MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF OCTOBER 14, 2024
CALL TO ORDER/ ROLL CALL
The Council met in a Regular Session on the 14th day of October 2024 in Council
Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the
meeting to order at 6:02pm.
Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager,
Neil Nelson, Owen Rowe, Ben Thomas, and Libby Wennstrom.
Staff members present were City Manager John Mauro, Finance and Technology
Director Jodi Adams, Public Works Director Steve King, Planning and Community
Development Director Emma Bolin, Long Range Planner Adrian Smith , and City Clerk
Alyssa Rodrigues.
Mayor Faber explained today is Indigenous People's Day and will be presenting a
proclamation next Monday. He read aloud the Port Townsend Land Acknowledgement.
GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA)
Public comment was made.
In response to public comment staff and Council explained problem around the state,
displacement reasons, changes in state law, Sea Breeze, and Comprehensive Plan.
DISCUSSION ITEMS
Comprehensive Plan Briefing
Planning and Community Development Director Emma Bolin and Long Range
Planner Adrian Smith provided the Comprehensive Plan Briefing: Introducing the
Port Townsend 2024 Land Capacity Analysis presentation which included Agenda,
What is the Land Capacity Analysis?, Growth Management and Housing Needs
Assessment, Current Housing, Growth Targets, Housing Needs Assessment and
Land Capacity Analysis, Land Capacity by Income Band (HB 1220), Land Capacity
by Income Band (HB 1220), and How Does the Land Capacity Analysis Factor into
the Docket?

Discussion ensued around current housing slide, rents double since 2020, up
renting, capacity issues, newer data for growth targets slide, models from other
communities, Department of Commerce numbers, multifamily units, rental and
owned housing, ADU subsidy/incentives, midrise definition, Planning Commission
meetings, rental market, inflation, household sizes, bedroom sizes, removal of
barriers/incentives two different things, splitting off parcel process, septic bedroom
size, current housing slide is not market analysis, people who don't census here, and
the importance of reading rest of report.
Revenue Estimates
City Manager John Mauro and Finance and Technology Services Director Jodi
Adams provided the 2025 Budget Revenue Workshop which included WA State
Economic and Revenue Forecast Council, MRSC Revenue Guide, Property Tax,
Sales Tax, Retail Sales Tax, Sales Tax by NAICS Categoryā€˛ Real Estate Excise Tax,
Permits, Business & Occupation Tax, Lodging Tax, Utility Tax, General Fund Grants,
and 2025 Revenues.
In response to Council's clarifying questions staff explained 2024 vs 2025 sales tax,
and Lodging Tax estimated vs budget.

There was no public comment.
Discussion ensued around fines and penalties and Ending Fund Balance & Reserve
Target slide.
Budget Priorities
John Mauro and Jodi Adams presented 2025 Budget Priorities Workshop which
included Departmental Requests:. Summary, Key Moves, One -Time and Ongoing
Departmental Requests of Funds and Sub -Funds, Roll up- General Fund, Still To
Come, and Questions/Clarifications.
Public Comment:
There was no public comment.
Discussion ensued around pros/cons of splitting off debt payment, grant match, Big
Belly contract, EAR Advisory Board budget ask information, Community Services,
breakdown of $80,000 from LTAC, Creative District partnering, Creative District
funding, Arts and Culture program, Library adjustment, feedback process, Key
Moves, fleets budget, consultant for facilities, general fund reserves, police
department accreditation, police fleet, electric vehicles, interest rates/investments,
costs on line items, government rules effecting costs, in house projects, reducing
barriers for local contractors, high number in budget process, volunteer help for
October 14, 2024 City Council Workshop Meeting Page 2 of 3
projects, parks position, WA-CELI pilot project, Council training/discretionary fund,
and next steps.
Quarterly Workplan Review
John Mauro presented the Quarterly Workplan Review presentation which included
Enhancements to Advisory Body Budget/Workplan Engagement.

There was no public comment.
Discussion ensued around outfall project, Cherry St, Council member Nelson's first
Workshop meeting, excel spreadsheet coloring, Mill Rd Roundabout, Disaster
Preparedness, Sims Way Construction with Port and PUD, Water St Sewer Main,
and RFP for Evans Vista.
Council Committee Reports
Council member MickHager provided the Finance and Budget Committee update
which included First Quarter 2024, Second Quarter 2024, information coming to full
Council, meeting schedule, and City Manager evaluation financials.
Mayor Faber provided the Infrastructure and Development Committee update which
included no current chair, Committee is consumed by full Council and
Comprehensive Plan process, have not had a meeting in a while, and new
Committee member.
Council member Rowe provided the Culture and Society Committee meeting update
which included functional end of City Manager evaluation process, expense
reimbursement process, and need for staff liaison.

There being no further business, the meeting adjourned at 8:22pm.
