Overview This document is a flexible summary of the annual approach to PTAC meetings in 2025 and the st development of the PTAC budget. PTAC meets on 1 Thursdays, from 3:00-5:00PM. The development of the PTAC budget is part of the development of the City of Port Townsend budget, and resides in the General Fund, as approved by City Council each year. This process begins nearly six months before the start of the subsequent year and includes state-mandated statutory milestones and deadlines. 1. January Program Planning Part 1: Grant Criteria and Poet Laureate Discussion of Arts & Culture in Comprehensive Plan and formation of a workgroup. Discussion of grant program specifics, including application, criteria, and any marketing or public education opportunities. 2. February Program Planning Part 2: Annual Arts Awards and Public Art Discussion of Poet Laureate Program and jury process for 2026-2027. Discussion of Arts Awards with roles and deadlines. Discussion of agency partners and arts connections, including Creative District and Arts & Culture Plan, and Public Art maintenance planning and coordination with City staff. Invitation to Public Works Director to discuss possible 1% eligible projects in 6-year Capital Facilities Plan. Update on Comp Plan Workgroup. 3. March Grant Funding 4. April Communications and Poet Laureate Jury. PTAC engages in a discussion of City communications and how to participate in covering funded events, updating the website, and promoting the work of PTAC. Finalize Poet Laureate jury selection and RFP for Poet Laureate nominations. Update on Comp Plan Workgroup. 5. May Workplan Strategic Session. PTAC receives a call from Mayor/City Manager to PTAC (and all City advisory boards) for workplan items and preliminary budget request. PTAC reviews progress on the 2025 workplan, strategizes on multi-year initiatives and the 2026 workplan, and considers priorities for next fiscal year in order to suggest a preliminary PTAC workplan. This project is unlike any other currently offered in Port Townsend for youths. 26 2nd-12th graders, and 8 teaching artists will put hundreds of hours into leading Port Townsend's youth with over 60 hours of education, not including 5 performances. The kids are part of PT School District's OCEAN program, which has the highest rate of special needs, and the lowest rate of income in the district. We have proof from last year's parent survey that this program was transformational, increasing self confidence and guiding youth in potential passions and careers. The time and expertise devoted to The Hobbit also requires a high bar from the youth participants, often higher than they think they can do. In the end, they will have achieved something spectacular. Please describe how your project will benefit the Port Townsend community. Last year we sold out every performance, and we have a few more seats this year, and a more popular subject matter. We expect at least 800 patrons, all paying what they wish. In addition, free Hobbit books will be provided (as we get them donated) to audience kids, and special attention will be made to make it a magical experience. Please explain how the City's funding will support the goals of the project. What is made possible with this funding? We are particularly struggling with sponsorships, businesses seem to be wary of spending right now. While we have two, and one in-kind, we are feeling quite squeezed with regards to the budget. The show will happen no matter what, but being able to provide funding to our artists, which comes after material purchases, seems to be very important to keeping this a sustainable venture without charging ever increasing ticket prices. Please provide a brief overview of how you will get the word out about the project / event to the local community and, if applicable, the broader region. With many years of professional marketing and branding experience, the word is already out. That said, we will be advertising in both papers, providing press releases, we are already scheduled for a KPTZ interview and have a great reach on social media, which we will be paying for ads. We would like to attend and present for 3 minutes, thank you. 1) While Port Townsend Youth Theater has not recieved a PTAC grant, in 2024 the School District did for the same program. We now have a non-profit so we can grow this program beyond the school district, and have been contracted by the OCEAN program to produce the play. 2) The venue is the Jefferson County Faigrounds Erickson Building, I will ask if an ADA report has been made, but I'm doubtful. 3) There are 8 adult artists, and 26 youth artists. July Mid Year Review and Budget Strategic Session PTAC discusses all 2025 programs and makes mid-year assessments. Discussion on budget to pair with workplan and submits a recommendation to staff and City Council in advance of a decision on the preliminary City budget. (City Council may choose to approve/incorporate or may send the recommendation back to PTAC for further discussion). Poet Laureate jury process and selection occurs in this time frame. 8. PTB will be presenting a performance that will feature a new original ballet of 'Carnival of the Animals' and will also include new choreographic works in ballet, jazz, contemporary and tap. New costumes and a props will be needed to be purchased along with the usual expenses for theater rental, labor and marketing. For one, the creation of such a program is not only entertaining to a community audience but one that allows an audience to witness the talent, commitment and versatility of its youth. Secondly, there is a lack of quality dance not only in Port Townsend but other townships as well and therefore PTB is providing a much wanted experience for audiences of all ages. Please explain how the City's funding will support the goals of the project. What is made possible with this funding? Dance is a total community unifier. It not only supports a local audience with high quality dance performances but the benefit to local