MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MARCH 10, 2025
CALL TO ORDER/ ROLL CALL
The City Council met in a regular session on the 10th day of March 2025 in Council
Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the
meeting to order at 6:00pm.
Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager,
Owen Rowe, and Ben Thomas with Neil Nelson, and Libby Wennstrom excused.
Staff members present were Planning and Development Director Emma Bolin, Public
Works Director Steve King, Assistant City Engineer Jeff Kostechka, and City Clerk Alyssa
Rodrigues.
GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA)
There was no public comment.
DISCUSSION ITEMS
Comprehensive Plan Update
Planning and Community Development Director Emma Bolin provided the
Comprehensive Plan Update which included PT 2045 Planning Open House,
Upcoming Outreach on the Port Townsend Comprehensive Plan, and Policy
Themes.
In response to Council's clarifying questions staff explained Public Infrastructure and
Fairgrounds.
Public comment:
Pete Gillis spoke about affordable housing, manufacturing, and mushroom
destination.
Debbie Jahnke spoke about Comprehensive Plan Open House and PROS Plan
meeting.
Discussion ensued around Policy Themes, Fort Worden PDA, wordsmithing,
feedback on joint meeting, upcoming policy themes, transportation, major focuses,
housing, commercial mixed use, ferry, economic development, joint meeting
purpose, housing, land use, staff, public and capital facilities, commercial
manufacturing marine trades, transportation, code and permitting, climate change,
policy themes packet, joint meeting dates, location of policy themes packet, being
able to word search document, and upcoming meetings.
Street Circulation Plan White Paper and Planning Framework

Public Works Director Steve King and Assistant City Engineer Jeff Kostechka
presented the Street Circulation Planning presentation which included Why Street
Circulation or Street Master Plan, Street Outcomes? (not this), Street Outcomes (This),
Street Master Plan -Why?, Street Circulation Plan, Pre -platted City Theoretical and the
Practical, Street Circulation Plan- GIS layers, Street Circulation Plan-LCA, Housing -
Street Circulation Plan Informs Infill Housing, Trails and Open Space- Street
Circulation Plan Preservation of Open Space and Trail Corridors, Comprehensive Plan
Policies, and Discussion.
In response to Council's clarifying questions staff explained Right of Way widths and
plats predicted previously.
Public comment:
Devin Cohn spoke about the Street Circulation Plan and Framework and concerns
with white paper.
David Cohn spoke about the Street Circulation Plan and Framework and concerns
with street vacations.
Scott Walker spoke about the current street vacation policy.
In response to public comment staff explained assisting with infill lots.
Discussion ensued around splitting lots smaller, driveways, trails, long side vs. short
side, off street parking, setbacks, wayfinding, next steps, controversial aspects,
deemphasized streets, redundant streets, gravel streets, adaptability, reduce
externalities, increased development costs, principles of proportionately, micro vs.
macro effects, Cappy's Trails, development and beloved trails, developer
reimbursement, legal assistance, tiering, map, importance of Streets Circulation
Plan, predictability, lane miles, redundant streets opportunities, Adams St, People,
Planet, Prosperity Tour, community gardens, parks, adjusting setbacks, and
complete commuter bike route.
