The undersigned wishes to call the attention of the Hon. Mayor and the members of

the City Council to a condition existing at his home located at 212 Tait Street.
Water is continually seeping through and flooding the ground underneath the house.
The condition has been investigated by the undersigned and no cause can be found. It
is thought that perhaps a leak somewhere in that vicinity is causing this condition,
since previously it did not exist.
Any consideration which may be shown in attempting to correct this condition will
be greatly appreciated.

Councilman Steele reported he had inspected the premises of Mr. Stevens, and found
conditions to be as stated, and recommended that city employees attempt to determine the
�r ;t
source of the water causing the damage.
dater Superintendent Lockhart stated that he inspected the area to determine the possi-
bility of leaks in the city water lines, and could find no evidence of such. It was his
opinion that this condition is caused by the normal run-off of wateb from lawn sprinkling
upon the properties above the Stevens residence.
Councilman Mueller stated that he had had occasion to discuss this matter with Mr.
Stevens, and that he had suggested that the property owner install an intercepting drain to
carry the water around and away from the dwelling.
Councilman Gleason, whose dwellinc is near to that of Mr. Stevens, stated that he had
found upon his property a sand strata which carried drainage water across the property and
under his dwelling, and that he had therefore installed an intecepting drain to protect r
the foundation of his dwelling.
It was moved by Councilman Steele, and seconded by Councilman Gleason, that Mr. Stevens
be advised that insofar as city officers could determine, there was no ^ray in which they
could act upon the matter, and that it was recommended that for his protection,•he install a
drain to intercept the seepage aater and carry it away from his dwelling. Motion carried.

Nagel contract completion accepted.
It was moved by Councilman Mueller, and seconded by Councilman Steele, that the fore-
going report of the engineer in charge, and the recommendation therein, be accepted, and
that this date, September 3, 1946, be the date fired by the City Council as the date of
acceptance of the work performed by i,;r. Nagel under his contract. Upon roll call vote all
the six councilmen present voted in the affirmative, and motion was declared carried.

Gentlemen:
You are hereby advised that the grading and leveling of the backfill of that
portion of the replacement of the city water supply line covered by contract with the
Steel Pipe and Tank Co, designated as schedule "A" under the terms of Ordinance No.
1180, has been satisfactorily completed according to the terms of the bond posted by
Wm. Nagel.
I therefore recommend that the work be accepted and the bond be ordered released
and the City Clerk be directed to notify the bonding company of such action.

It was moved by Councilman Steele, and seconded by Councilman Gleasor, that the fore-
going report of Mr. Harvey Christian be accepted, and the proper city officers comply with
provisions thereof. Motion carried.
From Assn. of 'Rashington Cities.
Various bulletins of the Association of Washington Cities were acknowledged received,
and were ordered filed for reference in the office of the City Clerk.
The City Clerk advised those present of the proposed regional meeting of the Associati
of Washington Cities, .to be held in the City of Port Townsend, on October 25, and asked the
members of the council help to make this meeting worth while.
Re: Surplus property at Fort 'llorden.
The City Clerk reported an "invitation to bid" upon certain buildings declared surplus
at Fort Worden. The advisability of the city placing a bid upon these items was discussed
briefly, and it was generally agreed that the property offered was not readily adaptable to
use by the city.
Re: City Hall repairs.
Mayor Anderson stated that all councilmen should have received prior to this time, his
letter relative to the necessity of repairs to the 'city hall building, and asked the
pleasure of the council upon this matter.
It was moved by Councilman Carroll, and seconded by Councilman Benedetto, that Mr.
S. Lockhart be authorized and directed to provide for repairs and alterations to the build-
ing as contemplated.
In the discussion which followed Mr. Lockhart outlined the plan which he considered
most feasible for completion of the work required to place the building in serviceable
condition.
City Attorney Daly presented a letter fr•omMr. Ralph Davisson, State Examiner, relative
to the laws governing the performance of such work, and requested that the letter be read
by the clerk for the information of the council. Said letter was then read in full; as
follows:

of the difficulties that beset any person or organization that has the fortitude to tr:
