Gentlemen:
Application is hereby made to the City of Port Townsend, state of Washington, for
a franchise to operate busses within the City of Port Townsend over city Streets.
The name under which this business is to be conducted is H. J. Carroll d/b/a
Townsend Transit; office 112 Taylor Street, Port Townsend, Nash.
The purpose of the proposed franchise is to connect the people of Port Townsend
with the various business districts within our city and thereby stimulate and help
business.
The applicant agrees to furnish the necessary insurance or bond and to begin
furnishing service proposed on or before 120 days after the granting of a franchise to
do so.

ORDINANCES AND RESOLUTIONS
Taxi License Ordinance
an ordinance providing for the licensing of taxis, cab operators, and drivers was
presented and reed in full, at this time, for the first reading, as follows:

AN ORDINANCE of the City of Port Townsend, Licensing and Regulating Taxicabs and For
Hire Cars and Drivers Thereof in the City of Port 'Townsend, Providing for the Revoca-
tion of Licenses Issued, and Providing Penalties for the Violation thereof, and Re-
pealing Ordinances Numbers 879, 1036, 1039 and 1093.
THE CITY COUNCIL OF THE CITY OF POhT TOWNSE':D, WASHINGTON DOES ORDAIN AS FOLLO'3S:
Section 1. That the licensing and inspection of taxicabs and for hire cars, the
examination of the qualifications of applicants for licenses to drive taxicabs.and for
hire cars and the licensing of drivers as hereinafter provided, and the enforcing of
this ordinance shall be under the supervision and control of the Chief of Police of
the City of Port 'Townsend.
Section 2. That no taxicabs shall ply or be operated upon the streets of the
City of Port Townsend without first obtaining a license so to do, such license, if
issued, shall be for the calendar year and shall be effective for such period of time,
unless sooner suspended or revoked as hereinafter provided. Application for licenses
for taxicabs shall be made b* the owner thereof upon blank forms to be furnished by
the City Treasurer, and such application shall contain the full name and address of
the owner, the type of vehicle and the passenger carr)ting capacity. Nor shall any
owner of a taxicab allow the same to be operated by any person .ether that the driver
licensed pursuant to the provisions of this ordinance. The City Council of said "ity
shall determine whether or not said applicant is entitled to such license and if it
determines that such applicant is entitled to such license it shall notify the City
Treasurer and he shall issue such license. All such licenses shall expire on the 31st
day of December of each year and shall not be transferrable from owner to owner or fro]
car to car.
Section 3. That no taxicab or for hire car shall be licensed unless the same is
in a safe condition for use as such, nor until satisfactory evidence is furnished that
the provision of applicable state laws and this ordinance have been complied with.
Section 4. That if upon inspection a taxicab is found to be of lawful construc-
tion and in proper condition in accordance with the provisions of this ordinance, upon
the payment of the license fee hereinafter set forth, the same shall be licensed, if
the City Council shell so determine, by delivering to the owner a card of such size
and form as may be filed by the City Treasurer.
Section 5. That a master license shall be procured by any firm, corporation,
partnership, association or individual managing the operation of any taxicab or taxi-
cabs in the City of Port Towsend. The license fee for each such master license shall
be One Hundred ($100.00) Dollars for the calendar year or remaining portion thereof
in which the same is taken. Said fee shall include license to operate one taxicab
under said master license. Additional cabs owned and operated by the holder of such

I2i n e master license shall be licensed at Pen (�19.00) Dollars each -for the calendar year.
In case of licensee issued on or after July fiz•st of each year only one-half of the
above mentioned fees shall be paid. Such2.licenses shall not be transferrable.
Section 6. Every person dsiring to drive, Qperate or have charge of a taxicab
or for hire car within the City of Port Townsend, shall make written application to
dh t(.Yyn the City Treasurer for a license so to do, such application shall be made upon
blanks furnished by the City 'Treasurer and shall be signed and sworn to by the appli-
cant before a Notary Public or some other officer duly authorized to administer oaths.
Section 7. Every applicant shall state his name, age, place of birth, place of
residence, length of time he has resided in the City, married or single, last place
of employment, with name and address of employer, whether he has been previously

charged, and the final disposition of the case and/or cases.
fySection S. Ever applicant must possess the following sr y pp g qualifications: He must
ts��) ° be at least twenty-one (21) years of age, and duly licensed to drive a motor vehicle
u �✓ � .P r � .r fm hire under the laws of the State of Washington. He must show that he has a good
)M1Sar �r 5 )CrJ" knowledge of the laws of the State of Washington, and the ordinances of the City of
Port Townsend, Washington, relating to the driving and operation of motor -vehicles.
j µ({7xt`+ytkfik Section 9. Every application for such driver's license shall be referred by the
City Treasurer to the Chief of Police, whose duty it shall be to investigate such
applicant and if satisfied with his qualifications recommend:in wti,ting within a
reEsonable time that a license be issued to him, or if not satisfied with such qualifi-
cations, so report to the City Council. The City Council of said City Shall determine
giRa'ti whether or not said applicant is entitled to such license, and if it determines that
z� "srM z- d' such applicant is entitled to such license it shall notify the City Treasurer and he
�uly ,yiyr}x" shall issue such license. Said license when issued shall be displayed in a prominent
place while driving, operating or in sharge of a taxicab or for hirecar coeered by
this ordinance, such display to make license visible to occupants of the vehicle.

Section 11. That there shall 6e kept by the City Clerk a complete record of each

Section 12. If the Chief of Police finds that any person licensed hereunder has
V, been convic tad of a criminal violation of Federal or State law, or any ordinance of

of Port 'Townsend and that such conviction establishes that such licensee is

no longer of good moral character and reputation, or is not a careful and experienced
3: + tir; rca rto, 4t+ 7 driver, then the Chief of Police shall make a written report of the circumstances
surrounding such matter to the City Council and shall make recommendations to the
City Council regarding the suspension or revocation of the license of such person.
After considering the said report and before revoking or suspending any such license,
i?r�q%r y ; the City Council shall order a hearing and in such case shall notify the licensee of
the date of said hearing and of the contents of the report of the Chief of Police,
which said hearing shall be held on a certain day, but shall not be less than five 5

majority of the City council shall find that the license of the said licensee should
r Ff, 4Y<xt�a be suspended or revoked, it shall be so ordered. In caseoof the revocation of licens
v'M the same shall be taken up by the Chief of Police and cancelled by the City Treasurer,
and in case of suspension of a license the same shall be surrendered to the City

Section 13. That every license issued under the provisions of this ordinance

shall state in substance that such license is issued in consideration of the fee p&id
"S�F •k therefor and the right of the City Council to revoke or suspend such license pursuant
4 r r tstitr„, t r �N,, to the provisions of this ordinance. Upon the revocation of any license for cause,
f the unearned portion of the license fee shall be returned to the licensee.
Section_14. That any person owning, operating or controlling any taxicab within
nx�'sL x: the City of Port Townsens shall file a proposed schedule of rates with the City Clerk;
z� 1�•r' ir1 that the proposed schedule shall be subject to the approval of the Council and after
r Nth+l �t fit. the approval of a schedule the same shall be filed with the City Clerk. it is further
provided that any change in the schedule or fares shall be approved by the 6ouncil as
herein provided.

provisions of this ordinance and ever , y person convicted of a misdemeanor for the
violation of any of the provisions of this ordinance shall be punished by a fine not
