I hope to be at your meeting on December 10 to dialogue about my proposed departmental
reorganization that includes the fusion of Parks, Facilities, Library, and Arts and Culture into a new
department of Community Services (or equivalent). You'll see that the ultimate purpose is for better,
more integrated, more stable delivery of services to our community — with inclusive programming for all
ages and an emphasis on youth and families.

Key Pints for Discussion With the Library Advisory Board

What I'm Proposing
A combined Community Services (Parks, Facilities) and Library department with the addition of an
arts and culture element to oversee the existing PT Creative District.
The "Why"
Ultimately the reason for the change is for better, more integrated, more stable delivery of services
to our community —with inclusive programming for all ages and an emphasis on youth and
families. There are many elements to the why, including howwe enhance each team and set
ourselves up for sustained success. A few specific examples:
• The Parks departmentwas paused in 2020 with Covid and the resignation of the Director,
and incorporated into Public Works via a Parks and Facilities Manager as a way to focus on
core parks and facility functions and sustainability (due to a range of challenges, not the
Least which is major deferred maintenance). A Strategic Parks director was hired in 2021 to
guide the future of major initiatives like the future of the pool and golf course, and consider
how to further create expanded parks and recreation opportunities in the City. Her 3-year
term finishes at the end of 2024.
• Parks has suffered from significant underfunding for years for staffing, maintenance, and
park improvements. A community -facing, integrated department is intended to create
greater financial support for amenities and services the community desires, including for
future recreation programs. Additional administrative attention is expected to bring us back
into competitiveness for RCO grants which we have not received for 20 years (equivalent to
$10m - $20m of potential funding).
• The Public Works team, the City's largest, has a complex and daunting set of infrastructure
and service provision challenges, many of which are underpinned by significant deferred
maintenance and years of neglect. Drawing Parks and Facilities into a new department
(once again) may help free up leadership capacity in Public Works while utilizing and
broadening the talent and capabilities of a Director with high potential for professional
growth.
• The PT Creative District was designated by the state in 2020 and has emerged as a
cohesive force to expand living wage opportunities for artists who work, live, and show
within the Creative District by providing resources and support to market their craft.
Currently housed under PT Main Street, a more sustainable funding source and permanent
home is needed to continue building on the success of the District. The recent Arts and
Culture Plan funded by the City points to City resourcing and a position to help do so.
• The Library provides a high degree of quality public interface with creative and meaningful
programming and services — but the 1 % property tax levy which funds Library operations is
not keeping pace with inflation, wages, and other costs.
• Various advisorybodies (like LAB!) stand to provide greater value and to benefit from more
distributed and focused staff resourcing to ensure the full potential of their contributions
and our collaboration together. That might not mean one manager/director staff liaison but
some degree of shared responsibility depending on the topic at hand (e.g., trails may be
more public works -related, recreation more community services -related).
• Coordinated programming, customer service, and delivery across a range of community -
facing services (parks, facilities, library, arts/culture) provides an opportunity for new
synergies and a greater focus on building social infrastructure to best support community
cohesion and connections.
• A higher -level effort to coordinate with agency, non-profit, and community service
partners can both enhance what the City has to offer as well as support our community's
diverse constellation of high -value but often under-resourced organizations. Those efforts
were enhanced with a strategic parks director and need to be carried forward.
• High potential exists for recreation programming to meet community needs and to take
advantage of City and other organization programming and existing facilities. These
opportunities are not expected to be near -term, but we may wish to explore those
possibilities with agency partners like Jefferson County. They also may be generally revenue
neutral and self-supporting under some models.
• Volunteers provide a meaningful boost to our collective efforts and a departmental
synergy aims to provide better coordination of the volunteer program (which would include
the two departments with the most volunteers).
• Community Services Departments exist throughout the state and nationally and have set
a precedent for better integration of public facing departments to best serve their
communities.
• A history of friction and unmet promises, including those between Parks and the Library, is
both instructive and important context and holds us back from a fiscally sustainable and
incremental advancement of community services. An integrated department aims to make
the whole bigger and better than the sum of the parts and help heal the pain of the past so a
betterfuture can be made possible.
What Changes on the Ground
The day-to-day work of parks, facilities, and the library is intended to remain very similar to what it
is today. Over time, the City team and our partners will work together to try new ideas and
programs together (like the Library's Story Walk in Kah Tai nature park).
The proposal will include some changes to department reporting structure, including:
• The Library Director role will be vacated.
• Current Library Director Melody Sky Weaver will take the role of the Director of the new
department.
• Current Facilities and Parks Manager Michael Todd will report to Melody. There will remain a
strong connection to the Public Works director and team for operational efficiencies and
needed coordination.
• The current Library Managers, Keith Darrock and Emily Bufford, will continue to report to
Melody similar to the Parks Manager. This involves a stepped -up role since Melody will be
overseeing three key areas the Community Services Department rather than only the
Library.
• A new arts/culture position will be created, likely half -funded from lodging tax funds (LTAC
voted affirmatively on this recommendation to City Council as part of the budget process).
The "When"
City Council received the high-level idea in July during the all -day 2025 strategic workplan retreat
with a majority indicating general support. While many of the elements are operational and
therefore in the realm of City Manager authority, City Council will need to approve some of the
elements, including budgets.
After internal discussions, staff subsequently brought forward the proposal to City Council as part
of all department requests at the October 7 City Council business meeting, and it was covered
briefly at the October 14 City Council workshop.
Staff will work to balance the budget to present to City Council in November, and this must be
adopted after two public hearings by the end of the year. This gives us a few months to work
together to build and refine the proposal. Even with budget approval, it may take additional time in
2025 to communicate the change and roll this out to the community, so I don't anticipate any
formal change until at least January 2025.

