It shall be uninwful for any person, farm or corporation, to in engage In the business photpgraphy or operate or maintain a photographic studio, or canvass, solicit for, or make photographs or photographic reproductions, without first obtaining from the City of Port Townaedd a license so to do. Application for a license shall be made in wbAtdng and be filed with the City Clerk. An application fee of dollars shall be paid to said City Clerk by the applicant with each original, apn cat on for a license, which sum is hereby fixed and determined as a reasonable and necessary expense to the City of Port 'Townsend in the investigation of the reputation of the applicant for the faithful performance of all contracts entered into for the taking, fixing, and sale of photographs and in the investigation of the character of the applicant. The Chief of Police of the City of Port Townsend shall make said investigation for the City Clerk, and shall report the result of said investigation to the City Clerk. The City Clerk shall, unless he has good reason to believe from the report of the Chief of Police that such applicant is dishonest and that the applicant desires such license to eruble him to practice some dishonest set, issue to said appli- cant a license, upon the payment by the applicant of the license fee herein provided for. If the City Clerk re.ect an application for a license, the applicant shall have the right of appeal to the City Council of the 01ty of Port Townsend within thirty (30) days from the date of such rejections. Section 3. The license fee for a photographer operating a photographic studio in the City of Port Townsend shall be the sum of Dollars per year. Section 4. Any photographer who shall use, or .,rho shall furnish to any other - person, firm or c® oration to use, any coupons, tickets, cards, or other devices, in with, or for the sale of goods, .,.,area or L1.rchandise, if said coupons, tickets, cards, or other similar devices shall entitle the purchaser receiving the same to procure from said photographer any goods, wares, or merchandise free of charge, or for less than the retail market price thereof upon the production of any number of said coupons, tickets, cards, or otter sim!.iar devices, _hall obtain from the Auditor of Jefferson Countjc, a license as required by Chapter 134, Session Laws of the State of ^lashington of 1913 hem. The going in or to private residences by photographers or their solicitors, not having been requested so to do by the owners or occupants of such residences, for the purpose of soliciting any kind of photographic work, or for the sale of any photograrh or enlargerent thereof, is hereby declared to be a nuisance and is herebv prohibited. :;e Section 6. License issued under this ordinance shall not be transferable to any other person. Secthon 7. The City Council of the City of Port Townsend, shall have the right to revoke any license issued hereunder for any violation of the provisions of the ordihance, and each license issued shall contain a re:.ervation of such right. The revocation of any license shall not entitle the licensee to any refund of any portion o: license fee paid. Section 6. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine in any sun not exceeding three hundred ($300.00) dollars or be imprisionment in the city jail of Port 'Townsend, ashington, for a period not exceeding ninety (90) days, or by both such fine and imprisonment. Section 9. That this ordinance be published once in the Port Townsend Leader to be in force, and take affect five days from and after the date of such publication. A discussion of the provisions of the ordinance offered followed the reading thereof, with City Officers, Councilmen, and citizens present in the council chambers participating, and it was mutually agreed among members of the council that it should be given considerable further study. UNFINISHED AND NEW BUSINESS. Paddock elected Councilman for First Ward. It was moved by Councilman Benedetto that Mr. William A. Paddock, the only candidate for the position of Councilman for the First yard at the coming City Primary Election, be elected by the Council to fill the vacancy in that position created by the passing of Councilmen John M. Carroll, for the balance of the present term. This motion was seconded by Councilman Osborne and upon roll call vote all five councilmen present voted in the affirmative and motion wen declared carried. Councilman Benedetto requested that City Attorney Daly introduce Councilman -elect Paddock and seat him as a member ofthe Council; which yr Daly proceeded to do with a few well chosen •r:ords, and in the proper manner. Re: Historical Society request. Councilman Gleason, reporting in regard to the request of the Port Townsend Historicadl Society for space in the City hall, stated that it had been determined that a couple of room could be made available for storage until such time as a decision could be reached.
