The City Clerk acknowledged and read excerpts from a bulletin of the Association
of ''-'•ashington Cities relative to delegates to the Association Convention and various
reservations therefor.
ORDIIIAnCES AND RESOLUTIONS
L. I D. Bond Emergency Ordinance.
A tentative ordinance providing for appropriation of money to purchase certain L. 1, D.
Bonds and declarinE an emergency which was read in full for the first reading at the last
regular session and is incorporated in the minutes thereof, was presented and read at this
time in full for the second reading.
It was moved by Councilman L:ueller, and seconded by Councilman Gleason, that the
ordinance under consideration to be rend by -title only for the third reading. Upon roll
call vote all six councilmen present voted in the affirmative and motion was declared
carried.
Third reading and passage.
The prorosed ordinance visa read by title only for the third reading and it was there-
upon moved by Councilman Mueller, and seconded by Councilman Carroll, that the ordinance
do not. pass. Upon roll call vote all six councilmen present voted in the affirmative
and motion was declared carried.

Councilman Gleason reported upon the r:quest of Lr. Loren :Mosley and Mr. Carl Anderson
for permission. to erect gasoline storage tanks upon the bulkhead at the Port District Boat
Haven, which was read at the last regular session, and referred to the 9ommittee on Fire
and Light; stating that the City Ordinance pertaining to the storage of petroleum products
providing for such tanks to be placed at least 75 feet from high water and as the proposed
location does not comply with this provision permission must of necessity be denied.
City Attorney Daly stated that he had made inquiries relative to this provision and
had determined that it .:as a definite safety factor. +port discussion, into 'which Idr.

that the Council abide by the recommendation of the committee but no action was taken
upon the motion as it .:es felt that provisions of the ordinance made such action unnecessar',
Bids for hew Fire Hall.
This being the time and date set by the City Council for the opening of bids for
construction of a ne.: fire hull in the City of Port 'T'ownsend, in conformence .with plans and
specifications previously determined, the City Clerk at this time opened and read the bids
offered as follows:

Yayor Anderson directed that bids received be referred to the Committee on Fire and
Light for consultation with the architect in charge for consideration and recorrnendation
to the Council as to further action upon the matter.

Councilman Carroll introduced the matter of a local airport construction program stati
that in view of the public interest upon this subject he considered it adviseable to re-ope
investigation as to the possiblI y of such a program. Councilman Carroll that the Mayor
appoint a committee of the council to meet with representatives of the local merchants
and the Ge£ferson County Commissioners to investigate the nossiblity of construction of an
adecunte airport. This n6tion was seconded by Councilmen Osborne. Councilman Carrolls
motion wee subject of considerable discussion during which s . Lyle prey, Chairman of the
Board of County Commissioners, was called upon for information and advised the Council
that ;t62,000.00 of Federal runds were available if an equal amount of matching funds could
be provided, but there appeared to be little opportunity to provide metchinv funds in
sufficient amount to tans advantage of this allociation. Upon call for the questions, the
L:eyor directed a roll call vote and Councilmen Mueller, Orborne and Carroll voting ir. the
affirmative and Councilmen Gleason, nenedetto and "uilivan voting in the negative motion
,was declared lost.
Re: hnforcerrent of wealth heFulations.
ILayor Anderson inquired of L:r. Donald I:orrison, Sanitarian of the Olympic Health Distr
.•ho was present if he had unything to place before the Oouncil for consideration. LSr.
Yorr•ison asked for an expression of opinion as to whet extent they would like the Health
Department to enforce certain minor provisions of the 1'ealth Laws. A short discussion on
this subject ensued but no official action was taken upon this matter.

THE CITY COUNCIL of the City of Port Townsend, Yashington, met in regular session this
6th day of L,ay, 1947, at 7:30 o'clock P.M., in the Council Chambers of the City Hall,
Mayor-H. E. Anderson presiding.

The minutes of the previous session were read, and following such reading it was moved
by Councilmen Gleason, and seconded by Councilman Sullivan, that the minutes be approved
