Nav 20th. 1947 (continued) iu Following completion of the reeding of the preccedinr notice and affidavit, Mayor nderson stated that the purpose of the hearing was to enable any citizen to be heard for r against the purposed vacation; and should anyone so desire they might make known at this ime their reasons for or objections to the vacation as proposed . Having allowed a ufficient lapse of time for any person to signify their wish to speak upon the matter under onsidevation and noone having availed themselves of the opportunity it waas moved at this ime by Councilman Carroll., and seconded by Councilman Steele, that the vacation, as requestc e granted and that ordlnunce confirming same be introduced at this time. lotion carried. 5th Street Vacation Ordinance The ordinance of vacation as above requested was presented and read in full for the firs eading at this time as follows: ORDINANCE NO. /.�-/ 6 AN 05DINAKCE of the City of Port Townsend vacating a portion of 5th street in said city. The City Council of the City of Port lbwnsend do ordain as follows: Section 1. That that portion of .5th street in the 1st Silpplementar•y Plat of Eisenbeis ddition to the City of Port 'Towrnsend, lying between the westerly boundary of NcFhersson treat and the westerly boundary of the plat of said addition, be and the same is hereby coated. Section 2. That this ordinance be published once in the Port Townsend Leader to be in once and take effect five (5) days from and after the date of such publication. Christian, City Clerk The following first rearing in fullof ordinance as entered above it was moved by ouncilman Steele, and seconded by Councilman Gleason, that the first reading be considered he seconded reading and that the third reading be by title only. Upon roll call vote ouncilman Gleason, Osborne, Sullivan, Carroll and Steele, voted in the affirmative and ouncilman :Lueller voted in the negative and motion was declared carried. Third Reading, and Passage. The ordinance under consideration was read by title only for the third rearing and it as thereupon moved by Councilman Carroll, and seconded by Councilman Gleason, that the ordinance do now peas. Upon roll call vote Councilmen, Gleason, Osborne, Sullivan, Carroll, and Steele, voted in the affirmative and Cctvncilman Eueller voted in the negative and motion :was declared carried. Mayor Pro-tem Elected The fact that no L:ayor Pro-tem had been elected by the Council subsequent to the seating of Councilman following the last election having been called to the attention Of city officials, it aos moved at this time by Councilmen ::ueller, and seconded by Douncilmen Gleason, that the Council do herewith elect unanimously Councilman J. Y. Carroll s'.avor Pro-tem for the balance of the present term of office. Roll call vote all six councilmen present voted in the affirmative and motion visa declared carried. Re: Library Repsirs. Councilman Osborne stated that he had been advised that the Public Library Building vas badly in need of certain repairs, chief item among which was the condition of the roof mutters.' City Attorney Daly advised those present that the powers of administration of Library affairs were in the hands of the Library board and that said Board had full authorit to authorize and direct such repairs as they consider necessary, subject only to provisions 3f the budget. Re: Facilities for Employment Uffice. L:ayor Anderson at this time called upon :Lr. harold Gronseth, who had expressed a wish :o submit a request to the Council. :.:r. Cronseth stated that since state cor.Lrol of :he Employment Security Department, the local office could not be maintained and operate Cn the Federal building. The Department was at the present time temporarily located in the recreation Center Building but this crrangement was a makeshift measure only and it '.was iesired if possible to arrange for facilities in the City Hall Building. ate explained fur•th ;hat it entailed no storage of supplies or records and required only the use on Tuesday of aech week for quarters end office facilities necessary for the interview of applicants. Councilman Steele moved to grant use of the Council Rooms but motion was not seconded. :ouncilman Sullivan moved to lay over to next session but received no seconded. Councilman Sullivan stated that the Committee on Harbor end 'lealth to whom had been referred the matter of :study of the Garbage Collection Ordinance with respect to operating procedure and rates to be charged for such service were not ready as ,yet to report back to the Council. Re: Additional Street Lights. Councilman Gleason reported that the Committee on Fire and Light had considered recent requests for additional street lights at Tyler Street between 77aehington and :later Streets and on Oak Street at Taft and Cosgrove Streets, and the Committee recommended the placing of lights at the Tyler Street location and at Usk and 'Taft Streets. In the discussion which followed a previous request for an additional light at Hose and A Streets was also considered. Discussion was terminated by motion of Councilman Gleason, seconded by Councilman Carroll that the city provide for street lights at the location specified on Tyler Street and at the intersection of Oak and Taft Street and Rose and A Streets. Upon roll call vote all six councilmen present voted in the affirmative and motion was declared carried. The minutes of the previous session were read, and following such reading it r:as moved by Councilman Steele, and seconded by Councilman Sullivan, that the minutes be approve as written. Notion carried. Sullivan Arrives. Councilmen Sullivan arrived during the reading of the minutes of the previous session and took part in the proceedings thereafter. BILLS AND CLAIMS.
