Minutes of the Port Townsend Regular Session Arts Commission Meeting of December 5, 2024

Call to Order Chair Lindsey Wayland called the meeting to order at 3:01
pm.

Approval of Agenda Dan Groussman moved to accept the agenda. Alexis
Arrabito seconded. Motion passed unanimously.
Approval of Minutes for November 7, 2024, Lindsey Wayland moved to approve the minutes. Alexis
Arrabito seconded. Motion passed unanimously.
Public Comment There was no public comment for this meeting.
Chair Update Lindsey Wayland gave an overview of what she expected
from this meeting.
Staff Update Shelly Leavens thanked the Commissioners for their service
and stated the end of the year gathering would happen at

the 1 meeting in January. She also spoke about the new
city quarterly magazine.
Year in Review Lindsey Wayland began a discussion on the 2025 meeting
schedule. The group discussed what they wanted from the
change in the 2025 meeting schedule. Alexis Arrabito
moved to initiate grant funding as it is in the new 2025
schedule. Heidi Tullman seconded. Motion passed
unanimously. Shelly Leavens discussed the 2025 budget.
Discussion ensued about grants, and the one percent for the
arts funding and the new city’s Creative district position and
the mission of the group. Lindsey Wayland discussed the
future of the Poet Laureate, Angel of arts and the Public Art
program. The Commissioner discussed Alexis Arrabito’s
public art document. Dan Groussman moved to accept an
edited version of the document as the city’s public art policy,

Motion passed unanimously.
Work Plan for 2025 Lindsey Wayland led the discussion about 2025’s work plan.
The Commissioners discussed why they wanted to be a part
of the advisory body, what is important to each member and
the continuation to help artist.
Commissioner Impact/Why Each Commissioner spoke about the high and low points
about the commission. There was a discussion on how best
to help artists and different forms of art in the community.
Elections for 2025 Positions Dan Groussman nominated Alexis Arrabito, Joe Gillard, and
Lindsey Wayland to remain in their current positions for
2025. Alexis Arrabito and Joe Gillard accepted their
appointments. The Commissioners voted to have Lindsey
Wayland return as the Chair in 2025 unanimously.
Correspondence Lindsey Wayland mentioned a letter received earlier in the
meeting and correspondence from Kate Lovejoy.

What is the Comprehensive Plan?
A tool for coordinating high-level goals.
Plan was adopted in 1996.
Regulations and City projects enact goals and policies from the
Comprehensive Plan
Plans on a 20-year timeline.
Comprehensive plans can be amended annually.
Comprehensive plan must be reviewed in depth every 10 years, a process
called the "periodic review."Our periodic review is due by the end of this year.

City of Port Townsend Arts Commission Mission Statement
The Arts Commission's mission as an appointed City Commission is to facilitate public arts
programs that enhance the cultural life of community residents.
Overview
This document is a flexible summary of the annual approach to PTAC meetings in 2025 and the
development of the PTAC budget. PTAC meets on 1 st Thursdays, from 3:00-5:00PM. The development of
the PTAC budget is part of the development of the City of Port Townsend budget, and resides in the
General Fund, as approved by City Council each year. This process begins nearly six months before the
start of the subsequent year and includes state-mandated statutory milestones and deadlines.
1.January – Program Planning Part 1: Grant Criteria and Poet Laureate
Discussion of grant program specifics, including application, criteria, and any marketing or public
education opportunities. Discussion of Poet Laureate Program and jury process for 2026-2027.
2.February – Program Planning Part 2: Annual Arts Awards and Public Art
Discussion of Arts Awards with roles and deadlines. Discussion of agency partners and arts
connections, including Creative District and Arts & Culture Plan, and Public Art maintenance
planning and coordination with City staff. Invitation to Public Works Director to discuss possible
1% eligible projects in 6-year Capital Facilities Plan.
3.March – Quarterly Grant Funding
4.April – Communications and Poet Laureate Jury.
PTAC engages in a discussion of City communications and how to participate in covering funded
events, updating the website, and promoting the work of PTAC. Finalize Poet Laureate jury
selection and RFP for Poet Laureate nominations.
5.May – Workplan Strategic Session.
PTAC receives a call from Mayor/City Manager to PTAC (and all City advisory boards) for
workplan items and preliminary budget request. PTAC reviews progress on the 2025 workplan,
strategizes on multi-year initiatives and the 2026 workplan, and considers priorities for next
fiscal year in order to suggest a preliminary PTAC workplan.
6.June – Quarterly Grant Funding
7.July – Mid Year Review and Budget Strategic Session
PTAC discusses all 2025 programs and makes mid-year assessments. Discussion on budget to
pair with workplan and submits a recommendation to staff and City Council in advance of a
decision on the preliminary City budget. (City Council may choose to approve/incorporate or
may send the recommendation back to PTAC for further discussion). Poet Laureate jury process
and selection occurs in this time frame.

