HomeMy WebLinkAbout00431 MINUTES OF THE REGULAR SESSION OF -THE -CITY COUNCIL OF FEBRUARY 4,_1947.Following completion of the first reading of this ordinance, a petition relative theret was presented to the City Clerk, who thereupon proceeded to read the same in full as follows v To the Honorable Mayor and Members of the City Council of Port Townsend, Washington: Pie, the undersigned merchants, doing business on Lawrence Street, between Taylor and Polk Streets, commonly called the "uptown business district" do hereby petition the Council of the City of Pt. Townsend to refrain from changing the present parking system used in the aforementioned district for the reasons herein stated; Namely: 1. That parallel parking mould not correct or greatly prevent any accidents or hazards attributed to angle parking. It being a noted fact that such accidents and hazards are caused by illegal driving procedure and failure to obey traffic laws, namely -illegal U turns, fast driving and negligent driving. This to be_corrected would require Police supervision and driver training. It being furthermore noted that above accidents and hazards are not numerous or of common occurence. 2. It would be detrimental to business, in that it would limit existing parking space, now available, to one third of present capacity. Said capacity now being just suffi- cient to handle parking needs. ' 3. That it would cause cars to be parked in the nearby residential blocks, thereby causing a hazardous and unsafe condition in this area. 4. That it is a parking method used safely 1n other cities with streets of comparable widths to Lawrence Street, namely Port Angeles. Master Cleaners Louis B. Schultz Otto Sorke H. H. Dated Jan. 21, 1947 Councilman Steele stated that he felt that further investigation might perhaps be made before further action be taken upon this ordinance. Councilman Benedetto stated that this matter had been under consideration for some time and that he felt that such matters should be decided by the city council irrespective of the jopinions of other organizations or groups, in as much as it was the duty of the council to conduct the affairs of the city to the best interests of all the citizens thereof. Council❑an Benedetto, thereupon, moved that the first reading be considered as the second reading, and that the third reading be by title only. This motion was seconded by Councilman Gleason, and upon roll call vote, Councilmen Gleason, Benedetto, Osborne, Sullivan, Carroll and Mueller voted in the affirmative, and Councilman Steele voted in the negative, and motion was declared carried. Third Heading and Passage. The proposed ordinance was read by title only for the third reading, following which it was moved by Councilman Mueller, and seconded by Councilman Benedetto, that the ordinance do nor. pass. Upon roll call vote, Councilmen Gleason, Benedetto, Osborne, Sullivan, Carroll •and Mueller voted in the affirmative, and Councilman Steele voted in the negative, and motion was declared carried. UNFINISHED AND IM-7 BUSINESS. Parallel Parking to be Enforced. Councilman Osborne remarked that now that we have passed an ordinance, let's see that it is enforced, and moved that the Police be directed to patrol the area of the Lawrence Street business district at least once each two hours. This motion was seconded by Councilman Carroll, and upon voice vote, was declared carried. Cook reappointed to Library Board. Mayor Anderson stated that it was his pleasure to reappoint Mr. F. Webster Cook as a member of the Library Board. It was moved by Councilman Steele, and seconded by Councilman Glesson,that the council confirm the appointment of Mr. Cook. Motion carried. Re: I;ew Police Patrol Car. Councilman Carroll moved that the City advertise for bids for a panel vehicle suitable for police patrol work and that a consideration in the bidding be the turn in of the Chev- rolet coach now operated by the department. Short discussion of the motion disclosed the fact that proper requisition had not been made, and it was mutually agreed that no further action be taken on the subject until such time as requisition is presented and approved. 207 UT FS OF THE REGULAR SES°'ION OF JAN UARY 21 l�4'z continued--_ kr n Re: Blaine Street as through Street. Councilman Carroll suggested that the council consider making Blaine Street,from Lawrence Street westerly to Benton Street,a through street, with certain exceptions. This matter was referred to City Engineer Lay to present ❑ visable plan in accordance with Councilman Carroll+s proposal. h+ rr Y r Gasoline Bids Ordered. N It was moved by Councilman Mueller, and seconded by Councilman Steele, that the City NJ Clerk be directed to request bids for the furnishing of gasoline to the various eity depart- Y d ments for the year 1947, said bids to be presented at the next regular session of the mound 4 to be held on February 4, 1947. Motion carried. �± r Re: Abuse of Terrace. Councilman Sullivan introduced the matter of children playing upon the Taylor Street Terrace, and stated that he felt that a great deal of damage was being done to this beauty spot, and it would be well to attempt to stop this practice. r ,+ r f„ Re: Operation of Tuberculosis X-ray Unit. Mayor Anderson offered the privilege of the floor to Mr. Morrison, Olympic Health District Sanitarian, and Mr. Morrison stated that he had one matter he wished to discuss ±fi re r u`i u with the council. Mr. Morrison outlined the schedule of the state -operated mobile X-ray unit for the detection of tuberculosis, stating that electricity for its operation would be 2 furnished by the Crown Zellerbach Corporation while operated at the paper mill and by the school district when operated at the schools, and inquired if it would be possible for the City to provide the cost of electricty during the period which this service was available to y`jYk ' the general public. Port Townsend, Washington February 4, 1947 The City Council of the City of Port Townsend, Washington met in regular session this 4th day of February, 1947, at 7:30 o'clock P.M., in the Council Chambers of the City Hall, Mayor H. E. Anderson presiding. ROLL CALL Officers and Members noted present upon roll call were as follows: Mayor, H. E. Anderson; City Attorney, 7. J. Daly; City Clerk, C. F. Christian; and Councilmen, H. E. Gleason, A. Benedetto, George J. Osborne, J. M. Carroll, Geo. F. Mueller and Ralph H. Steele; Councilman Dennis Sullivan arriving during the session. MINUTES OF THE PREVIOUS SESSION The minutes of the previous session were read, and following completion thereof, it via moved by Councilman Steele, and seconded by Councilman Mueller, that the minutes be approve as written.
