Subj: Permission to move Coast Guard building and termination of former permit
Gentlemen:
In early 1947, the Uity of Port 'Townsend granted permission to the U. S. Coast Guard t
erect at the intersection of Jackson and Jefferson Streets a small 20' x 20t building 'n
fer the purpose of supplying and maintaining the Coast Guard patrol boat at the former
U. S. Public Health Service quarantine Station boat basin. On or about 25 July, 1948,
the U. S; Caost Guard must vacate the mooiings now utilized at this boat basin. -Accor(-
ingly, this office has solicited the Port of Tort Townsend to provide mooring space fo
this cutter in the Port's boat haven. This office has also petitioned the Port to
permit the Coast Guard to place this 20' x 20t building on the west wall of said boat
haven.
In anticipation of the Port's approval and granting of such a permit the U. S. Coast
guard hereby requests permission from the City to move the building referred to here-
inabove from the intersection of Jackson and Jefferson Streets over the most direct
route to the west wall of the Port Townsend boat haven. It is strictly understood
that the movement of this structure will in no way damage the abate highway or the
city streets.
In view of the above, the U. S. Uoast guard requests further that the permit previousl
granted to occupy the intersection of Jackson and Jefferson Streets be terminated.
The Coast Guard will greatly appreciate your assistance and cooperation in affecting
this move.

Following a short discussion as to just what permission was d6sired, it was moved by
Councilman Mueller, and seconded by Councilman Sullivan that permission to move the building
over city streets be granted and that the permit for present location be terminated, asdoer
request. Motion carried.

I have tried for several months to have the amity Street Department bull doze
266 feet of street (Jackman Street) between loth and 9th for the purpose of a road'
into my pro perty blk. 214 Eiaenbeis Add.
I now ask the Mayor & City Uouncll of the City of Port Townsend, to vacate said
end of Jackman St, so that I may make said street.

ORDINANCES AND RESOLUTIONS
A resolution in line with the report of the Committee on Harbor and Health relative to
continuation by the City in the Olympic Health District, which was made at the last regular
session, was presented and read in full, as follows:
RESOLUTION N0.
WHEREAS, by virtue of the Chapter 183, Session Laws of the State of i+ashington for the
year 1945, provision is made for the establishment of, health districts.
WHEREAS, The Board of County Commissioners of Jefferson County, Washington, has adopter
a resolution declaring its intention to organize and become a component part of a health
district under the act aforesaid, now know as the Olympic Health District.
Now, therefore, Be it Resolved by the City Council of the City of Port Townsend in
regular session assembled as follows:
1. That the Mayor and the Committee on Harbor and Health of the City council be and
are hereby authorized to petition the Board of County Commissioners for said Jefferson
County, to be included in the public health district organized by such board;
2. Such city officials are hereby authorized to immediately negotiate with the distrio
board of health, as contemplated under the act, to determine the functions to be performed
for the city by the health district and the amount of financial contribution to be made by
the city to such district, reporting to the City Council the result of such negotiations.
ADOPTED in Regular Sesion this _ day of _, 1948.

Resolution adopted.
It was moved by Councilman Steele, and seconded by Councilman Sullivan, that the fore-
going resolution be adopted. Upon roll call vote all seven Councilmen present voted in the
affirmative and motion was declared carried.

Re: Kuvshinoff Street Vacation Request
By invitation bf the Mayor, Mr. Nicblii Kuvshinoff a))oke before the Council relative to
his previous request for the vaodtion of Cass Street between Water & Front Streets, Mr.
Kuvshinoff stated that he would like to ask that the Council give this request further
consideration. He gave as his reasons therefor his desire to make extensive improvements
upon his property abutting the street on both sides; which would be of value to the Uity,
and particularly to erecta sea wall completely across the water front face of his property
to protect it from further storm damage.
Councilman Mueller stated that the rejection of Mr. Kuvahinoff's application had been
made because it was felt that the' vacation of this street could not be considered to the
best interest of the city as a whole. Councilman Steele stated that it was felt that street
giving access to the water front were toovaluable to the public as a whole for fubure devel-
opment and that the city should retain control but that it might be well to lease such stree a
pending actual need as public throughfares.
It was moved by Councilman Steele and seconded by Councilman Osborne that this matter
be referred to the Cofittee on Streets and Sewers for a report to the Council at the next
regular session. Motion carried.
Re: Improvements to park
City Engineer Keith F. Jones presented to the Council plans for park improvements as
considered necessary and advisable at present and also for a continuing program; stating
that such plans had been requested by the park board because of the objections of the Health
Dept. to present practices, particularly with regard to the trailer camp area. Mr. Geo.
Green, Olympic Health District Sanitarian, offered confirmation of the information given
the Council by Mr. Jones relative to the need for changes for parking of h6use trailers.
The matter presented by Mr. Jones was thoroughly discussed among those present but the
Council took no definite action at this time.
ADJOURNMENT
As appeared that there was no further business to come before the Council at this time
it was moved by Councilman Sullivan, and seconded by Councilman Mason that the Council do
now adjourn. Motion berried.
