Revert to Ordinances and Resolutions.
The Chairman of the Committee on Building and 'Iiseellaneous, having anticipated the
possibility of not receiving bids upon the proposed city hall repairs, presented at this
time a prepared ordinance providing for the performance of at least a part of the work con-
templated by the city upon a day labor basis.
By common consent the Council reverted to Ordinances and Resolutions, and the proposed
ordinance was rend in full for the first reading as follows:

Ar ORDINANCE of the City of Port Townsend providing for the renovation and repair•
of the city hall of said city independent of contract.
WHEREAS, at the time of the adoption of the official budget for said city for the
year 1946, it was determined by the City Council that certain repairs and renovations
be made to the city hall, and,
"HEREAS, pursuant to directions of said City Council, there has been prepared and
adopted, plans and specifications embracing the contemplated work, together with form
of proposal and contract and notice given thereunder by call for bids in accordance
therewith, which bids were directed to be filed with the City Clerk up to 5:00 o'clock
P.L:., October 1, 1946, and to be opened at the regular session of the City Council of
the City of Port Townsend on said date, which said call was regularly published in the
Port Townsend Leader and in the Seattle Daily Journal of Commerce for the time and in
the manner as provided by the order of said council, and,
I75EREAS, at said time and place, no bids whatsoever were received, and from in-
formation coming to the attention of said City Council, it further appears that no
responsible bidder will offer a bid for such work at the present time, and,
7.*EEREAS, said City Council does new find and determine that at least a portion of
such contemplated work be im:.ediately comrenced and concluded in order to conserve
public property; prevent further waste and avoid the dissipation of public funds, and
that such work can be performed and materials acquired independent of contract cheaper
in any event, therefove,

Section 1. That the plans and specifications for the renovation and repair of the
City Hall building of said city as heretofore adopted by the City Council, and referred
to in the preamble to this ordinance, are hereby ratified and confirmed, and -by such
reference made a part of this ordinance with the same degree and effect as if fully
incorporated herein.
Section 2. That the City of Port Townsend shall forthwith by day labor, under sue
supervision as said City Council may, by order or resolution, later determine, proceed
toward the removal of the upper story of said building; the construction of a new roof;
the construction of false ceiling; the construction of a skylight and storm entrance,
and such other and incidental work as in said plans set forth.
Section 5. All materials necessary to be acquired in connection herewith shall be
purchased by the ci.ty on the open market and upon requisition therefor approved by the
City Council.
Section 4. The hourly minimum rate of ante, not less then the prevailing rate of
rage which is paid to laborers, workmen or mechanics in each trade or occupation
required for this public work and employed in the performance hereof, shall obtain
throughout.
Section 5. That this ordinance be published once in the Port Townsend Leader to
be in force and take effect five (5) days from and after the date of such publication.

Mayor Anderson, having been advised that l,;r. 17111ism H. Carder, as city Superintendent
of Schools, wished to place an idea before the Council for their consideration, called upon
13r. Carder so to do at this time.

With respect to the appropriation shown in the preliminary budget, i.;r. Carder stated
�r �s:rc1;3`z that in as much as the schools did not feel that they were receiving adequate services for
the money appropriated to the Olympic Health District the city schools had withdrawn from
rn tiY ���` '' '�•,'^i'v� the district. He advised the Council that the County Commissioner's budget for the year
"+ 1947 showed an appropriation of $9,700.00, that the school was now employing a full time
nurse, and that the amount of these t•ao items, plus the contribution shown in the City
g! F f preliminary budget, would, in his opinion, provide sufficient funds for the operation of a
.ly"M health district for this county alone. His purpose in presenting these figures was to
r �yya�a enable the Council to consider such a program before taking final action upon the 1947 City
r „+ eYar,+�si°eaY.,.s,''�• budget.
Re: Employment on City Hall Project.
It was moved by Councilman Gleason that the J;ayor and Building Committee of the Counci
be authorized to employ a competent foreman with the power to employ such other help as he
f k considered necessary for the purpose of carrying out the work of the proposed repairs and
alterations to the city hall building. This motion was seconded by Councilman Benedetto,
! and upon roll call vote, all six councilmen present voted in the affirmative and motion
!ljjjr was declared carried.

reading be considered the second reading, and that the third reading be by title only. Upon
rol; call vote, all six councilmen present voted in the affirmative, and motion was declared
carried.

upon it was moved by Councilman Gleason , and seconded by Councilmen Benedetto, that the
