Police Department Emergency ordinance
A nronosed ordinance providing for the appropriation of money for the purchase and
installation of a two-way radio system for police nurposes and declaring an emergency, whic
was rend in full for the first reeding at the regular session of may 17, 1949, and is incor
crated in the minutes thereof, and was presented and read in full for the ae�odnd regdin t
the lastrregulsr sesssion; it was now moved by Councilmen dueller, and secon a by Uoun ii-
man Gleason, thnt the third reading of the ordinance be by title only. Upon rmll call vote
all six Councilmen presented voted in the affirmative and motion was declared carried.

Re: Osborn Claim
Councilman Mueller introduced the matter.of payment to Councilman Osborne for work
peafaamed and materials supplied in painting at the public library. He stated that the
Library Board had approved the work as being satXnatory and it was his opinion, as well
as that of other Councilmen, that payment should be made if legally possible to do so.
City Attorney Williams advised the members present that this matter was discussed at
the City Attorneys sectional breakfast at the Hoquiam convention with respect to a claim
submitted to another city and in which the facts were parallel to this case; that the State
Auditor and the Attorney General would not allow payment; and that it was the consensus of
opinion of the attorneys present that payment could be made only upon court order as a
result of a suit for collection.
Re: Sale of Sather Park
Councilman Mueller reported that Mrs. Caroline Sather has no objection to the sale of
Sather Park by the citya ms Sather Park was named such in honor of Mrs S thehusband
a former Mayor of this city, now deeeased.
Re: Swimming beach

Councilman Gleason reported that the matter of establishing a swimming beach in the
f, .
vicinity of Gaines Street had been submitted to the newly organized Kiwsnis Club and that
the members thereof were interested in such a project, but that the health Department had
advised that pollution by sewage made such a plan inadvisable.

Mr. George Green, Olympic health District Sanitarian, advised the "ouncil that Water
samples had been taken in this area and that only one of many samples had shown sufficfentl
low conta;tination for public bathing. Local paper, in its next issue, would carry a notice
to this effect and that people swimming in the area between the paper mill and Union Dock

do so at their own risk.

b He: Alley Condemnation

City Attorney '4illiams reported to the Council that Ordinance No. 1226 which provides
for establishing an alley through "lock 39 of the Original 'T'ov:nsite would, if followed to
the letter, require removing a portion of existing buildings; and as this did not appear

to be advisable Mr. Williams recuested that the Street Committee investigate this matter

and report to the Uouncil all a later session. It was agreed that the Street Committee shou
meet with the City Attorney for such investigation and make a report at the next session.
Re: improvement of Certain Streets
Councilmen il:ueller reported that Sheridan and Hastings Avenues and certain other frost
damaged streets had now been put in such good shape that they might be termed "boulevards"
and commended the Street Dept. for the manner in which this work had been done.
Convention Reports.

Councilman Paddock, City Attorney Williams, and City Clerk Christian reported upon

pertinent subjects discussed, and highlights of, the recent Association of Washington Uitle
convention at Requiem; and it was moved by Councilman Eronimo, and seconded by Councilman
,
Uleason that the City Clerk address a letter to the ,:ayor and officials of Westport thankinj
them for the fine hospitality shown at the pre -convention crab feed arranged by the citizen
of that town. Motion carried.

Re: Police School

Councilman Paddock reported that he had received information at the convention that th
State Patrol was providing for a school for police officers; that lodging and instruction
at such school were to be at the expense of the state and that costs to cities would be for
transportation and meals only. Councilman Paddock stated that he felt that investigation
should be made by this city and our patrolman be given opportunity to take advantage of sus

training.

Councilman Mueller, and seconded by Councilman Steele, that the Uouncil do now•adjourn.
