Adjourn � 't 0 Madison Street a to III Poi°t fow send W 98368 III a 60.379.50 5 1 www ciftyofpt us City ,r� u �s ° "' lown CIVIL SERVICE COMMISSION DATE: April 22, 2025 TO: Civil Service Commission FROM: Cynthia Shaffer, Chief Examiner RE: Application Requirements for Lateral Applicants To qualify as a Lateral applicant, an individual must meet the following minimum requirements: • have graduated from a basic law enforcement training as accepted by the Washington State Criminal Justice Training Commission; • have successfully completed field training and passed probation as a fulltime, active, sworn municipal, county, or state law enforcement officer; • have not been separated from law enforcement for more than 60 months at the time of hire; and • be able to perform all essential functions The intention with the lateral hiring category is to hire candidates who have successfully passed probation with another agency where they performed similar work. The Police Chief and Chief Examiner recommend changing the language to clarify that prior experience with a federal or tribal agency may be acceptable, as long as the basic law enforcement training certification meets Washington State Criminal Justice Training Commission (CJTC) standards. When the City receives an application from a potential lateral who graduated from an academy other than CJTC, the City works with the applicant and CJTC to confirm whether the individual will be eligible for enrollment in the Equivalency Academy. The Chief Examiner proposes the criteria read as follows: • have graduated from a basic law enforcement training as accepted by the Washington State Criminal Justice Training Commission; • have successfully completed field training and passed probation as a fulltime, active, sworn municipal, county, state, federal, or tribal law enforcement officer; • have not been separated from law enforcement for more than 60 months at the time of hire; and • be able to perform all essential functions Motion: Update the application qualifications for Lateral Police Officer applicants as shown above.
