JOB SUMMARY
Under general supervision by the division manager, performs a variety of maintenance and repair work
to the water distribution systems. Oversees a small team or crew to assign tasks, ensures the team or
crew follows procedures, and ensures tasks are completed efficiently and correctly. Supervises the
day-to-day operations of a small team or crew; keeps a close watch on activities and situations; and
communicates observations to the division manager. This position leads the team without formal
authority over employee performance reviews or disciplinary actions. The City of Port Townsend strives

ESSENTIAL DUTIES AND RESPONSIBILITIES
Employee shall meet all requirements of group A, B, and C, 8 of group D, and all of group E of
the Core Competencies, and the tasks described in these select competencies are considered
part of the essential functions for Water Distribution Crew Chief.
Participates as a member of the Public Works team to maintain the City’s water distribution
system including pumps, pipes, hydrant, meters, reservoirs, and valves
Performs customer service for meter reading, leak repair, and installation of taps and meters
Performs small construction projects including pipe installation and replacement
Troubleshoots water system problems and makes repairs
Assists with preventive maintenance program of equipment in coordination with the Fleet
division
Operates heavy construction equipment including backhoe, front-end loader, dump trucks,
vactor truck, etc., and operates hand tools such as cutoff saws, compactors, jackhammers, etc.
as qualified
Transports equipment with dump trucks and pickups with trailers
Performs minor repairs on equipment and reports the need for major repairs
Assists with maintenance and repairs at the Water Treatment Facility
Assists with maintenance and repairs of the Olympic Gravity Water System
Assists other departments with underground utility work
Provides support of other divisions and departments during emergencies
Assists with establishing and implementing appropriate safety programs for staff and equipment
Other duties as assigned

Current flagging card
CDL Class A with N endorsement
Proficient operations of hand tools and power equipment such as cutoff saw, wrenches,
compaction equipment, concrete saws, and other tools necessary to perform the work
Ability to operate dump truck, including snow and ice removal in support of the Street division
Ability to perform meter reading and use reading equipment
Performs leak detection and repair
Assists in performing service mainline taps
Assists with mainline hot-taps
Provides labor for install of meters and in the performance of pipe laying work associated with
waterworks operations and construction
Performs grounds maintenance of facilities
Ability to use of computer and programs for resource tracking and water works related software
Ability to use CityGIS maps to locate water, and collect data for asset management
After a minimum of 6 months of experience, is available to be added to the stand-by rotation
calendar
Group C Competencies (equipment operation)
Ability to operate excavation equipment such as excavator and backhoe for ditching, pipe repair,
pipe laying/repair, asphalt repair
Knowledge of compaction principles and ability to operate equipment
Ability to operate the vactor truck to perform hydro excavation
Ability to repair water leaks
Ability to perform service line and mainline hot taps
Ability to test and replace meters

Ability to perform water quality testing
Ability to operate pushing machine
Ability to install asphalt and concrete associated with patching
Ability to operate loaders and other heavy construction equipment
Ability to operate GPS equipment for asset inventories and mapping
Ability to perform hydrant, valve, and meter maintenance
Group D Competencies (division specific skills)
Ability to lead installation of service lines, taps, hydrants, and mainline hot taps.
Pipe laying specialist (knowledge of pipe materials characteristics, repair methods, and
challenges with various types of pipes)
Ability to set, adjust, and maintain automatic control valves and hydraulic control valves (Cla-
Val)
Fills out daily work orders and ability to run reports
Ability to serve as a backup to the Operations Manager when not available
Ability to perform project staking, layout, and quantity calculations
Ability to lead and set up construction zone safety
Traffic Control Supervisor certification
Ability to oversee periodic water quality testing
Ability to perform and oversee water disinfection, flushing, water quality testing, and pressure
testing
Demonstrates experience with troubleshooting and solving water system operational problems
Certified Backflow Assembly Tester (serves as back up for City facilities)
Ability to operate and troubleshoot programmable logic controllers
Ability to perform and oversee instrument calibration
Compaction specialist including the ability to test and ensure soil compaction is achieved
Demonstrates expertise in pump station equipment maintenance practices
Demonstrates solution-oriented problem solving in water distribution
Cross connection control certification
Serves as liaison with the engineering division
Certified Sediment and Erosion Control Lead (CESCL)
Demonstrates ability to share skills and train team members
Ability to process GIS information and perform analysis of assets as well as use software to
produce maps and informational materials for City staff and the public
Group E Competencies (leadership skills)
Schedules and coordinates work program for water distribution team
Assigns and coordinates work and provides needed resources to staff
Understands and implements the city’s purchasing policy and procedures manual
Coordinates with other City departments and public works divisions
Serves as a liaison to the management team
Performs 1:1 meetings with other team members
Inspects work performed by crew for compliance with standards
Provides mentoring and training of team members
Works with operations manager to develop annual budget and track each fund within the
department budget over the year.

QUALIFICATIONS
Required
Water Distribution Manager 3 or higher certification
10+ years’ experience in water distribution or related field
5+ years in lead role as a Water Distribution Manager 3 or higher or 2+ years as a Crew Chief
Apprentice
Graduation from high school or G.E.D.
Valid Washington State Driver’s license and ability to maintain a driving record acceptable to the
City’s insurance carrier
First Aid/CPR certification or must obtain within 12 months in this position
Traffic Control and Flagging certification or must obtain within 6 months in this position
Commercial Driver’s License (CDL) Class “A” or must obtain within 12 months of employment in
this classification
Preferred
Water Distribution Manager 4 certification
Current flaggers card
Current CDL Class A
Current First Aid/CPR certification
5+ years’ experience in a superintendent role in water construction or related field
10+ years’ experience operating a public water system
WORKING CONDITIONS
This position requires being onsite working in the field primarily in the outdoors during all types of
weather; repeated walking, bending, stooping and lifting; the ability to occasionally lift up to 60 lbs.;
vision and hearing at level required to perform essential functions (may be corrected); and a full range
of motor skills. This position may require working in confined spaces and require climbing and working
at heights up to 100 feet.
