February 1, 1949, con't Bide accepted It was moved by Councilman Gleason, and seconded by Councilman 6ullivan, that the bid of J. C. Harper, Shell Jobber, to furnish stove oil and diesel fuel be accepted and that th Mayor and City Clerk be directed to enter into contract therefore. Upon roll call vote all seven Councilmen present voted in the affirmative and motion was declared carried. It was moved by Councilman L:ueller, and seconded by Councilman Steele, that the bids of J. A. Pedersen, Union Oil Co., Standard Oil Co., and Associated Oil Co., be accepted and contracts executed, and that deliveries be made by each company in succession by monthly periods. Upon roll call vote all seven Councilmen present voted in the affirmative and motion was declared carried. Re: Licenses for Shuffleboard Councilman Mueller introduced the matter of possible licensing of shuffleboard, statln that he felt that such games should be licensed by the city and asking for expressions of opinion from other members of the Council. Councilman Steele stated that he felt that this matter should be given further eonsideratlon by the Council membeer.. Re: Baptist Church request to acquire city property. Councilman Mueller stated that it had now been some time since the request had been received from the Baptist Church for the Council to consider the acquisition by the church of a portion of the property situate between the church and the Public Library to whihh the city now held the title; Councilman Mueller requested Mr. y;. J. Daly, former City Attor to outlihe the action taken to date and the present status of this matter. Mr. Daly informed the Council that investigation into the title had shown that the doe held by the city contained reservations relative to the use or disposal of such property; that the heirs of the grantor had been reached and that said heirs had provided for quittance of such reservation to the city and to the church. Mr. Daly further advised the Council that the church had urgent need for additional property to enlarge their church facilities; that the Council had the power to dispose of any portion of the property designated; and that there should be no obstocle to determining value thereof. The City Clerk informed those present that at a previous session the Council had directed that the City Engineer determine the physical boundaries of the property and that the Board of Trustees of the church meet with the Library Board and report to the (council their findings and recommendations as to the division thereof. A short discussion followed the information given as outlined above between members of the Council and representatives of the church relative to the roqufrments of the church and the possible division of the property to assure proper facilities for both the church and the library. It was moved by Councllan Mueller, and seconded by Councilman Steele, that the City Clerk and City Attorney be authorized to prepare the proper and necessary legal papers to accomplish the objective sought upon notice of agreement between the Library Doard and the Board of 'Trustees of the Baptist Church, and in compliance therewith. Motion carried. he: Blinker light at mill road Councilman Sullivan introduced the matter of the possible instnllation of a blinker signal upon Sims Way at Thomas St., where traffic from the paper mill is extremely heavy at certain hours, stating that he felt such an installation was advisable for safety reason The City Clerk advised the Council that the State Department of Highways regulations provided that permission be received from the department for installation of such lights upon state highways, such permission being given only upon cmmpletion of certain requisite preliminary proceedings. This matter was referred to the Committee on r'ire and Light for investigation and report. Mayor welcomes visitors. Mayor Anderson took this opportunity to thank the many visitors present for their attendance at this session and expressed his appreciation for'the interest shown by them in the operation of their city government. Re: Franchise application Mr. A. C. Grady acting as attorney for Mr. H. J. Carroll inquired as to when a report upon the application for a bus franchise might be expected from the committee to which it was referred but no member of the committee cared to state definitely at this time. ADJOURNMENT There being no further business before the Council for their consideration at this time, it was moved by Councilman Steele, and seconded by Councilman Sullivan, that the Council do now adiourn. '- MINUTES OF PREVIOUS SESSION Minutes of the previous session were read in full and following such reading Councilma Steele stated that the minutes were in error in that the dommittee to which had been referr r'Yt`t the matter of the request for a bus franchise had promised a report for the next regular 1• r`b` n; session. It was moved by Councilman Steele, and seconded by Councilman Mueller that the r'y>*, minutes be approved with the correction as outlined above. Motion carried. f APPLICATIONS FOR LICENSE 5 - The City Clerk reported receipt of applications for taxicab drivers license from:: u William A. Runfons, Reginald Eke, Ed. 11. Liberato, feo J. DeMarre, Jack V. Freitas, R. D. _ Benson, Roy M. Ellie, Harley L. Horton, Gene A. Johnson, Marshall Stevens, John R. Purdy; all of which had been approved by the Chief of Police. It was moved by Councilman Mueller and seconded by Councilman Gleason that licenses be granted the abovacnamed applicants. Motion carried. Sullivan arrives Councilman Sullivan arrived at this time and assumed his duties. s Rlpt REP(R'TS OF OFFICERS City 'Treasurer,. The month1jreport of the City Treasurer for the month of January, 1949, was presented and read, and was referred to the Committee on Finance and Claims. z.. n Chief of Police The monthly report of the Chief of Police showing arrests and disposition of cases was presented, read, and referred to the committee on Police and License.
