SUMMARY STATEMENT:
For many years, there has been a need to develop a streets circulation plan as outlined
in existing goals and policies in the 2016 Comprehensive Plan. Development of a
Street Circulation Plan is a technical process that requires polices and principles be
agreed upon to inform a technical analysis.
Historically, streets have been developed in a haphazard fashion based on plats
developed in the 1800’s in anticipation of developing a city for 25,000 to 30,000 people
or more. Given the city did not develop as initially envisioned, many opportunities exist
to shape the city’s future.
The attached white paper is a principles document to outline the basis for a street
circulation plan.
This workshop is intended to provide the opportunity to discuss and seek clarification of
the numerous principles outlined in the white paper.
