So far as your inquiry is concerned; that of doing the work by day labor or contract,
the state law provides for only one procedure where the cost of the world is over the
'-
$500.00 mark, that is, the job must be advertised, competitive bids received, and
proposals considered.
It would be my surgestion, that you hire an architect -engineer to prepare actual plans
wi !
for the reconstruction wort: that you desire, along the lines suggested in Mr. Anderson'
letter, accompanied by written specifications in detail, including the architect's
estimate of the cost of the job. You should then call for proposals, advertising same
in the Seattle Daily Journal of Commerce, the Pt. Angeles paper and your own pacer so
I,
as to get complete coverage of all possible contractors, and after you have received
proposals based on your written specifications, then the council should decide whether
•.-''
to accept the proposal of one of the bidders, or throw out all bids, and then pass ,your
1 t b done b force account or da labor if that
ordinance to authorize the worc o e . y y ,
procedure is proven to be for the best interests of the city.
Sincerely,
Ralph Davisson
State Examiner