PT Library team at Jamestown S'Klallam Tribal Library xcnawtx
On Wednesday, September 25 the PT Library team enjoyed a joyful day of teambuilding,
Gallup engagement, learning about community partners and resources, and had fun at our
9th annual Library All Staff Day! We toured the new Jamestown S'Klallam Tribal Library
xcnawtx and the JCHS Research and Archives. We made the best of the rain by exploring a
beautiful new tribal library in our region.

"Unusual Items" Collection!
Library cardholders can now check out
three-day passes to the Jefferson County
Historical Society and the Port Townsend Marine Science Center. The JCHS passes are good
for admission to the Museum of Art and History and the Rothschild House! Thank you to our
wonderful partners and the Friends of the Library for their support! The passes are constantly
checked out.

It was so fun seeing the toddlers dancing along to the music! Everyone had so much fun at

Join Cole Janowski, Wildlife Conflict Specialist with the Washington
Dept. of Fish and Wildlife and KT LaBadie, Code Compliance Officer
with the City of Port Townsend for a talk about living with deer. Cole
will cover the Washington deer species, general biology, conflict
background and prevention, and what people and communities can
do to coexist with wildlife. KT will talk about some of the issues and
prevention method she sees around code compliance in the City that
can help the community better live with deer.

Join us for the kick-off event for our new program series "Storytime
Connections." Children's Book author Faith Pray will be joining us
for this special event and reading her new picture book The Day
We Got Lost. After the storytime, Faith will be leading a fall craft
and showing kids and their families how to create woodland crowns
and bracelets.

Storytime Connections: Tuesdays, 3:30pm in the Children's
Room
Bring stories to life through hands-on activities and experiences.
Each week we will read a short story, which will be followed by a
related activity or craft. Build meaningful connections with stories in
a variety of ways such as: music, dance, arts & crafts, and STEM
activities. Featuring our talented storyteller Judith Bows, with
occasional special guest appearances from local children's book
authors. Kids of all ages and their families are welcome to attend
this weekly event.

Faith Pray is one of my favorite people to collaborate with! It was
such an honor to highlight her new children's book The Day We
Got Lost as our newest StoryWalk title and then host a book launch
program at the library! Faith asked her publisher to send us
advance copies of the book so that we could set it up for the day
her book was published. She also planned an absolutely lovely
program where she read her book, answered questions, and then
did a Fall craft with families and their kids. We look forward to
working with her again in the future!

We welcomed 4 classes of 9th grade students from Port Townsend
High School to the library on September 6th. A total of 100 students

short tour and Emily highlighted some of the unique or interesting
things to know about the library. Emily discussed some of the
resources available to students with their CLEO card and
highlighted the Unusual Items Collection, the Teen Room, the

had time to check-out library materials and hang out in the space.
Emily set out card games in the Teen Room and a table with
collage materials by Adult Fiction.
Comments: Over the past two years, we have had a successful series of class
visits and field trips with students from the Port Townsend School
District. These have usually been scheduled at the end of the
school year around the time of Summer Reading. After a
conversation with some of the teachers at PTSD, Emily decided it
would also be a good idea to schedule field trips at the beginning of
the school year- with a special focus on freshman students- as a
way to introduce them to some of the amazing resources available
to them with their library card. PTSD has been using the First
Friday of the school year as special day to highlight community
resources. Each class had the opprotunity to meet with Joy
Wentzel at the school library, visit the Nest, and visit the Port
Townsend Public Library. These visits were very successful and
we will be planning on repeating them next year!

