City Attorney ."Slliams advised the Council that he had discussed the matter presented above with members of the Flying Club and had advised them thut they should prepare and present and lease form for consideration by the Council. i,:r. Lyell Arey, Chairman of the hoard of County Comniesioners, stated that practicoll all of the property in the swamp area, which is being utilized by the club, is owned by the county and that many complaints and protests were being made to the uom%13:3loners by sportsmen upon the basis of fact that the wounty Commissioners had, previously, set aside this area as a game sanctuary. :::r. L. E. nlnnchard, who was present in the Council Chambers, informed the Council that he was the owner of the property abutting a portion of street which the flying Club proposes to lease upon the northerly s1de, and that his observations during the time he had occupied this property would indicate that the use of the area by planes did not disturb the wild fowl rblch frequent the area. Attorney Iilliams advised those present that prior• to any' action by the Council approval for use of the area by the "lying Club should be secured from the County Commissi ORDINANCES AliD RESOLUTlOHS Councilman Mueller Inquired of the City Attorney if the passrge of an ordinance to provide for the licensing of punchboards would repeal prior ordinances prohibiting use of same, and in reply the City Attorney stated that by use of a repealing clause in the new ordinance this objective could be accomplished. An informal discussion was held among the Council Members relative to the mechanics of licensing particularly with regard to methods of payment and the rates to be paid. It was finally agreed that the City Attorney and the Police and License Committee should meet to discuss the various provisions which the Council wished to include in un ordinance and the attorney ;would prepare an ordinance in accordance therewith. UNFIF3SHED AND N1.7 BUSINESS Pinball Location Approval Uranted. Councilman S:ueller reported that investigation of the request to place a pinball mnch: at the "Top Side", which was read at a previous session and referred to the Committee on Police and License, and determined that this location was not primarliy frequented by minor: as had been reported and that therefor issuance of the license for this location was recommended. It was moved by "ouncilman Mueller, and seconded by Councilman Steele, that the Council approve the application to place a pinball machine and the "Top Side" in nccordanet with the request submitted by huby Amusement Co. at a previous session. Upon r0 call votr Councilmen Sullivan, Paddock, Mueller, Uleascn, Steele and Eronimo voted in the affirmativF with Councilman Osborne voting in the negative and motion was declared carried. Re: Local Housing Nedds Councilman Mueller reported that air. Harry " Valliere, Executive Director of the Port 'Townsend dousing Authority had discussed with him the need of additional low rental housing units In this city and had signified a desire to have the city through its proper officers declare an housing emergency. Disnussion of this subject disclosed the facts that approximately 200 units .,,,ere considered necessary, that funds for such purposes were being.:appropriated by the United States Congress, and that the more early placed requests would no doubt receive more 9avorable consideration. Upon consleerat'on of the above subject in was the concensus of ocenion of those present that a stster^rt of inrr"it+nnc rnr needs from interested agencies such as the housing Authority and the proper officials of local military establishments should be filed with the 6ity Council to establish a basis of need before action by the Council upo: this matter. ADJOURNMENT There being no further business appearing before the Council at this time, it was moved by Councilman Gleason, and seconded by Councilman Sullivan, that the Council do now adjourn. :notion carried.
