Such action would assure the City that it would be informed, as soon as the property is j available for disposal, of what further steps would be necessary to effect its procure- IC ment by the City. Respectfully submitted, Harvey S. Christian s' Councilman Steele explained that he had not made a positive statement relative to the acquisition of the property, but that he had said that the City might attempt to acquire Sam . Be stated further that the particular request to be considered at this time was for per mission to move a temporary structure on to the street area just outside the gate of the section base property, wherein certain facilities might be maintained temporarily. ! Request granted. .@ It was moved by Councilman Gleason that the U. S. Coast Guard be authorized to temporar ily place upon Jackson Street at or near its intersection with Jefferson Street, a building @ v for temporary facilities, and authorize service to said building from City water: mains. This motion was seconded by Councilman Carroll, and upon voice vote of the members present, 1 motion was declared carried. Anderson Mayor of Port Townsend Port Townsend, Washington !i { Dear Sir: This is in reply to your letter of January 8, 1947, in which you request further ') i� hearing in the matter of the application of the Puget Sound Navigation Company for @� change in ferry service. The application in this matter was filed December 5, 1946. Notices of hearing were served upon a great many persons and organizations in the territory involved, i< including the Port Townsend Chamber of Commerce. Also the fact that hearings would be d held received wide publicity in the area involved. At the request of persons affected hearings were held in two places, namely Sequin and Poulsbo. The hearing at Sequin was @ to particularly accommodate persons living on the Olympic Peninsula, and the hearing at Pouisbo was to particularly accommodate persons living on the Kitsap Peninsula. To i further delay issuance of an order in this matter would cause great hardship for the ?I reason that the Puget Sound Navigation Company must either forfeit or exercise its option to purchase the certificate of Berta Olson before February 1, 1947. Many wit- nesses asked that the department issue its order in the very near future. Honorable City Council iI City of Port Townsend Gentlemen: Circumstances which have arisen during the past few months compels me to make � definite recommendations to your body with respect to the management and operation of the non -governmental functions of the City of Port Townsend. I refer particularly to the @ Street Department Sewer Department Water Department Garbage Disposal Department Maintenance and control of buildings and property. I' The present overlapping of administration, and the lack of a responsible and definite control Rae been fruitful of neither competence; nor accomplishment; nor of savings to the person, or persons, who pay the freight. I would request that you give me, by ordinance, the necessary authority to appoin a general supervisor of these non -governmental functions, who shall, let us say, for a period of six months act ex-officio, without increased compensation. 0 14INUTES OF REGULAR SESSION OF JANUARY 21. 1947. continued. Anderson, Mayor It was moved by Councilman Mueller, and seconded by CCouncilman Carroll, that the City Attorney be directed to draw an ordinance providing for such action as outlinAd in the fore- going communication from the Mayor. Prior to taking a vote upon the foregoing motion, it was requested by members of the council that the letter from the Mayor be re -read. The City Clerk re -read such letter at this time,and all councilmen thereupon being satisfied as to the text thereof, a voice vote was taken, and motion subsequently declared carried. Re: U.S.O. Building Bid. Mayor Anderson reported that he had placed the City bid for the U.SIO Building in the sum of $5,000.00 as directed by the council, but that to date no definite reply had been received. ORDINANCES AND RESOLUTIONS. Traffic Ordinance Amendment. A form of ordinance providing for amendment to Ordinance No. 1091 of this City, same being the ordinance providing for regulation of traffic, etc., was presented and read in full for the first reading at this time, as follows: ORDINA14CE NO. =" C AN ORDINANCE of the City of Port Townsend amending Section 24 of Ordinance No. 1091 entitled "AN ORDINANCE relating to vehicles and the use and operation thereof on the public streets, alleys and ways of the City of Port Town- send; limiting and restricting certain uses of the public streets, alleys and ways of the City of Port Townsend; prescribing rules of the road for vehicles operating upon the same; providing for conduct in the event of vehicle accidents; providing procedure for enforcement of the provisions of this ordinance; providing for certain records and reports; prescribing the powers and duties of peace officers within the City of Port Townsend relative to the enforcement of this ordinance; providing for the distri- bution of fines collected for the violation of any of the provisions of this ordinance; defining offenses and fixing penalties, and repealing all ordinances or parts of ordinances of the City of Port Townsend in conflic herewith, passed by the City Council Larch 15, 1938, and approved by the Mayor March 16, 1938". THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLI,XiS: Section 1. That Section 24 of Ordinance No. 1091 entitled "AN ORDINANCE relating to vehicles and the use and operation thereof on the public streets, alleys and ways o the City of Port Townsend; limiting and restricting certain uses of the public streets alleys and ways of the City of Port Townsend; prescribing rules of the road for vehicl operating upon the same; providing for conduct in the event of vehicle accidents; providing procedure for enforcement of the provisions of this ordinance; providing for certain records and reports; prescribing the powers and duties of peace officers with- in the City of Port Townsend relative to the enforcement of this ordinance; providing for the distribution of fines collected for the violation of any of the provisions of this ordinance: defining offenses and fixing penalties, and repealing all ordinances or parts of ordinances of the City of Port Townsend in conflict herewith, passed by the City Council March 15, 1938, and approved by the Mayor PSarch 16, 1938", be and the same is hereby amended to read as follows: Every vehicle stopped or parked upon a public street In the City of Port Townsend where there is an adjacent curb shall be so stopped or parked with the right-hand wheels of such vehicle parallel to and within twelve (12) inches of the right-hand curb: PROVIDED, however, that on the public streets of the City of Port Townsend wher there is no identified or concrete curb, such vehicle shall be so stopped or parked with the right-hand wheels of such vehicles parallel to and as close to the ungraded portion of the street or roadway as is practicable. Section 2. That this ordinance be published once in the Port Townsend Leader to be in force and take effect five days from and after the date of such publication.