dance students is immeasurable. For PTB to not only survive, but to thrive it needs a supportive community and these kinds of grant assistance. Please provide a brief overview of how you will get the word out about the project / event to the local community and, if applicable, the broader region. As Artistic Director of PTB, I would like to offer my personal experience with this organization that was founded by Jennifer Hardesty 5 years ago. For two years I have worked with the talented dancers, staff and volunteers that contribute to this organization. I can honestly say that PTB not only needs, but deserves support from this community. I would be deeply grateful for any support from PTAC for this upcoming production but I hope you find that the $5000 we are requesting is suitable when you analyze the amount of time and money it takes to bring this production to the stage. On the attached spreadsheet it shows the $6594 discrepancy between our income and expenses for the show. Of course any assistance from PTAC will be extremely appreciated. Ward Serrill and Rocky Friedman’s previous films, The Bowmakers and Dancing with the Dead have featured and celebrated Port Townsend artists to the world. Our current endeavor takes this one step further, to produce five more films on Port Townsend artists. All five films feature Port Townsend artists infused with a passionate drive to create and whose work has reached a global audience. These artists are: -The Flying Karamazov Brothers (feature length) -Animator Andrea Love (short) -Environmental artist Jeanne Simmons (short) -Sailmaker Nadja Chimenti (short) -Poet Finn Wilcox and Photographer Steve Johnson (short) This proposal involves the four short films above. Funding will allow us to complete and present these shorts in a public exhibition this calendar year. Please describe how your project will benefit the Port Townsend community. This event is unique in that with short films there is little to no opportunity to exhibit them to the public except at film festivals. Moreover, the festival would split the films up, never show them back-to-back in one presentation. This grant will allow us to accelerate our completion of the four short films and present them together in one exhibition to the public before the end of the year. The event will be free to the public and presented at the Rose Theater or American Legion Hall to between 300-500 attendees. With enough interest we could do two presentations. All artists involved in the project (Andrea Love and team, Wayne and Nahja Chimenti, Jeanne Simmons, Steve Johnson and Finn Wilcox) will be present at the premieres and participate in a public Q & A afterwards. Please explain how the City's funding will support the goals of the project. What is made possible with this funding? Total production budget is $372,632 of which $288,854 has been raised from local producers, leaving a need for finishing funds of $83,778. $7,500 of this amount is targeted to the Port Townsend exhibition of the shorts this year The Arts Commission Grant is critical for this exhibition to happen and would go a long way in demonstrating civic support for the project. This grant in particular will allow us to do the public presentation(s), handle all the logistics of the artists, pay artist honorariums, rental of facility, staff, production costs and marketing. Please provide a brief overview of how you will get the word out about the project / event to the local community and, if applicable, the broader region. We would employ a multi-faceted marketing approach including radio, print, flyers as well as private and community newsletters, websites and email lists. Changed format last year and have been fortunate enough to attract some artists who don’t charge, reducing costs considerably - allows us to discard with ticket sales, offering an excellent free event in our vineyard. There are still significant expenses involved on putting on this community event. We would like to offer musicians at least a stipend for their time, and can’t expect subsequent musicians to offer their performances free of charge. VintnerGrass is an opportunity for our neighbours, their friends, and more recently a wider audience including out of towners visiting Port Townsend, to come together and relax and enjoy local bands performing in a truly local, working vineyard looking it’s best just before harvest. Our annual event gives the public a chance to enjoy an afternoon/evening of music in an authentic, working vineyard which, for most of the year is closed to the public because my husband and I, as the sole workers on the property, are too busy to be open to the public on a regular basis. Whereas other local wineries offer music on a weekly basis during the summer, our annual concert event is our one chance to offer locals and those who enjoy our wine and regularly pass our vineyard an opportunity to be welcomed into our working slice os life and gives us a reason to scrub dirt from under our fingernails and make ourselves presentable and be hosts instead of vine stewards! It's also an eye opener to locals who "had no idea" this even existed in our back yard. Please explain how the City's funding will support the goals of the project. What is made possible with this funding? With funding from the City we will have more scope to engage local artists offering them greater exposure. Paying performers has been a considerable event expense and while it's a fun day out for many music appreciaters (and us), it's hard for us to continually justify the expense. JCHS is requesting funds to support the cost of framing paintings by Jamestown S’Klallam artist Timothy O’Connell III, in preparation for his first solo exhibition in the Ferguson Gallery at the Museum of Art + History. As an emerging artist, many of Timothy’s works are not yet framed, and professional framing is essential to presenting these pieces in the polished, museum-quality manner his work merits. Good framing serves dual purposes: it elevates the