ORDINANCE AND RESOLUTIONS Meat Inspection Ordinance A form of Ordinance pr•ovldi ng regulations for handling and slaughtering of meat for sale within the City, *a presented by the Health District Officials for consideration by the Council, was presented and reaq in full at this time for the £list rending, as follows: C�nct•7/o• -/2lZ AN ORDINANCE for the protection of public health in the 6ity of Port Townsend; regulat the business of slaughtering livestock; and the preparation, sale and handling of meat products intended for human consumption; providing for the inspection and disposal of some and providing for the violation thereof and penalties. THE CITY COUNCIL OF THE CITY OF PORE TOW!%'SEND DOES ORDAIN AS FOLLOWS: Section 1. Definitions. 'the following words and phrases wherever used in this 'ordinance shall have the meaning in this section ascribed to them. (a) Yest or meat products shall mean that food derived from the edible part of th muscle of cattle, s eep,.svr tie or goats which is skeletal or which is found in the tongue, in the disphram, in the heart, or in the esophagus, with or without the so- companying and overlying fat, and the portions of bone, skin, sinew, nerve, and blood vessels rhich normally accompany the muscle tissue and Which are not separated from it in the process of dressing. It does not include the muscle found in the lips, snout or ears. (b) Y.eat establishments shall mean.any establishment within the Limits of the "it of Port Townse m that engages in the wholesale, and/or retail disposal of neat or• meat products for human consumption. (c) Cold Storage Lockers shall mean the storage facilities maintained in accor- dance vrit t e ru es end regulations of the State Department of Agriculture for use by the public for pPivate food storage only. (g) CitynseMeat Inspector shall "ean a qualified veterinarian appointed by the 'jity of Port 'Townd who as -fin invested with the authority to inspect and stamp meat by the, cureau of Animal Industry, U.S. Department of Agriculture; br by the authority of the State of ',ashingt'on. - (h) Health Officer shall mean the health' authority of the City of Port Townsend and/or the ounty o efferson or his authorized representative. (i) Farmer shall mean any person or partnership chiefly engaged in producing agriculture products on whose farm the number of domestic animals is in keeping with the size of the farm but does not re an any partnership or person who: (1) Actively engages in the buying or trading of domestic animals. (2) Actively engages directly or indirectly in conducting a business which Includes the slaughter of domestic animals `for food purposes. .(3) 'Slaughters -or permits to be slaughtered on his frirm any domestic animal Which is not owned by him. Section 2. The City Meat Inspector shall establish an office without expense to the City 1 o maintenance and operation. It shall be his duty to make post mortem•ex- aminations of calves after payment of the fee for such examination, when calves are the property of farmers as described herein; and providing further, that dl carcasses pre- sented shall have the head attached to the body and the heart, lungs, liver and kidneys heldin Place by their natural body attachments. Section 3. The City. of Port Townsend shall provide the City,Yeat Inspector with an "inspectee and passed' stamp and an "inspected and condemned" stamp. Section 4. The City Meat, Inspector shall give official receipts for all inspec- tion 'ees co ected and once each week shall deliver these foes to the City Treasurer. Inspaction fees shall be collected prior to inspection services. The salary of the City Aleat Inspector shall be fixed by the City and shell not exceed the amount collects for meat inspection. Section 5. It shall be unlawful for any person to sell, offer for sale, or expose for• sT of n r-uumen consumption within the corporate limits of the City of Port Town- send any meat, whether raw, pickled, or smoked or any product thereof, unless such meat or the products thereof has been inspected, certified and identified with an Indelible stamp, approving the meat or meat product for human consumption; such certi- fication and stamping to have been done by an authorized inspector of the Bureau of Animal -Industry , nimal Industry, U. S. Department of Agriculture; oil by an approved Veterinary Insprcto of the State of Aashington. (a) All animals intended for sale, other than veal, must hove been slaughtere in a lice)sed slaughter house, - (b) All meet sale cut. intended for sale shall bear an inspection stamp on every whole- (c),A'ild game shall be stored, cut andhandled in such a manner that it does not care in direct contact with inspected meat. It is to be handled in a clean whole- some manner. Section 6. In accordance with Order No. 507 of the State Department of Agri- culture, re lating to the slaughter of livestock and the cutting and wrapping of meet at refrigerated locker plants and'shops, the following regulations shall be in effect: (a) All meat carcasses or parts thereof not -bearing an approved Inspection stamp, brought to locker plants or meat markets for cutting and wrapping must be im- media to ly identified upon delivery by a "roll stamp", provided that if no sales are made at the locker plant, no stamping is necessary, (b) The "roll stamp" shall give the plant or shop number and the •„or•d "dusto- meri'. Numbers may be secured free of charge by applying to the Department of Agricultu e. (c) Carcasses that are required to be "roll stamped" must be stamped the full length of the carcass and the full length of the quarters, (d) It shall be unlawful to sell "roll stamped" mentt Section 7. No person or persons shell keep or• cause oil permit to be kept or per- mit to rema n, any meat oil meat products not intended for food, or any hide, skin, or Pelt of any animal, after the same h-is been removed from the carcass thereof, within any icebox or cooling room in which meat or me't products intended for food is kept or stored. Section S. Ylhenever the Health Officer or City Meat Insnector• shall find in or about any 01- the places, buildings or vehicles any unhealthful, diseased, unwholesome, deleterious or dninspected food of the kind mentioned in this ordinance, he shall seize, condemn and cause the same to be destroyed. No such food when condemned, or the con- demnation sigh placed thereon, shall be removed or carried sway without the written order of the Hsalth ufffcer, and it shall be the.duty of the person in possession of such condemned food to obey the orders of the Health Officer relating thereto. i V f
