MINUTES OF REGULAR SESSION
OF CITY COUNCIL,
SEPTEMBER
17, 1946,
`.� Date of Vacation Hearing set.
It was moved by Councilman Steele that the recommendation of the street committee be
accented, and that the regular session of the City Council upon the 15th of October, 1946,
be set as the date of hearing, and the City Clerk provide proper notice to that effect.
+ This motion was seconded by Councilman Gleason, and carried by voice vote of the members
present.
Re: Trees on Parkin;; Strips.
The City Cler]},upon request, explained that in the matter of trees and shrubs upon
parking strips, which created a traffic hazard, as reported by the street superintendent at
c a previous session, the committee felt that this problem could best be handled by the street
superintendent, who would attempt in each instance to secure approval or cooperation by the
owner of the abutting property to the removal of such hazards. Councilman Steele stated tha
the street department had been operating upon this basis, and that this work visa proceeding
satisfactorily, and cooperation had in practically all instances been gladly given.
Re: Yarkinc of Parking Spaces.

r In the matter of the marking of individual parking spaces in each block in the business
[ areas, Councilman Gleason reported that the street committee had come to the conclusion that
j such an undertaking should be at the direction of the Police department in as much as it
related to the handling of traffic, and that the street department would be willing to paint
the markers under direction of the Police department, in accordance with their decision.

The CITY COUNCIL of the City of Port Townsend, 'l.ashington, met in regular session this
17th day of September, 1946, at 7:30 o'clock P.M., in the Louncil Chambers of the City Hall,
Mayor R. E. Anderson presiding.

ROLL CALL.
Officers and Members noted present upon roll call were as follows: Mayor,
H. E. Anderson; City Attorney, W. J. Dalj,,..City Clerk, C. F. Christian, and Councilmen,
Goo. F. dueller, H. E. Gleason, A Benedetto and Dennis Sullivan. Councilman Sim. Lammers, Sr
vies excused from attendance.
ISI[dUTES OF PnEVIOUS SESSION.
The minutes of the previous session were read, and it was thereupon moved by Councilman
Benedetto, and seconded by Councilman Gleason, that the minutes by approved as read. Motion
carried, t'
REPORTS OF OFFICERS.
City Treasurer.
The monthly report of the City Treasurer for the month of August, 1946 visa presented
and read, and was referred to the Committee on Finance and Claims.
Water Superintendent.
The monthly report of the Slater Superintendent for the month of August, 1946 was pre-
sented and read, and was referred to the Committee on 'dater and Drainage.
The report of the 7later Superintendent showing flow of water through main line meters
for the week ending September 16, 1946, and the Crown Zellerbach Corporation 20" meter for
the week ending September 7, 1946, vras presented and read, and visa referred to the Commit-
tee on Slater and Drainage.
Chief of Police.
The monthly report of the Chief of Police for the month of August, 1946, showing
arrests and disposition of cases was presented and outlined, and was referred to the Commit-
tee on Police and License.
He: City Hall Repairs.
A written report from Slater Superintendent Lockhart and City Clerk Christian vras
presented and read in full, as follows:

City of Port Townsend
Honorable Sirs:
We, the undersigned, -wish to report that unsufficient time vies provided to prepare
plans and specifications for alterations to the city hall, by the motion which provided
£or opening of bids at the regular session of September 17.
After consultation with your City Attorney, it was our opinion that legal require-
ments for length of notice, etc., could not be met, and we, therefor, recommend that
the date of opening of bids be delayed until the regular session of October 1.
Trusting this meets with your approval, and hoping for favorable action in the
matter, we are

Bid Opening Date Changed.
It was moved by Councilman Gleason, and seconded by Councilman Benedetto, that the
date for opening of bids for proposed repairs to the city hall be changed to October 1,
at the usual time. w'otion carried.