work while protecting it in a public setting. We are committed to supporting both local artists & businesses and will have the framing done on the Olympic Peninsula. With PTAC’s support, this important exhibition will run from April through August, showcasing diversity and innovation within the broader artistic landscape of Port Townsend. This project highlights the work of Jamestown S’Klallam painter Timothy O’Connell III in his first solo exhibition, providing a platform to elevate an emerging Indigenous artist. Beyond the five-month exhibition, we anticipate hosting an artist program, deepening community connections to his work. The opening celebration will be free to all, with additional no-cost access through Free First Saturdays, year-round free admission for youth, EBT/SNAP benefit holders, local teachers, and library guest passes. We are currently in the process of selecting plays for our 2025-26 season; summer shows are frequently (but not always) Shakespeare. The informal outdoor setting makes live theatre very accessible. Our venue locations are not yet fully confirmed, but the working plan is to perform at both Finnriver and Fort Worden, as we have for the past two summers. Our cast is typically 20-25 local actors and a production team of 10+ artists collaborating to bring the production to life. Recent casts have ranged in age from 10 to 90!. For each production, about half of the team is new to Saltfire in the past year. We offer Pay-what-you-wish tickets for every performance, and hold open auditions for every show. As a relatively new community-based theatre company, our core mission is to offer opportunities for local non-professional actors, designers and directors to create meaningful, relevant, and engaging live theatre for local audiences. Our productions have involved actors and designers with a broad range of experience, from former professionals to first speaking roles. Our audiences are similarly diverse – the majority of our audiences are local residents, but that’s been changing as we develop a regional reputation. The Sharks of the Salish Sea concept is already under discussion with staff at the Port Townsend Public Library which would host the finished artwork inside the vaulted staircase of the Carnegie Library. The hand-carved foam sculptures will be 1:1, high-detail replicas of primary shark species in our region, including: Sevengill shark, Six gill shark, Tope shark, Salmon Shark, and Dogfish. Carvings will hang by stainless cable in the open air space in dynamic positions to capture the feeling of standing on the bottom of the Puget Sound and look up toward the surface. Professionally illustrated infographics positioned in the stairwell will provide information about each species. Each carving is created using EPS foam, fire-resistant hard coating and a rugged fiberglass exterior shell. Please describe how your project will benefit the Port Townsend community. Once on display, the project will be available to all members of the public in the Port Townsend Public Library. I am currently discussing the design and promotional presentations with library staff, including a how-to sculpture demo and Q&A, as well as a "Sharks of Washington" presentation by Washington Dept of Fish and Wildlife lead fisheries biologist, Lisa Hillier. These would be free public events throughout the library hosted at either the Pink House or larger venue such as Fort Worden. Lisa Hillier presented recently for the Marine Science Center which drew a crowd of approx 175 people. When the Library chooses to rotate the art out in the future, I have an agreement with the Chimacum School to place sculptures in the vaulted area outside the middle/high school science classes. I currently have a 10' tiger shark on display in this area. The WA Dept of Fish and Wildlife have also requested future use of shark replicas as well. Finally, I will host a full how-to build video series on my Riverbend Woodworks YouTube channel. Please explain how the City's funding will support the goals of the project. What is made possible with this funding? Sharing my love for art and the natural world is the main reason for any project I take on. Bringing something seldom seen to life in-scale transforms a young mind and creates an appreciation for the animal that is hard to replicate. Creating life-size sculptures like this can help raise awareness for keystone at-risk species and at the very least makes passer's by pause and say, "I had no idea there were sharks in our waters!" So, in a word, I would say my project can be summed up as: Educational (If I had a second word it would be: Inspirational) :-) Please provide a brief overview of how you will get the word out about the project / event to the local community and, if applicable, the broader region. Outreach for events would circulate through press releases to the Port Townsend Leader and PDN, and I would work with Library staff to coordinate messaging and expand reach via social media events (Facebook, Instagram, and Nextdoor). I would make myself available to Leader and PDN staff reports to provide interviews and share images of the projects in-progress. A community wide engagement event that celebrates the unveiling of Port Townsend's largest mural. Mural has been in process over the past few years, with very limited grassroots funding. The feedback has been enormously positive. Mural will be finished this spring/early summer, it is about 2/3 done. Its on the 220 foot long retaining wall of Port Townsend High School. The project lead by mentor artist Nick Mann, started as a Senior Project. Then seniors Charlotte Falge and Sidda Hayes are still actively engaged in the painting of the mural project. One more current high school senior will become an apprentice for the remaining duration of the painting process. The mural expresses the beauty, spirit and natural essence of Port Townsend, whilst also highlighting its maritime legacy. Please describe how your project will benefit the Port Townsend community.
