Third Readina and Passaae
The proposed ordinance was read by title only for the third reading, and it was there-
upon moved by Councilman Gleason, and seconded by Councilman Benedetto, that the ordinance
do now pass. Upon roll call vote, all six councilmen present voted in the affirmative and
motion was declared carried.
UNFINISHED AND NEW BUSINESS
Re: Coin Machine Ordinance
City Attorney Daly presented at this time a preliminary draft of an ordinance providing
for licensing by the city of all coin operated machines or devices operated within the city
with certain exceptions as ordered by the council at the last regular session.
Discussion was held upon various provisions of the ordinance as provided in this draft
and the wishes of the council in each matter noted by the City Attorney.
Re: Disposal of City Hall Salvage
Mayor Anderson stated that Mr. Lockhart, who is in charge of the work of repairs to the
city hall building, had advised him that there would be varying quantities of salvaged
materials remaining upon completion of the work contemplated. The Mayor asked for expressio:
by the council relative to methods of and authority for disposal of the surplus salvaged
materials.
Following a discussion it was moved by Councilman Gleason, and seconded by Councilman
Carroll, that Mr. Lockhart be given authority to dispose of surplus salvaged materials in
such a manner as he shall deem to be to the best interests of the city. Upon roll call vote
all six councilmen present voted in the affirmative, and motion visa declared carried.
Re: Foreman's Salary
An arson
Mayor introduced the matter of salary for the superintendent in charge of the project
for city hall repairs, stating that no rate of salary had been set for guidance of officials
preparing warrants.
After discussing the matter briefly, it was moved by Councilman Gleason, and seconded
by Councilman Steele, that the salary of the superintendent in charge be established at the
rate of $350.00 per month. Upon roll call vote, all six councilmen present voted in the
affirmative, and motion was declared carried.
Sanitarian Present
Mayor Anderson inquired of Mr. Donald A. Morrison, sanitarian of the Olympic Health
District, who was present at the session, if there were any remarks which he would like to
make to the council at this time.
Mr. Morrison stated that although he had not done so in the past, his plans celled for
attendance at at least one council meeting each month in order that he might be able to
answers such questions about the activities of the health department as members of the coun-
cil might wish to present.
Councilman Steele inquired as to the present operation of the local theatres with re-
spect to health standards, and Mr. Morrison stated that conditions were as satisfactory as
could be expected in the type of structures occupied by the theatres.
Councilman Sullivan stated that it had been his privilige to observe many of the activi
ties of Yr. Morrison in connection with his work with the health departmenv, and he wished t
commend Mr. Morrison for the manner in which he carried out his duties.
Re: Surface Water Drainage
City Engineer J. T. Lay reported that drain the for the diversion of surface waters
from the Jefferson and Monroe Street gutters were now installed and would be in operation
upon completion of the manholes and catch basins required for proper maintenance of these
lines.
Re: Patrolman's Hours
Councilman Benedetto stated that recently a number of boys had caused considerable
damage to the Taylor Street terrace during the noon hour (12 to 1 o'clock), and he felt that
this should be taken care of by maintaining a patrolman on duty at this time of day. This
matter was referred to the Committee on Police and License.
ADJOURNMENT
There being no further business to present before the council for their consideration,
it was moved by Councilman Sullivan, and seconded by Councilman Steele, that the council do
now adjourn. Motion carried.

The CITY COUNCIL of the City of Port Townsend, YZashington, met in regular session this
3rd day of December, 1946, at 7:30 o'clock P.M., in the Council Chambers of the City Hall,
Mayor H. E. Anderson presiding.
ROLL CALL.
Officers and members answering present to roll call were as follows: Mayor, H. E. Ander
son; City Attorney, W. J. Daly; City Clerk, C. F. Christian; and Councilmen Dennis Sullivan,
J. M. Carroll, Geo. F. xueller, and A. Benedetto, Councilmen Ralph H. Steele and H. E.
Gleason arriv4$g during the session. Councilman Wm. Lammers Sr. was excused from attendance
Mayor Anderson took.this opportunity to express to the city officials and employees,
for himself and Mrs. Anderson, their thanks for the gift tendered them on their fiftieth
wedding anniversary.
MINUTES OF PREVIOUS SESSION.
Councilman Gsllason arrives.
Councilman Gleason arrived during the reading of the minutes and assumed his duties.
The minutes of the previous session were read, and upon completion thereof it was moved
by Councilman Mueller, and seconded by Councilman Sullivan that the minutes be approved
as written. Motion carried.
