HomeMy WebLinkAbout120224 City Council Business Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF DECEMBER 2, 2024 CALL TO ORDER The City Council met in a Regular Session on the 2nd day of December 2024 in Council Chamber at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the meeting to order at 6:00pm. ROLL CALL Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager, Neil Nelson, Owen Rowe, and Libby Wennstrom with Ben Thomas excused. Staff members present were John Mauro, Parks and Recreation Strategy Director Carrie Hite, Public Works Director Steve King, Planning and Community Development Director Emma Bolin, Chief of Police Tom Olson , Finance and Technology Services Director Jodi Adams, Finance Manager Richard Gould, and City Clerk Alyssa Rodrigues. CHANGES TO THE AGENDA There were no changes to the agenda. PROCLAMATION(S) OR SPECIAL PRESENTATION(S) Oath of Office- Police Officer Chief of Police Tom Olson presented the Oath of Office -Police Officer to Daniel LaTourette. Golf Park Annual Report Parks and Recreation Strategy Director Carrie Hite introduced the Golf Park Annual Report. Friends of the Port Townsend Golf Park President Bob Wheeler provided the Port Townsend Golf Park Camas Prairie Park presentation which included Port Townsend Golf Park- Camas Prairie Park 2024 Interim Report Presentation, Goals of Presentation, Principles and Lease Review, Reporting on Public Benefits, Lease 2024 Metrics Report (Parks Operations, Business Plan, Community Access, Expand Recreational Activities, Building Partnerships, Facilities Improvements, Grounds and Turf, Environmental Stewardship, Technical Advances), Various Additional Points (Volunteers, Hired Staff, Golf Designer Findings, The Leader -The Best of Jefferson County, Jamestown S'Klallam Tribe Connections, Quarterly Reports, Service Additions, City -Friends Partnership, A few others items), Data and Statistics, Golf Park 2024 Rounds, Revenues projected to end of year, Friends Moving Forward, City of Dreams, and Questions and Responses. In response to Council's clarifying questions Bob Wheeler and staff explained the 22- December 2, 2024 City Council Business Meeting Page 1 of 7 year lease, business plan, Board of Directors members, August 2025 target date, partnerships, and disk golf representation. Discussion ensued around appreciation for amount of work done and volunteer hours. CITY MANAGER'S REPORT City Manager John Mauro provided the City Manager's Report which included staff appreciation event, Joint Growth Management Steering Committee Population Projection, Jefferson County's Transportation Benefit District, Senator Chapman and Representative Tharinger meeting, $2.99 million -dollar TIB grant, chip seal grant award, and grant funding match. COMMENTS FROM THE PUBLIC Public comment Public comment was made, and a verbal public records request was submitted. Staff or Council response, as needed In response to public comment staff explained City seeking legal opinion and public records request was logged and treated as official public records request. CONSENT AGENDA Approval of Bills, Claims and Warrants Approval of Minutes: November 4, 2024, November 12, 2024, November 18, 2024 Resolution 24-039 To Support Jefferson County?s Formation of a Separate Transportation Benefit District (TBD) for Unincorporated Jefferson County Motion: Monica MickHager moved to approve the consent agenda. Owen Rowe seconded. Vote: motion carried unanimously, 6-0 by voice vote. Discussion ensued around timing of County's letter. PUBLIC HEARING Ordinance 3343 Adopting the Budget for the City of Port Townsend, Washington, For the Fiscal Year Ending December 31, 2025 Mayor Faber reviewed the Public Hearing Rules of Procedures. Mayor Faber reviewed the Public Hearing Rules of Procedures. Finance and Technology Services Director Jodi Adams presented Ordinance 3343 Adopting the Budget for the City of Port Townsend, Washington, For the Fiscal Year Ending December 31, 2025, which included Amended Authorized Positions Chart and no December 2, 2024 City Council Business Meeting Page 2 of 7 other substantive changes in Budget Book. There were no written materials submitted. Public Comment: There was no public comment. Mayor Faber closed the public testimony portion of the hearing,. Discussion ensued around appreciation for hard work, a lot of development and change in budget, and capital projects. Motion: Monica MickHager moved to approve Ordinance 3343 Adopting the Budget for the City of Port Townsend, Washington, for the Fiscal Year Ending December 31, 2025. Owen Rowe seconded. Mayor Faber closed the public record and the public hearing. Vote: motion carried unanimously, 6-0 by voice vote. 1. Ordinance 3345 Amending Port Townsend Municipal Code ("PTMC") Section 12.04.160 ("Waiver/Modification of the Required Right -Of -Way and Transportation Improvement Standards"), PTMC Section 17.76.160 ("Variance"); PTMC Chapter 20.01 ("Land Development Administrative Procedures"); PTMC Chapter 1.14 ("Uniform Appeal Procedures of Administrative Decisions of Planning and Community Development Department and Public Works Directors"); and Providing for Severability and Establishing an Effective Date***** 2. Resolution 24-037 Rescinding Resolution No. 24-018***** 3. Resolution 24-038 Authorizing the Director of Planning and Community Development to Contract for On -Call Permitting Assistance; Authorizing the Director of Planning and Community Development to Fill New Positions in the Department of Planning and Community Development Contingent on Permit Revenue; and Declaring that the City has Amended the Port Townsend Municipal Code to Require a Meeting with Permit Applicants to Attempt to Resolve Issues Consistent with RCW 36.708.160 Mayor Faber reviewed the Public Hearing Rules of Procedures. Planning and Community Development Director Emma Bolin provided a presentation on Ordinance 3345, Resolution 24-037, and Resolution 24-038 which included Senate Bill 5290 intent, Department of Ecology