to create a level of service standard for non-motorized or active transportation. Discussion ensued about the rating criteria of the level of service, connecting residents to ADA accessibility design standards, comprehensive plan specificity, policy implementation, current plans for transportation, infill development, rights of way, safe streets, road construction and bank drive- through standards. OLD BUSINESS Continuing discussion of tools for the Comprehensive Plan Proposed Action: Discussion only. Continue reviewing the draft document grouping policies by topic. Steve King, Jeff Kostechka, and staff reviewed the edits and new goals and policies to theTransportation section of the Comprehensive Plan. The following goals and policies were reviewed. Transportation goals and policies one, one point one, one point three, two point two, thirteen, twelve point eight, eleven, eleven point two, three, six, four, five, one point six, three point two, three point eight, four point five, one point ten, five point one, eleven point one and thirteen point four. Utility goals and policies one point eight. Land Use goals and policies seven-pointthree point two, ten point seven, ten-point sevenpoint one, and ten-point eight point one. Economic Development goals and policiesone point one. The Commissioners and staff discussed the preservation of existing trees, street circulation principles, transportation plan, the Washington Department of Transportation, economic disabilities, streetlights, dark skies, nighttime travel, sidewalks, the community direction statement,and the creation of a subcommittee. UPCOMING MEETINGS * THURSDAY, APRIL 24, JOINT PLANNING COMMISSION AND CITY COUNCIL MEETING CONTINUING DISCUSSION OF EXISTING AND DRAFT GOALS AND POLICIES IN RELATION TO GOALS SET BY THE PRELIMINARY DOCKET. EXPECT FOCUS ON THE COMMUNITY DIRECTION STATEMENT, LEVEL OF SERVICE, PARKING, PUBLIC SERVICES AND FACILITIES, FUNDING, AND CLIMATE POLICIES. * THURSDAY, MAY 8, PLANNING COMMISSION. EXPECT FOCUS ON TRAILS AND FERRIES GOALS AND POLICIES. * THURSDAY, MAY 22, JOINT PLANNING COMMISSION AND CITY COUNCIL MEETING. COMMUNICATIONS There was no communication for this meeting.