During the month of October, we held our 3rd Annual Pumpkin Walk. This was a fun event which
pairs well with our annual Pumpkin Painting program. Parents appreciate that there is a place to
put their child's pumpkin on display after they have finished painting. It was fun to see pumpkins
gradually appear as the month went on. Here's a few pictures of some of my favorite pumpkins:
October was a busy month for community events and partnerships! The Youth Services
Team attended two different community events this month: The 2024 Fire & Rescue
Festival hosted by East Jefferson Fire and Rescue (EJFR) and the 2nd annual Bike Rodeo
hosted by The Port Townend Police Department.

We also had a craft table set up for kids to create their own license plate or streamers for
their bike. The kids had lots of fun cutting out the letters to spell their name for their
license plates- it was great to see those early literacy skills developing!

The poet and essayist Jacqueline Allen Trimble will visit the Port
Townsend Library on Wednesday, October 2, to the read from Old
Enough, a collection of essays by 21 women artists and writers
(including Trimble), writing about the experience of aging and the
creative life. The reading will be held at 6pm, upstairs in the
Carnegie Reading Room. Jacqueline Trimble will be joined by
writer and painter Rikki Ducornet and painter Martha Worthley, who
will also read selections from Old Enough and participate with
Trimble in a conversation about the creative lives of older women
artists.
Jacqueline Allen Trimble is author of American Happiness,
winner of the Balcones Poetry Prize, and How to Survive the
Apocalypse. She is a National Endowment for the Arts Creative
Writing Fellow in poetry, a Cave Canem graduate fellow, and an
Alabama State Council on the Arts Literary Fellow. Her poetry has
appeared in Poetry Magazine, The Louisville Review, The
Offina. The Rumaus. Salvation South. and Poet Lore. and has

been widely anthologized. Her nonfiction appears most recently
in Old Enough, a collection of essays on aging and creativity by
women artists. Trimble earned the B.A. from Huntingdon College

This October, we begin a four -session facilitated
reading/study/seminar series to rediscover the beauty and necessity
of Jungian analyst Helen M. Luke's timeless book Old Age: Journey
into Simplicity. In examining great masterpieces of literature
produced by writers such as Homer, Shakespeare, and T.S. Eliot at
the end of their lives, Luke elucidates the difference between growing
old and disintegrating, encouraging readers to grow emotionally and
mentally during this culminating stage of life.

The State of Washington is launching an effort to identify and
document sites related to the LGBTQ history of western
Washington. Port Townsend -based historian Susan Ferentinos is
serving as lead investigator on the project and will be hosting a
community conversation at the Port Townsend Public Library Pink
House on October 15, 2024, from 6:00 pm to 7:00 pm. Come learn
more about the project and share your thoughts on significant
people, places, and events in the history of LGBTQ communities in
this region.
Susan Ferentinos, PhD, is a public history researcher, writer, and
consultant based in Port Townsend, WA. Working throughout the
United States, Dr. Ferentinos helps cultural organizations expand
the stories they tell about the past. She is the author of the
book Interpreting LGBT History at Museums and Historic Sites, and
the lead author of a statewide study of LGBTQ history in Maryland,
which received the 2024 Allan Berube Award for LGBTQ public
history.

"Do I need a permit?" This is the most common question Code
Compliance Officer KT LaBadie hears. The answer might not be
what you think! Even if the code provides a direct answer, her
philosophy in working with the community around code compliance
is centered around public safety, public education, and community
building. Skilled in conflict resolution, LaBadie has worked in the
public sector for 14 years, three of them here at the City of Port
Townsend. Bringing experience in public health and environmental
health to her work in Port Townsend, she will share how city code
creates a framework for working together as a community to keep
each other safe.

Comments: Pumpkin painting is one of my favorite programs to hold each year!
I think the best part was seeing the parents interact with their kids.
We had quite a few young toddlers attend the program this year
and the parents greatly appreciated the washable fingerpaint. One
parent brought their one year old and it was so special watching
him work on his pumpkin- with his parents and grandparents close
by and loving every single moment!

Happy Halloween! Join us for a special storytime program where
we will be reading stories, singing songs, and enjoying other
Halloween them ed-activities.
Is this your first year trick -or -treating? Getting ready for an evening
of Halloween activities? Practice trick -or -treating at the front desk
and say hello to our friendly librarians! We love seeing you and
your kiddos in costume and have plenty of candy to hand out to all
of our book friends!
Storytime starts at 10:30am. Trick -or -treating all day!

As always, Judith was delightful and brought Halloween magic to
the library! Dressed as the white rabbit from Alice in Wonderland
she introduced the kids to slightly spooky and laugh out loud funny
stories and songs. It was so much fun having the kiddos come up
to the front desk in costume and practice their trick -or -treating
skills. This year we saw a range of costumes including a racoon,
batgirl, a worry doll, and a pirate. Every year community members
and our staff look forward to our annual Halloween programs and
events!
