HomeMy WebLinkAbout111224 City Council Workshop Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF NOVEMBER 12, 2024 CALL TO ORDER/ ROLL CALL The Council met in a Regular Session on the 12th day of November 2024 in Council Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the meeting to order at 6:00pm. Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager, Neil Nelson, Ben Thomas, Owen Rowe, and Libby Wennstrom. Staff members present were City Manager John Mauro, Public Works Director Steve King, Long Range Planner Adrian Smith, Streets/Stormwater/Sewer Operations Manager Brian Reid, Project Manager Tyler Johnson, and City Clerk Alyssa Rodrigues . GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA) Public comment was made.. DISCUSSION ITEMS Comprehensive Plan Update Briefing Long Range Planner Adrian Smith and Planning and Community Development Director Emma Bolin provided the Comprehensive Plan Update Briefing which included Periodic Review Process, Engagement Process so Far: (Baseline, Options, Direction), Themes from Engagement Results, Housing Element, Tools for Updating Housing Element, Using the Housing Needs Assessment, Developing and Editing the Housing Needs Assessment, Key Findings of the Draft Housing Needs Assessment, Key Finding: Population Growth, Historic Population Growth in Port Townsend 1970-2023, Key Finding: Cost Burden and Displacement, Cost Burden, 2016-2020 Changes, Displacement, Cost Burden by Race and Ethnicity in Port Townsend, Key Finding: Existing Housing Not Meeting Local Needs, HAPT Identified Gaps, Income Brackets for Older Adult Households (62+) in Port Townsend, 2020, Household and Housing Unit Size Comparison in Port Townsend, 2022, Comparing Average Rental Costs by Unit Type and Unit Types Available in Port Townsend Housing Stock, Cost Burdened Households by Rental and Ownership in Port Townsend, 2020, Median Household Income in Port Townsend with Regional Comparison, 2013-2020, HAPT Identified Gaps and Mobility within Brackets, Changes in Rents, Home Prices, and Incomes in Port Townsend, 2010-2022, and Questions/Discussion. In response to Council's clarifying questions staff explained date scriveners' error, ADU data, and subsidized multifamily homes. Public Comment: There was no public comment. November 12, 2024 City Council Business Meeting Page 1 of 3 Discussion ensued around capital gains, comparable with other County's, income vs. wealth, public engagement suggestions, documents on website, population growth with overlay of housing built per year, housing type data over time, units owned vs. rented over time, home equity, Joint Workshop, granular suggestions/ideas for Comprehensive Plan, ADA standards, working with activists' group, and Mountain View Social Service overlay. Update on Streets for 2024 and Looking Ahead to 2025 Public Works Director Steve King, Project Manager Tyler Johnson, and Streets/Stormwater/Sewer Operations Manager Brian Reid provided the Transportation Benefit District Investments -"Claw Back" presentation which included Principal Challenge- Recalling the August 12, 2024 workshop, Context- Remembering the..., Context- Funds are now available!, Context- Streets are a core of our City, Successes- 2023 Banked Capacity, Example 2024 Hotspots, Finding our Groove!, Banked Capacity Update, Cashflow-Revenue, Expenditure Schedule -From 8-12-24 Workshop, Expenditure Schedule- Updated 2025 Budget, Financial Strategy: Cashflow and Workflow, Recommended TBD Investment Prioritization Criteria- Focus Areas, Completed Streets, 2025 Street Plan, Future Streets, and Composite Street Plan. In response to Council's clarifying question staff explained chip seal process, pothole patches with grinder process, upper 14th St, Polk St, Chip Seal over gravel, public viewing of Composite Street Plan, end goal, and other funding sources for certain streets. Public comment: Public comment was made, Discussion ensued around streets around large developments, permanent solutions, good lists, appreciation for update, how the public should contact the City regarding street concerns, Report a Concern process, and Lawrence St. City Council Workshop Session on Budget Capital Facilities Plan and Capital Budget Steve King presented the 2025 Capital Budgets which included Thank you!, References, Work Session Objective, Capital Funds 101, Capital Budget Sheets - See Attached, 2025 General Capital Budget Summary, 2025 Streets Capital Budget Summary, 2025 Water Capital Budget Summary Includes OGWS, 2025 Wastewater Capital Budget Summary, 2025 Stormwater Capital Budget Summary, Capital Facilities Plan, and Next Steps. Public comment: Public comment was made. Discussion ensued around typos, public engagement, committed staff members, helpful to see the whole list, hard to comprehend large dollar amounts, and appreciation for City Council and community.
