RESOLUTION NO.25-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, UPDATING AND ESTABLISHING PLANNING & COMMUNITY
DEVELOPMENT FEES
WHEREAS, the City Council of the City of Port Townsend, on recommendation of the
City Manager and City Planning and Community Development Director, determines it appropriate
to update planning and community development fees established by previous resolution. Any
planning and community development fees established by previous resolution will be repealed;
and
WHEREAS, Resolution 24-038 authorizes the Director of Planning and Community
Development to contract for on -call permitting assistance as an action for compliance with Second
Substitute Senate Bill 5290 ("S.B. 5290") passed by the Washington Legislature in the year 2023
and codified as RCW 36.70B.160, specifically for when permit volumes or staffing levels change
rapidly, consistent with RCW 36.70B.160(1)(d), up to the amount of funds allocated for such
assistance pursuant to the approved City budget; and
WHEREAS, within the past three months the Planning and Community Development
Department lost two planners, which has created a backlog in permit review and department
capacity; and
WHEREAS, on -call consultants, at the applicant's cost, create enhanced capacity for the
Planning and Community Development Department to reduce permit review backlog;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend
as follows:
SECTION 1. New Fees Established.
Any planning and community development fees established by previous resolutions are
hereby repealed. Effective April 22, 2025, the fees for various Public Works Department
and Planning and Community Development fees, as set forth in Exhibit A (attached hereto
and incorporated by reference) are hereby established.
SECTION 2. Severability.
If any provision of this Resolution or its application to any person or circumstance is held
invalid, the remainder of the Resolution, or the application of the provision to other persons
or circumstances is not affected.
