UNFINISHED AND NFa. OUS1NESS
Re: Library propertycdesired by baptist Church
City attorney Drily reported that in accordance with direction 'of the Council made at
a previous session he had managed to corn+unicato with heirs dB the James Estate relative to
release from the reversion clause in:the deedAto the City for certain property to be used
for library purposes; such action ixnving been taken by the Council upon request for acquisl
tion of a portion of such property:.by the baptist Church from the city.
Mr. Daly stated that lie had advised Rev. Foss and Mr:.Fred Lewis, a member of the boar
of Trustees, of the First Baptist church of the release from such reversion clause; and tha
it would be necessary to determine by survey the actual physical boundaries of such propeft
in order that an agreement might be by representatives of the Church and members of the
Librnrq Board as to the possible division of such property as determined by said survey.
fir. Lewis had expressed a willingness of the Church officials to bear the cost of this
survey.
It eras moved by Councilman L:ueller, and seconded by Councilman Sullivan, that City
Engineer Keith Jones meet with the trustees of the Churchaand Library Board relative Lio
the survey outlined above and to determine what agreement might be reached as to the divisi
of property; and to prepare a description of such division for presentation to the Council
for its consideration. }.:otion carried.

v-e s s em fa• the
m. Councilman Gleason introduced the 'matter of the necessity of a so _r y t
area roughly described as the nix therly slde of Morgan !pill stating that population in that
area was becoming fairly ecnse, sewage disposal was becoming a problem, and that the area
would be quite easy to sewer from the engineering stnndpoint. Councilman Uleason moved
that the City Engineer be requested to determine the feasiblity of the installation of a
sewer system in the area outlined. This motion was seconded by Councilman Sullivan and

Re: i,,.oving of buildings.
Councilman Sullivan stated that there had been several instances where buildings had
been moved over and across city streets without the person doing such moving having request+
pernilt ion of the Council or the posting of s bond. Upon unanimous consent of the Mayor
and members of the Council f:r. Leonard Balch who was present in the Council Chambers spoke
upon this matter. L:r. Balch stated that he had been required to post a bond for moving
the buildings vrithin the city, that he had done such moving upon rubber tired equipment in
order to protect the street surfacing, that others had moved buildings within the city by
placing t'rem only upon skids and he cid not feel that it was fair to those who had posted
such bond to alloy such unauthorized moving. The members of the Council discussed this
matter for a short Period and it was agreed that there should be better regulations of such
actions but no definite action by the Council was taken at this time.
