The monthly report of the Chief of Police for the month of December, showing arrests and disposition of cases, was presented and outlined, and was referred to the Committee on police and License. Water Superintendent. The monthly report of the Water Superintendent for the month of November, 1946 was presented and read, and was referred to the Committee on Water and Drainage. The report of the Pater Superintendent, showing flow of water through main line meters for the week ending December 16, 1946, and the Crown Zellerbach Corporation 20 inch meter for the week ending December 14, 1946, visa presented and read, and was referred to the Committee on Water and Drainage. REPORTS OF STANDING COMMITTEES Police and License. Councilman Carroll reported that in the opinion of the members of the Police and Licens Committee, traffic conditions at the intersection of Water and Taylor Streets made it advisable to resume full regulatory operation of the traffic signal located at this inter- section. Councilman Carroll moved that the traffic signal at the location designated be put into operation as a stop and go signal, such operation to commence Monday next, and requests that the local paper give reasonable notice of such operation to the general public. This motion was seconded by Councilman Benedetto and carried by voice vote of the members present Streets and Sewers. Councilman Mueller reported that a study of conditions relative to the signboard located on Cass St. just south of Water St., had been made by the Committee on Streets and Sewers, and it was their findings that the location of such a signboard at this point was no longer advisable. Councilman Mueller moved that the city declare said signboard a nuisance, and that the City Clerk notify the owner thereof to have such signboard removed within 30 days. This motion was seconded by Councilman Carroll, and carried by voice vote of the members present. Re: Lawrence Street Parking. Councilman Benedetto reoorted that the present 45 degree angle parking on a portion of Lawrence St., as now provided by ordinance, was creating hazardous traffic conditions at such location. Following short discussion as to the proper method of remedying this situa- tion, it was moved by Councilman Benedetto, and seconded by Councilman Gleason, that the Cit Attorney present an ordinance amending the present traffic ordinance to the extent that only parallel parking be allowed on Lawrence St. Motion carried. Re: Purchase of U. S. 0. Building. Mayor Anderson informed the council that he had been contacted, both orally and by letter, by representatives of the governmental agency in charge of the disposition of the U. S. 0. building. He had been advised that the city, in its priority position, could place a bid for purchase of these facilities if the figure at which they had been offered was not satisfactory. Any offer which the city might make should be placed immediately to receive consideration. 5,000.00 Bid Authorized. Following discussion of the subject presented by the Mayor, it was moved by Councilman Carroll that the Mayor be authorized to place a bid, with the proper governmental agency, for the acquisition of the U.S.O. Building, together with site, contents and facilities; said bid to be in the sum of $5,000.00. This motion was seconded by Councilman Mueller, an upon roll call vote all seven Councilmen present voted in the affirmative and motion was declared carried. 0 COMMUNICATIONS From Ruby Amusement Company A letter from Ruby Amusement Company designating locations where said company wished t place coin -operated machines, permission for which is required under ordinance recently passed, was presented and read. This matter was referred to the Committee on Police and License with authority to approve or reject. From Association of Washington Cities Various bulletins of the Association of Washington Cities were acknowledged received and ordered filed for reference in the office of the City Clerk. UNFINISHED AND NEW BUSIIIESS Jefferson St. and Madison St. Vacation Hearing This being the time and place set for the hearing upon the proposed vacation of portio of Jefferson St. and Madison St., the City Clerk presented and read a copy of the notice of such hearing together with affidavit of such posting, as follows: NOTICE OF TIME AND PLACE OF HEARING IN THE MATTER OF THE VACATION OF PARTS OF CERTAIN STREETS. THE BOARD OF COUNTY COMMISSIONERS FOR JEFFERS014 COUNTY having filed with the City Council of the City of Port Townsend, Jefferson County, Washington, a petition request Ing the vacation of parts of certain streets within said City, to -wit: That portion of Jefferson Street situate between the easterly line of Quincy Street and the westerly line of Monroe Street, and that portion of Madison Street from the northerly line of Jefferson Street 110 feet northerly therefrom; NOTICE IS HEREBY GIVEN That pursuant to a motion duly made, seconded and passed by the City Council of the City of Port Townsend on the 19th day of November, 1946, the said petition will be heard at the hour of 7:30 orclock P.M., or as soon thereafter as practicable, on Tues- day the 7th day of January, 1947, in the Council Chambers of the City Hall of the City of Port Townsend, Jefferson County, Washington, when and where any person or persons may appear and make exceptions or objections to the proposed vacation. In the absence of any objection to the proposed vacation, it was moved by Councilman Gleason, and seconded by Councilman Benedetto, that the proposed vacation be granted.
