HomeMy WebLinkAbout081224 City Council Workshop Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF AUGUST 12, 2024 CALL TO ORDER/ ROLL CALL The Port Townsend City Council met in a Regular Session on the 12th day of August 2024 in Council Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the meeting to order at 6:01 pm. Councilmembers present at roll call were David Faber, Monica MickHager, Owen Rowe, Ben Thomas, Libby Wennstrom, and Neil Nelson with Amy Howard excused. Staff members present were City Manager John Mauro , Public Works Director Steve King , Deputy Public Works Director Patrick McCoy, Project Manager Tyler Johnson , Streets/Stormwater/Sewer Operations Manager Brian Reid , Planning and Community Development Director Emma Bolin , Long Range Planner Adrian Smith , and City Clerk Alyssa Rodrigues . OATH OF OFFICE- CITY COUNCIL MEMBER NEIL NELSON, POSITION #2 City Clerk Alyssa Rodrigues administered the ceremonial oath of the office to Neil Nelson. The official oath was administered previously in order for the Council member to take office on August 12. GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA) There was no public comment. DISCUSSION ITEMS Transportation/Transportation Benefit District Principles for Priority Investments City Manager John Mauro introduced the Transportation/Transportation Benefit District Principles for Priority Investments. Public Works Director Steve King, Project Manager Tyler Johnson, Streets/Stormwater/Sewer Operations Manager Brian Reid, and Deputy Public Works Director Patrick McCoy presented the Transportation Benefit District Investments- "Claw Back" presentation which included Finding Humor in our Work, Principal Challenge, Work Session Objective, Context- Remembering the... Comprehensive Streets Program, Context- Funds are now available!, Context - Streets are a core of our City Streets Videos, Background, Context Port Townsend Streets, Successes- 2023 Banked Capacity, Finding our Groove!, Banked Capacity Update, Financial Strategy: Cashflow and Workflow, Cashflow- Revenue, Cashflow- Expenditure Schedule, Financial Strategy: Cashflow and Workflow, Recommended August 12, 2024 City Council Workshop Meeting Page 1 of 3 TBD Investment Prioritization Criteria, and Next Steps. In response to Council's clarifying questions staff explained road repair process, flooding on Jackman St, Fee in lieu, Streets Master Plan, pointed feedback, and alternative systems. Discussion ensued around pricing„ budgeting, hot patch repair, open space, gravel, white paper, lower cost for development, size of streets, streets list for budget process, and Street Master Planning timeline. Public Comment: Public comment was made. Discussion ensued around fixing potholes and hot patch process. Comprehensive Plan Periodic Update Studio Reflections and Next Steps - Planning Commission will join City Council at 6:30pm (Joint City Council and Planning Commission Discussion) The Planning Commissioners joined the Port Townsend City Council to discuss the Comprehensive Plan Periodic Update Studio Reflections and Next Steps. Planning Commission Chair Rick Jahnke called the Special Session Planning Commission meeting to order at 6:47pm. Planning Commissioners present at roll call were Samantha Bair -Jones, Rick Jahnke, Viki Sonntag, Lois Stanford, and Robert Doyle with Andreas Andreadis excused. Planning and Community Development Director Emma Bolin, Long Range Planner Adrian Smith, and SCJ Alliance Principal Bill Grimes presented the Comprehensive Plan presentation which included Process, Public Engagement for the Comprehensive Plan, Engagement Metrics, Planning Studios July 2024, Planning Studios: Who we heard from, Results from the Mini Poll collected July 22 through July 24, 2024, Alignment with Existing Community Direction Statement, Planning Studios: Outcomes, Planning Studios: Conversations, Planning Studios: What we've learned, and Wicked Questions. Council members, Planning Commissioners, and staff participated in an exercise to consider the questions„ "How do we provide a park within a 10-minute walk of every neighborhood WHILE ALSO providing enough landfor housing development for all income levels?, How do we create a better environment for walkers, bikers, and transit users WHILE ALSO minimizing traffic congestion along our busy arterials?, How do we maintain our intimate scale and historic character WHILE ALSO creating more compact and "walkable" activity centers?, How do we reduce development costs for new housing WHILE ALSO being fair to those who have already invested in our infrastructure systerns?" How do we respect the hopes and expectations of those who live here today WHILE ALSO anticipating the needs of those who will be in this community in 20 years?". August 12, 2024 City Council Workshop Meeting Page 2 of 3 Each group reported out on answers to the Wicked Questions. Discussion continued around generation of questions, Are these the right questions?, How should we balance these conflicting goals?, Who else should we ask?, dark skies, asking questions to public, Saturday Farmers Market, bigger questions, outreach, exercises too dense, include service providers, costs information to public, value questions, ask contractors, 75 respondents, ask home builders, experience -based feedback, what projects are not going through because..., and incentivizing the community. Emma Bolin, Adrian Smith, and Bill Grimes continued the presentation which included Future Engagement and Next Steps. Discussion ensued around having current Comprehensive Plan available at events, Comprehensive Plan on the website, and Council involvement. Public Comment: Public comment was made, There was no further discussion. ADJOURN There being no further business, the meeting adjourned at 8:29pm.
