The Honorable harry E. ^nderson and
Members of the City Council
Port Townsend, Washington
Gentlemen:
I am again referring to an old problem that has confronted us for some time,
namely, dogs on our playgrounds.
Today a child was bitten by one of these stray dogs and because it is not within
our -legal jurisdiction to handle the situation I am referring the matter to .you.
In order to prevent further injury to the children and protect both the city and
school district from becoming involved in serious legal difficulties which could
develop, I definitely feel the city should take some action on this problem.
Sincerely,
W. H. CARDER, Supt. of Schools
