of the statutes outlining the proceedure for reduction of corporate limits, request for

which information had been made by Councilman 'dueller at a previous session. Attorney Daly
stated that a copy would be provided for each Councilman and that the matter should lay ove

to permit sufficient sudy of the matter before been given consideration by the Council as
a body.

The City Clerk read 9 bulletin of the Association of lash. Cities anouncing a series

of hearings to be conducted by the Joint Fact-Finding,Conanittee on Highways, Streets and
Bridges for the purpose of determining the needs of cities and counties for construction an

maintenance of adequate highways and streets.
City Engineer iieith Jones informed the Council that he expected to represent this
county at the hearing for this district and if the Council were favorable he would like to

be authorized to represent this city also in order that a complete overall picture of the
p
combined needs of the city and county might be properly presented.

It was moved by Councilman Steele, and seconded by Councilman Clesson, that the Councl
approve the Dian proposed by Mr. Jones. Lotion carried.

From State Census board
The City Clerk announced receipt of the report of the State Census board showing resull s
yl
of their efforts to determine the populations of cities of the state as of April 1st, 1947;
and noted that the estimntgd population of this city had been established as 6,500, which
figure is the same as arrived at by city officials. This communication was ordered filed.

Phillips Add. Street Vacation Ordinance
A proposed ordinance providing for the vacation of certain streets or parts of streets
in the Phillips Add., confirming action by the City Council to so vacate was presented and
read in full for the first reading as follows:

AN ORDINANCE of the City of Port Townsend vacating certain streets and alleys in the Philli a
Addition to the City of Tort Townsend, Jefferson County, Washington.

T'r.E CITY COUNCIL OF THE CITY OF PORT T0.iNSEND do ordain as follows:
Section 1. Those certain streets and alleys in The Phillips Addition to the City
of Port Townsend, W. T., as per plat recorded in Volume 2 of Plats on Page 2, records of
Jefferson County, running North and South between the Northerly line of 15th Street and
1'.
the Korth boundary line of said Addition and running Last and %Pest between the Easterly
line of Eddy Street and the •:esterly line of Katherine Street. Said streets insaid
Addition are namely, 16th Street, 18th Street, 20th Street and those portions of Cliff
and Gibbs Street lying North of the Northerly boundary line of 15th Street. All of said
streets and alleys be and the same are hereby vacated.
Section 2. That this ordinance he published once in the Port Townsend Leader to
be in force and take effect as provided b;; law.
Passed by the City council on the 4th day of -,ovember, 1947.

The ordinance under consideration was read by title only for the third reading and it
visa thereupon moved by Councilman Steele, seconded by Councilman Benedetto, that the ordi-
nance do now pass. Upon roll call vote all five Councilmen present voted in the affirmatf

UNFINISHED AND NLn7 BUSINESS
Re: Health Program session
Mayor Anderson announced that a ,joint meeting of city officials, county commissioners,
and the district Health Officer visa to be held in the commissioners room in the County Cour
House on November 17, at 7:30 o'clock P.!,:., and urged that all Councilmen attend this sessi
if possible.
Re: Armistice Day Program
Mayor Anderson stated that he had been requested to invite all city officinjs who migh
so desire to appear on the reviewing stand in Cunningham Square during the review of the
Armistice Day parade.
he: Soliciting on Streets
Councilman Gleason introduced the matter of soliciting on city streets, stating that
there had been a recent occasion of such soliciting and that no doubt this would increase
In the future. He stated that such solicitation was very annoying to the general public
and that on the recent occasions mentioned it had been necessary to useCand old general
nuisance ordinance to eliminate the annoyance.
Councilman Gleason moved that the City Attorney be directed to prepare and present an
ordinance providing for the prevention, if possible, of soliciting on city streets and if
notpossible so to do to provide for licensing such solicitation at the rate of $100.00 per
day. This motion was seconded by Councilman Osborne and passed by voice vote of the membe
present.
Re: Dedication of Alley
City Atty. Daly announced that owners of property of Block 130, Original Townsite, had
dedicated to the public sufficient of their respective properties to provide for an alley,
ten feet in width, running northerly and southerly` -through the center of the block.