12.December – Annual Review. PTAC reviews the 2025 workplan, reviews 2025 granting data and
budget expenditures, plans annual meeting schedule and 2026 grant deadlines, and ties up
loose ends in discussion.

Venue Accessibility Statement
According to the Americans with Disabilities Act of 1992, individuals with disabilities are
protected from discrimination "in the enjoyment of any right, privilege, advantage, or
opportunity enjoyed by others in the services, programs, or activities provided or made
available \[funded\] by local governments, their instrumentalities or agencies.”
To operate legally and to ensure that ALL members of our community may benefit from
arts events funded (wholly or in part) through the Port Townsend Arts Commission, any
event receiving funding must be held in an accessible venue, and accessibility and any
inaccessible aspects of a venue be noted in the publicity for each event.
"Accessible" means that anyone in a wheelchair, scooter, walker, or on crutches or
cane(s) can gain access and entry to and participate in the event being held, as can
anyone who is temporarily able-bodied. This includes access to restroom facilities.
The accessibility of several Port Townsend area venues is on record. If you are not
sure, DASH (Disability Awareness Starts Here) has agreed to do assessments free of
charge. Call 360-385-1790.

Funding Frequently Asked Questions
What is funding available for?
We recommend projects for funding that bring the arts to the public, meaning projects with
artistic merit that culminate in an event that is open to the public. This often means a
performance, but it can include exhibitions, talks, screenings, or arts education-related
public projects. Each project must have either at least one pay-what-you-wish event or free
entry. First-time applicants are encouraged to apply.
Please note that every project must have an event taking place in the calendar year in
which it is approved.To be considered for funding, January events must take place after
our first meeting of the year.
When should I submit my application?
We consider applications every other month on odd-numbered months. We review all
applications in the order they are received.
Our meetings are the first Thursday of every month, so to be considered, you should submit
by the 20th of the month prior to the meetingin whichyou would like your application to be
reviewed.

Can my event be funded after it’s happened?
In short, no. But we are more likely to fund your next project if you can prove that you have
successfully created other events.
I’ve submitted my application, now what?
PTAC will review your application at our next grantreview meeting, which is the first
Thursdayof the following months; January, March, May, July, September, and November.
You’ll get an invitation to join us for the review process.We highly recommend that youjoin
us, as youwillhave a chance to clarify any points,we may have questions about,and your
passion for your project can help us see the benefit it will have for our community.

We will decide on funding at that meeting. If you are unable to attend, you will be notified of
our decision via email.
My application was approved! What happens next?
Congratulations! We trust you'll create something meaningful for our community. The city
will issue you a contract requiring your event to happen as indicated. After your event takes
place, you'll need to submit an invoice and follow-up report to receive reimbursement.
Please note that you will not receive funding before your event.
I’d like to change elements of an approved project.
What do I need to do to make sure that you’ll still fund me?
PTAC needs to be informed of any changes. We understand that sometimes things need to
be modified, but in order to be transparent to the community, we need to make sure that
those changes are in the public interest. Please email your changes to
artscomm@cityofpt.us so that we can review them at the next meeting.
If you do not let us know about any changes, we may not be able to release the funds.
