WHEREAS, it appears to the City Council of the City of Port Townsend that during the several months last past by conflict of authority between the department heads of the city government and other factors, all of the citizens have not been receiving the maximum benefits of the administration to which they are entitled, and, 7:'HEREAS, the demands upon the time and effort of the various members of the City Council of the City of Port Townsend, have been greater than the duties of their re- t spective offices require, and in order to centralize sundry city services, ri THE CITY COUNCIL OF THE CITY OF PORT TO7.IVSEL'D DO ORDAIN AS FOLLOWS: a Section I.. That there be and is hereby created an office in the City of Port Townsend to be known as the Department of Services and Public Property, which depart- ment shall include the duties contemplated and required of the Water Department Street Department Garbage Department Sewer Department Public buildings and City property. Section 2.
