HomeMy WebLinkAbout072325 Planning Commission Minutes CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION SPECIAL SESSION OF JULY 23, 2025 CALL TO ORDER The Planning Commission met in Special session on July 23, 2025, in the City Council chamber at 540 Water Street. Chair Rick Jahnke called the meeting to order at 6:30pm ROLL CALL Commissioners present at roll call were Andreas Andreadis, Bob Doyle, Rick Jahnke, Stephen Mader, Viki Sonntag, and Lois Stanford. Samantha Bair-Jones was excused. Staff members present were Public Works Director, Steve King, Planning Manager, Jake Gates, Long Range Planner, Adrian Smith, Housing Grants Coordinator, Renata Munfrada, and Deputy City Clerk, Lonnie Mickle. ACCEPTANCE OF AGENDA The agenda was accepted by consensus. APPROVAL OF MINUTES -MAY 22, 2025, AND JUNE 09, 2025 Minutes for May 22, 2025, and June 9, 2025, were amended for typographical errors. Both sets of amended minutes were approved by consensus. GENERAL PUBLIC COMMENT There were no public comments for this meeting. OLD BUSINESS Update on Draft Transportation, Utilities, and Capital Facilities Elements Public Works Director, Steve King gave an update on the transportation, utilities and capital facilities elements of the city’s comprehensive plan. Steve King explained the changes and edits expected in the comprehensive plan. Discussion ensued about the future of roads in the city. NEW BUSINESS Regulation Options to Support Middle Housing Planning Manager, Jake Gates gave an update on the densities in middle housing for the city of Port Townsend. The planning manager spoke about the different land use maps and middle housing elements for the city. Jake Gates asked the Commissioners which map they would like to use in the future. Steve King spoke about sub-area plans in the city, density in different zones, developer standpoint, tiers map, and the differences in map options. The Commissioners discussed the area around the city’s golf course, the different land use maps, density in zones, the accessibility of the comprehensive plan, andthe separation of different maps. The Commissioners selected land use map option C to move forward to the city’s planning department. Long Range Planner, Adrian Smith and staff discussed residential minimum and maximum densities in R1, R2, R3 and R4 city zones. Planning ManagerJake Gates spoke about what the future of building homes for the city could look like. The Commissioners discussed different sizes of duplexes, ADUson properties, the minimum and maximum in city zones, unit heights, multi-family homes, setbacks, and existing homes sizes. Housing Grants Coordinator, Renata Munfrada discussed the intensity standards of middle housing. She mentioned different types of homes for the city, housing regulations, home restrictions, and affordability of middle housing. Staff discussed how different zones could be affected, line-in-line out edits, mixed use residential, building heights, daylight plane, middle housing lot sizes, and incentivizing affordable housing. Discussion ensued about mixed use locations around the city, different types of businesses in each zone, lot sizes, density achievement, local residential income, the state affordability housing board, subsidies, seasonal leases, and lower cost housing. EXPECT CONTINUED DISCUSSION OF DRAFT ECONOMICDEVELOPMENT, PARKS, RECREATION, OPEN SPACE, AND CLIMATE RESILIENCE ELEMENTS. * MONDAY, SEPTEMBER 8, JOINT CITY COUNCIL AND PLANNING COMMISSION WORKSHOP. EXPECT DISCUSSION OF DRAFT CLIMATE RESILIENCE ELEMENT AND PARKS, RECREATION, AND OPEN SPACE PLAN. * THURSDAY SEPTEMBER 11, PLANNING COMMISSION REGULAR MEETING.
