HomeMy WebLinkAbout021025 City Council Workshop Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF FEBRUARY 10, 2025 CALL TO ORDER/ ROLL CALL The City Council met in a regular session on the 10th day of February 2025 in Council Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the meeting to order at 6:01 pm. Councilmembers present at roll call were David Faber, Amy Howard, Neil Nelson, Owen Rowe, Ben Thomas, and Libby Wennstrom with Monica MickHager excused. Staff members present were City Manager John Mauro, Public Works Director Steve King , Planning and Community Development Director Emma Bolin, Chief of Police Tom Olson, and City Clerk Alyssa Rodrigues. GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA) There was no public comment. DISCUSSION ITEMS West Boat Haven Boatyard Expansion- City/Port Partnership Addressing Stormwater City Manager John Mauro introduced the West Board Haven Boatyard Expansion- City/Port Partnership Addressing Stormwater. Port or Port Townsend Executive Director Eron Berg and Port of Port Townsend Deputy Director Eric Toews presented the City/Port Partnership Addressing Stormwater at Boat Haven which included Port Report, SW Outlet at Boat Haven, Castle Hill Stormwater (SW) Conveyance, SW Flooding at Boat Haven, SW Outfall to be Replaced, SW Conveyance to be Replaced, Original SW Conveyance, New SW Treatment Swale, New SW Conveyance, New SW Maintenance Road, Estimated Wet pool, Replaced SW Conveyance & Outfall, and Key Points Interlocal Agreement. Public comment: Scott Walker spoke about WSDOT involvement. In response to public comment Port staff explained WSDOT involvement and Castle Hill area. Debbie Jahnke spoke about Parks Recreation Open Space Plan and Larry Scott Park City ownership. Public comment: Scott Walker spoke about Green Eyeshade empty lot development, article w Sightfine, management plan, mistake to put free parking in front of City Hall, variab rate, keep controil to take back In hiouse, and 9am-7prn every day, Rick Jahnke spoke about posts for parking. Lloyd Mullen spoke about perception of not having paid parking in front of City parking. • •------------ • M - • w-•• w w •• w ..• •• • �w •. • February 10, 2025 City Council Workshop Meeting Page 2 of 4 scope was smaller, side effects, entire downtown in pilot, include Madison St in pilot, feedback from business community, 18 month pilot, communications, engagement with PT Main Street, massive effort, parking study information, parking study revenue, 2 months of information before anything is implemented, future Council touchpoints, not as enthusiastic with large area, potential pushback, can provide other options, data skewed on smaller area, the need to proceed with something, and pushing long term parkers out. Comprehensive Plan Update- Open Space White Paper Steve King and Emma Bolin presented the Open Space Discussion which included Background, Meeting Purpose, Detailed Meeting Objectives, LCA-What is it? Purpose?, LCA- Open Space Map, Open Space Metrics, Types of Open Space, Types of Open Space Examples, Cappy's Trails and the Quimper Wildlife Corridor, Cappy's 2009 Council Actions, Cappy's- Options, Cappy's- Option 1, Cappy's- Option 2, Cappy's- Option 3, Open Space White Paper, and Next Steps. Discussion ensued around Fairgrounds acreage, Port property, Cappy's Trails, City land preserve by covenant, and Lubinski property. Public comment: Debbie Jahnke spoke about Larry Scott Park. Discussion ensued around current landowners in Cappy's Trails area, Right of Way percentage, Street Circulation Plan, City owned acreage, Land Capacity Analysis, affordable housing, comparison to affordable housing by Cappy's Trails vs. Golf Park, and affordable housing location. Quarterly Workplan Review City Manager John Mauro presented the Quarterly Update which included Overview, Strategic Workplan: 5 Priority Areas, 2025 Strategic Workplan (Invest In Our People, Engage Our Community, Innovate Our Systems, Structures & Processes, Envision Our Sustainable Future and Deliver Our Priority Initiatives, Other Priorities- Housing/Planning, Other Priorities- Transportation, Other Priorities- Parks/Facilities (Community Services), Other Priorities- Water/Sewer/Storm), and Enhancements to Advisory Board Budget/Workplan Engagement. Public comment: There was no public comment. Discussion ensued around what could work better with Advisory Boards, reports to full Council, Culture and Society, Committee oversight of Advisory Boards, clarity of February 10, 2025 City Council Workshop Meeting Page 3 of 4 how to be a good Council Liaison, consistent staff coordination, greater visibility to full Council, updates in packet, Culture and Society progress updates, and Advisory Board Council rules. Council Committee Reports Council member Wennstrom provided the Finance and Budget Committee update which included meeting canceled due to lack of quorum. Council member Nelson provided the Infrastructure and Development Committee which included not having any recent meetings. Discussion ensued around Infrastructure and Development previously laying groundwork for current work. Council member Rowe provided the Culture and Society Committee update which included City Manager Evaluation process updates, workplan, and City Ethics Code. Discussion ensued around the Arts and Culture Coordinator and Community Services Department. ADJOURN There being no further business, the meeting adjourned at 8:48pm.
