Notice to be put in the paper explaining that all households must pay for garbage collections; that all residents not now taking or paying for garbage will be billed as of May 1, 1949, and notified that non-payment willlmake them liable to a fine and lien on their property. Any complaints as to collection to be welcome but must be in writing to 'Tony Eronimo, Chairman of the Harbor and Health Committee of the Port Townsend City Council. S. The garbage dump shall be open th the public but residents can haul only rubbish and dump only at specified spots. Garbage itself shall not be hauled by anyone but the city. 9. City Treasurer shall make out notices to those households not taking or paying for service and explaining the facts as to the ordinance and the penalties. It vras moved by Councilman Steele, and seconded by Councilman Eronimo, that the fore- going recommendations be accepted. 1.1r. J. J. Lohman inquired as to why payment should be required when the service was not needed, and was advised that asr.a public health measure each household must share in the cost in order that the system might operate to the greates efficiency and benefit to the city as a whole. The motion was discussed briefly and upon roll call vote all seven councilmen present voted in the affirmative and motion was declare carried. Engineer outlines street improvement plan. City Engineer, Keith F. Jones, presented and outlined plane which he had prepared,f'f6rt':" improvements to certain streets by the installationrof curbs and gutters and other necessar work ineconnection therewith; and explained the changes in conditions which now made it advisable to carry out this work. Resurfacing of reservoir ordered. Councilman Mueller reported that the large reservoid of the city's water system had no been emptied for cleaning and that examination had shown the need for immediate resurfacing Further use of this reservoir in it's present condition would be extremely hazardous, and, as the period of heavy demand would soon arrive, it would be necessary to commence work at the earliest possible date. It tea moved by Councilman Gleason, and seconded by Councilman Sullivan, that the Water Supt. be instructed to proceed, at oned, to make necesary repairs and to resurface the large reservoir. Upon Roll call vote, Councilmen Sullivan, Paddock,'"Mueller, Gleason, and Steele voted in the affirmative; Councilman Eronimo voted in the negative and Council- man Osborne was excused from voting; and motion was declared carried. ADJOURNMENT. No further business having been presented, for consideration by the Council, it was moved by Councilman Steele, and seconded by Councilman Sullivan, that the Council do now adjourn. F. Christian; and Councilmen William Paddock, Geo. F. Mueller, H. z. Gleason, Ralph H. Steele, and.Touy P. Eronimo. [ MINUTES OF PREVIOUS SESSION Minutes of the previous session were read in full and following such reading, it visa moved by Councilman Mueller, and seconded by Councilman Steele, that the minutes be approved as reed. Lfotion carried. APPLICA'i'IONS FOR LICENSE The City Clerk reported receipt of applications for taxicab drivers license from Ralph Giger, Stanley G. Howe and F. T. Pierce, which had been approved by the Chief of Polic . It was moved by Councilman Mueller, and seconded by Councilman Gleason that licenses be granted, Motion carried. REPORTS OF OTFICRRS City Treasurer The monthly report of the City Treasurer for the month of March, 1949, was presented and read, and was referred to the Committee on Finance and Claims. Chief of Police" The monthly report of the Chief of Police showing arrest and disposition of cases was presented, read, and referred to the Committee on Police and License. Water Superintendent s, The report of the Water Supt. showing the flow of water through main line meters for the week ending April 18, 1949, and the Crown Zellerbach meter for the week ending April 9, 1949 was presented and read and was referred to the Committee on Water and Drainage. I REPORTS OFC0914ITTEES Streets and Sewers Councilman Steele, reporting for the Committee on Streets and Sewers, stated that the committee had considered the application of M. C. De Leo, and A.
