HomeMy WebLinkAbout051324 City Council Business Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MAY 13, 2024 CALL TO ORDER/ ROLL CALL The Port Townsend City Council met in a Regular Workshop Meeting on the 13th of May 2024 in Council Chambers at 540 Water Street, Port Townsend, WA 98368. Mayor Faber called the meeting to order at 6:02pm. Councilmembers present at roll call were David Faber, Amy Howard, Owen Rowe, Ben Thomas, and Libby Wennstrom with Monica MickHager, and Aislinn Palmer excused. Staff members present were City Manager John Mauro, Public Works Director Steve King , Planning and Community Development Director Emma Bolin, Wastewater Treatment Plant Operations Manager Bliss Morris , Streets/Stormwater/Sewer Operations Manager Brian Reid , and City Clerk Alyssa Rodrigues . GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA) There was no public comment. DISCUSSION ITEMS Solid Waste Update: "All Things Solid Waste" with Jefferson County Solid Waste and Olympic Disposal Public Works Director Steve King introduced the Solid Waste Update: "All Things Solid Waste" with Jefferson County Solid Waste and Olympic Disposal presentation. Steve King, Wastewater Treatment Plant Operations Manager Bliss Morris, Streets/Stormwater/Sewer Operations Manager Brian Reid, Jefferson County Solid Waste Manager Al Cairns, Olympic Disposal Site Manager Joey Deese presented the Solid Waste Update: "All Things Solid Waste" with Jefferson County Solid Waste and Olympic Disposal presentation which included Murrey's Olympic Disposal, Port Townsend Service, Over the years... Residential, Over the years... Commercial, WasteConnect mobile APP, Joint Recycle Flyer, Jefferson County Solid Waste Program Update, 2023 Solid Waste Fee Revisions, Unincorporated Jefferson County Curbside Collection Participation, Solid Waste Programs, Low -Income Discount Program, Is the Minimum Fee Working?, Before Minimum Fee Increase, After Minimum Fee Increase, Is the Pro Ton Fee Working?, 5.8% Profit Margin, Success Stories, 6 Month Low Income Discount Program Participation, Low -Income Discount Program Forecasted Annual Cost, Report Card, 6 Days March 12,13,19,21,22,23 91 Customers, Solid Waste Customer Survey, Customer Distribution, Minimum Weight Customers (less than 240 lbs.), Business to Residential Split, 53% of customers knew about curbside options, 32% of customers would choose curbside if it cost less than 30$ per month, 34% of customers said the new minimum fee is too high, "What would the minimum fee need to be before you came here less frequently or ordered curbside service instead?", $31.07, Customer Comments, Comments On why they are there..., Comments On the fees.... May 13, 2024 City Council Workshop Meeting Page 1 of 3 Comments Business advice..., Generational Distribution, 3 Year Trend in Yard Debris Pounds/Transaction, 2022 Fuel Gallons, 2022 Solid Waste Tonnage, Fuel Gallons Per Ton MSW, and 2022 Total Fuel Consumption (.Gallons). In response to Council's clarifying questions City, Jefferson County, and Murrey's Olympic Disposal staff and partners explained bi-weekly pick up, "roll off', decrease in recycling and increase in garbage correlation, clarification of what can be recycled, tonnage going down, reporting if skipped, number of households signed up in city limits, solid waste fees, separate cost for county recycling, reopening on Mondays, capacity of vehicle, cost of picking up extra can, truck picking up personal can, setting up extra pick up on app, one truck for multiple loads, low income program, curbside yard debris in county, measuring total tonnage, increased costs/increased capacity city yard debris, hauling to Chehalis, amount of plastic recycling, load contamination, and where cardboard goes. Public Comment: Public comment was made. Climate Pollution Reduction Goals Presentation with the Climate Action Committee Climate Action Committee Chair Kees Kolff and Climate Action Committee Vice Chair Cindy Jayne provided the Climate Action Committee Request to City Council re New Goals which included Agenda, Overview, New Emissions Goal Rationale, New Emissions Goal Summary, How Do We Get There, Carbon Sequestration Goal, Proposed Carbon Sequestration Goals, Local Efforts Under Way, and Backup, and interplay between urban forestry and Wildland Urban Interface. In response to Council's clarifying questions Climate Action Committee representatives explained who is responsible for meeting goals, local generation electricity, how inventory is done, Comprehensive Plan, economic base and tourist attraction, action at next business meeting, soil/organic content, forest harvest, and Olympic National Park and wilderness area. Discussion ensued around local vs. national greenhouse gas emission goals, building efficiency and electrification, CO2 Removals by Ownership per Acre, healthy tree canopy, and sequestration being compatible with development. Public Comment: Public comment was made. Discussion ensued around consumables, inventory report, net negative, undeveloped forest in county, impact on state, grants in relation to goals, next steps, ideas for meeting sequestration goals in city, mandatory tree preservation on private property, and county wide sequestration.
