CITY OF PORT TOWNSEND
MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 13,
2025
CALL TO ORDER
The Planning Commission met in regular session on March 13, 2025, in the City Council
chamber at 540 Water Street. Chair Rick Jahnke called the meeting to order at 6:30pm
ROLL CALL
Commissioners present at roll call were Andreas Andreadis, Samantha Bair-Jones, Bob
Doyle, Rick Jahnke, Stephen Mader, Viki Sonntag, and Lois Stanford
Staff members present were Planning and Community Development Director, Emma
Bolin, Long Range Planner, Adrian Smith, and Deputy City Clerk, Lonnie Mickle.
ACCEPTANCE OF AGENDA
The agenda was accepted by consensus.
APPROVAL OF MINUTES- FEBRUARY 13, 2025
The amended minutes were accepted by consensus.
GENERAL PUBLIC COMMENT
Kellen Lynch spoke about the future of permanent affordable housing for the city.
NEW BUSINESS
There was no newbusiness to discuss at this meeting.
OLD BUSINESS
Continuing discussion of tools for the Comprehensive Plan Proposed Action: Discussion
only. Continue reviewing the draft document grouping policies by topic.
Long Range Planner, Adrian Smith presented the edits to the goals and policies for
commercial, manufacturing, bus transit, the draft Community Direction Statement, notes
from Commissioner Mader on stormwater, and the results from the Jefferson County
Economic Development Corporation Team survey.
The Commissioners discussed the community direction statement, mentioning it should
be more specific, less like a sales pitch and build on the city’s strengths.
Public comment.
A resident mentioned the diversity of the workforce in the community.
Commercial Goals and Policies:
The staff and Commissioners reviewed the land use, transportation and economic
development goals and policies.
Discussion ensued about accessing the needs for commercial businesses for the city,
the commercial use in neighborhoods, the Glen Cove LAMIRD, and the formation of
local business consortia.
Bus Transit Goals and Policies:
Discussed in this portion of the presentation were the transportation goals and policies.
The Long Range Planner introduced Jefferson Transit’s General Manager, Nicole
Gauthier,who spoke about the planning for each of the city’s different routes, educating
passengers, bicycle use, transit laws, service areas, and city engagement.
A city resident mentioned transportation to and from the city’s hospital.
Commissioners discussed the city’s transit, ADA accessibility, community facilities,
parking policies, working with Jefferson Transit, rider education, and the city’s aging
population.
Manufacturing Goals and Policies:
Adrian Smith discussed the goals and policies for economic development, land use and
capital facilities for manufacturing.
Discussion ensued about the diversification of the local economy, supporting local
businesses, the Jefferson County Economic Development Corporation, and attracting
businesses that service the city’s needs and goals.
Comments on Stormwater Goals/Policies:
Adrian Smith reviewed the goals and policies for the city’s storm water system. This
portion of the presentation covered a variety of water resources, the 2019 vision plan
statement, drainage connectivity, infiltration and flow controls, wetland conservation and
managing pollution.
Staff and Commissioners reviewed edits on the land use, and utilities goals and
policies.
Commissioners discussed the redundancy of certain goals and policies, public facilities,
waste management, drainage connectivity and capacity, road pollutants, critical area
policies, storm water management, and hydrological changes.