Shorelines Planning grant, new permitting timelines, permit typing table, Chapter 1.14, 12.04.160, 17.76.160, and 20.01, Type 1 or Type 1A permits, Type 2 permits, Type 3 permits, related resolutions, refund requirement exemption, three measures to be adopted, Infrastructure and Development Committee discussion, and rescinding Resolution 24-018. There were no written materials submitted. Public comment: There was no public comment. December 2, 2024 City Council Business Meeting Page 3 of 7 In response to Council's clarifying questions staff explained there being two Resolution 24-018's and confirmed the correct one, reason to waive Council Rules, renumbering Resolutions, and motion process. Mayor Faber closed the public testimony portion of the hearing. Discussion ensued around editing agenda bill and tables in ordinance. Motion: David Faber moved waive Council Rules and approve Ordinance 3345 Amending Port Townsend Municipal Code ("PTMC'} Section 12.04.160 ("Waiver/Modification of the Required Right -Of -Way and Transportation Improvement Standards'), PTMC Section 17. 76.160 (" Vadance'q; PTMC Chapter 20.01("Land Development Administrative Procedures'); PTMC Chapter 1.14("Uniform Appeal Procedures of Administrative Decisions of Planning and Community Development Department and Public Works Directors'); and Providing for Severability and Establishing an Effective Date Owen Rowe seconded. Staff explained table descriptions. Mayor Faber closed the public record and public hearing. Vote: motion carried unanimously, 6-0 by voice vote. Motion: David Faber moved to approve Resolution 24-037 Rescinding Resolution No. 24-018 To Begin to Issue Final Decisions on Residential Building Permit Applications Within 90 Calendar Days and Determine a Fee Structure Allowing the City to Provide Consolidated Permit Review Within 90 Calendar Days Effective July 1, 2024. Monica MickHager seconded. Vote: motion carried unanimously, 6-0 by voice vote. Public Works Director Steve King presented Ordinance 3344 Adopting the Capital Improvement Plan for 2025 through 2030 which included November 12 workshop, intersection of Planning and Public Works, key area of changes from 2 years ago, items that have come off list, living document, and required every 2 years. There were no written materials submitted. Public Comment: There was no public comment. Mayor Faber closed the public testimony portion of the hearing. Discussion ensued around appreciation for how plan has developed, facilities document, "don't put it outside, dust it" statement, readable document, and unfunded table. Motion: Monica MickHager moved to approve first reading of Ordinance 3344 Adopting the Capital Improvement Plan for 2025 Through 2030. Amy Howard seconded. Mayor Faber closed the public record and public hearing. Vote: motion carried unanimously, 6-0 by voice vote. UNFINISHED BUSINESS Ordinance 3342 Adopting the General Sewer Plan, Providing for Severability, and Establishing an Effective Date Public Works Director Steve King presented Ordinance 3342 Adopting the General Sewer Plan, Providing for Severability, and Establishing an Effective Date which included first reading November 18, 2024, no comments received, no updates since first reading, and staff recommendation. In response to Council's clarifying questions staff explained low pressure sewers. Public comment: There was no public comment. Motion: Monica MickHager moved to approve Ordinance 3342 Adopting the General Sewer Plan, Providing for Severability, and Establishing an Effective Date Owen Rowe seconded. Vote: motion carried unanimously, 6-0 by voice vote. NEW BUSINESS Emergency Preparedness Briefing Chief of Police Tom Olson, Steve King and John Mauro provided the Emergency Preparedness Briefing which included Overview, Background and Statutory Context, 3 Basic Scales- Application of ICS, Agency Partnerships, City Council's Role, and What's Next and How We're Preparing. December 2, 2024 City Council Business Meeting Page 5 of 7 In response to Council's clarifying questions staff explained Council's role in earthquake, back up communication plan when cell towers are down, and handing off information to KPTZ process. Public comment: Public comment was made. Discussion ensued around encouraging drills and information dissemination, community evacuation drills, and the importance of trauma debriefing. Ordinance 3346 Adopting 2024 Supplemental Budget Appropriations Jodi Adams and Finance Manager Richard Gould presented Ordinance 3346 Adopting 2024 Supplemental Budget Appropriations which included end of the year budget supplement, what we know, what we do not know, how to calculate fund balances, 2025 budget supplement, ordinance can change between readings, and state auditors. Public comment: Public comment was made. Discussion ensued around appreciation for detail focused and scale of effort. Motion: Owen Rowe moved to approve first reading of Ordinance 3346 Adopting 2024 Supplemental Budget Appropriations Monica MickHager seconded. Vote: motion carried unanimously, 6-0 by voice vote. PRESIDING OFFICER'S REPORT Ethics Policy Tasking Resolution 17-014 Affirming that the City is a Welcoming City that Promotes Policies that Foster Inclusion for All, Reaffirming the City's Commitment to Serve all Residents and Visitors, and Clarifying the City Council's Policy Related to Non -Discrimination in the Provision of City Services Mayor Faber provided the Presiding Officers Report which included the Tree Lighting Ceremony and Kiwanis Choo Choo, Ethics Policy Tasking, and Resolution 17-014. Motion: David Faber moved to task Culture and Society Committee with reviewing PTMC Chapter 2.80 and recommending any potential changes. Monica MickHager seconded. Vote: motion carried unanimously, 6-0 by voice vote. Motion: David Faber moved to task Equity, Access, and Rights Advisory Board with reviewing and recommending revisions to Resolution 17-014 The City of Port Townsend Welcoming City's Policy Monica MickHager seconded.
