Councilman Sullivan stated that in considering the problem of the impounding of
unlicensed dogs he had discussed the matter with Dr. Adams, local veterinary, and Dr. Adams
expressed a willingness to care for impounded dogs during the period of detention.
Councilman Sullivan also advanced the suggestion that',the council consider the appoint
ment of Dr. Adams as local meat inspector, need for which had been discussed previously.
A discussion relative to the bbove matters followed particularly with regard to fees
for such services; and upon termination of the discussion the Mayor referred the matter to
the committee on Health for further consideration.
Re: Surfacing between R.R. Tracks.
Councilman Liueller remarked upon the plank surfacing between the railroad tracks upon
a portion of ''ater Street, and moved that the city clerk be instructed to request the rail-
road operators to pave this portion between the tracks with a material:eomparable to that
now used by the city for street surfacing; but motion'was withdrawn following discussion of
agreement under which the tracks are maintained,
Re: Parking in Business Area. '
Councilman. Benedetto stated that the parking problem in the business district was
greatly increased by the practice of some individuals of leaving cars parked upon 'the main
streets throughout the day. To counteract this practice Councilman Benedetto recommended
that the two-hour parking ordinance be enforded until the return to the city of Councilman
Carroll, at which time the council could•agair. consider the installation of parking meters.
Councilman L:ueller stated that previous attempts to enforce the two hour limitation
on parking had demonstrated the impossibility of satisfactory enforcement under present
conditions because of the ease with which the intent of the,.ordinance might be circumvented
Councilman Steele remarked that he felt attempts to enforce the ordinance had been
half hearted because the enforcement officers had approached the problem with an attitude
that they were already defeated.
Discussion concluded with no definite taken by the council.
Re: Memorial Stadium,
City Engineer Lay reported that plans for the development of the proposed memorial
stadium by the installation of lights, bleachers, field house, etc. had been prepared and
had been submitted by the Jefferson County Comm issloners to the Washington State Developmen
Board for approval and allocation of Development Board funds,

No further business appearing for consideration by the council at this time, it visa
moved by Councilman Steele, and seconded by Councilman Sullivan, that the council do now

The CITY COUNCIL of the City of Port 'Townsend, Ylashnigton, met in regular session this
18th day of March, 1947, at 7:30 otclock P. N,., in the Council Chambers of the City Hall,
1layor H. E. Anderson presiding.
ROLL CALL.
Officers and L:emberm noted present upon roll call were as follows: mayor, H. E. Anders
City Attorney, 11.1. J. Daly; City Clerk, C. F. Christian; and Councilmen, Geo. F. Mueller,
Ralph H. Steele, H. ];. Gleason, A. Benedetto, and Geo. J. Osborne; Councilman Dennis Sulliv
arriving during the sedsion.
MINUTES OF PREVIOUS SESSION.
The minutes of the previous session were read and following such reading it visa moved
by Councilman Steele, and seconded by Councilman Mueller, that the minutes be approved as
written. Liotion carried.
REPORTS OF OFFICERS.
City Treasurer.
The monthly report of the City Treasurer, for the month of February, 1947, was,present
'
and read, and was referred to the Committee on Finance and Claims.
Water Superintendent.
The monthly report ofthe Plater Superintendent, for the month of February, 1947, was
presented and read, and was referred to the Committee on Yfatar and Drainage.
The report of the Water Superintendent, showing flow of water through main line meters
for the week ending March 17, 1947, and the Crown 'Lellerbach Corporation 20 inch meter for
the week ending March 8, 1947, was presented and read and was referred to the Committee on
Water and Drainage.

City Attorney.
City Attorney Daly reported that he had been advised, just previous to the session,
that the U.S. Forest Service had advertised for bids, to be opened on March 31, to log
timber on the Big quileene water shed, above the city's water supply dam. Mr. Daly stated
the information had been received too late to verify prmor to the session, but that the
matter should be investigated immediately.
It was moved by Councilman Steele, and seconded by Councilman Mueller, that should the
foregoing information be found correct, the city immediately protest strongly such action.
Motion carried.
Sullivan arrives.
Councilman Sullivan entered the Council Chambers at this time, and assumed his duties
in the further proceedings.

Mr. Morrison sanitarian of the Olympic Health District who was
, ymp , present, advised the
Council that the Sanitary Engineer of the State Department of health would undoubtedly aid
the city in their efforts to prevent any removal of timber from the water shed protecting
the city's water supply.
REPORTS OF STANDING COL:L:ITTEES.
Police and License.
Councilman Mueller renorted that the Committee on Police and License had discussed
with the Chief of Police the request of Port Townsend Southern Stages for a loading zone,
and the committee recommended to the council the allowance of said request, provided the
petitioner provide -and install suitable signs to designate such zone and regulations therefo .
It was moved by Councilman Mueller, and seconded by Councilman Gleason, that the action
recommended by the committee be approved, and that the City Clerk so notify the applicant.
