Fire Hall plans in progress Councilman Gleason reported that Ss. Fred G. Stephen whose employment had been authoriz d for the drawing of plans and specifications of the proposed new fire hall building, had been in the City, contacted the Fire Chief and members of the Council, and had received informs- tion relative to type of structure desired and would in the near future present for approval for alteration a tentative drawing and specifications. From Olympic Health District A letter from Lr. Shirley Benham, Jr., in charge of the Olympic Health District, togeth r with a form of resolution for consideration by the Council, was presented and read in full as follows: Port Townsend, July 16, 1946 Honorable Mayor and City Council City of Port Townsend :4ashington Gentlemen: The Olympia Health District, Clallam and Jefferson Counties, was formed in 1942 by agreement of the parties concerned to operate a full time public health program on a cooperative basis with the counties and cities pooling their efforts and funds for this purpose. The commissioners of Clallsm and Jefferson counties passed a resolution on July 1 and July 2, 1946, respectively, to form an official health district on a legal basis according to the provisions of chapter 183, Session Laws of the State of Teshington for the year 1915. It is desirable that the city of Port Tonsend continue its participation in the Olympic Health District. It will be necessary for your city council to adopt a resolution indicating your desire to participate and to petition the hoard of Health to become a participating member. You are hereby invited to carry out these procedures as set forth in the previously mentioned session law. Respectfully yours, SHIRLEY BENHAId, JR., ND Public Health Officer RESOLUTION NO. `f(1-3 BE IT REW LVED by the City Council of the City of Port Townsend, that in response to communication from Shirley Behham, Jr., Y.C., Public Health Officer, Olympic Health District that this legislative body desires to concur in and become a component part of the official health district as contemplated by Chapter 183, Laws of Washington, 1945, in this area to be known as OLYMPIC HEALTH DISTRICT, Clallsm and Jefferson counties, and to this end binds the City of Port Toy::nsend as a part thereof, =E IT F7.THER RESOLVED that the City Clerk of the City of Port Townsend be and he is hereby directed to transmit a copy of this resolution to all parties and officials inter- ested, and to formulate and petition the State of hoard of Health 1n manner and form as may be ordered so that the Clty of Port Townsend may become a participating member in the program as authorized by state law. Adopted by the City Council July , 1946. It was moved by Councilman Mueller, and seconded by Councilman Carroll that the foregoing resolution be adopted. Upon roll call vote, all sir. Councilmen present voted in the affirmative and motion was declared oarried. From Association of 'rlashinFton Cities Various bulletins of the Association of Tashington Cities were acknowledged received and were ordered filed for reference in the office of the City Clerk. OEDINAItCES AND RESOLUTIONS An Ordinance entitled "AN 0-rDINA1:CE relating to and regulating traffic, travel and transportation upon certain streets in the City of Port Townsend, prescribing the powers and duties of officers and others in relation thereto; defining offenses; providing penalties and p:-ovidirg for the installation, regulation and control of parking meters.", which was presented and read in full for the first reading at the last regular session of the Council and is incorporated in full in the minutes thereof, was presented and read in full at this time for the second reading. Upon completion of the reading of the proposed Ordinance in full for the second read- ing, it ra.s rieved by Councilman Carroll and seconded by Councilman Mueller the; the third reading be by title only. Upon roll call vote, Councilmen Sullivan, Carroll and Mueller voted in the affirmative and Councilmen Gleason, Benedetto and Steele voted in the negative and motion was declared lost. UNbZNIS?EL AND NET BUSINESS Re: Curfew Councilman Sullivan remarked upon the large number of children noted in public during the late evening and night hours, stating that he did not particularly refer to children C 129 in the elder teen age bracket, but particularly to those under the age of 15 or 16 years and gave it as his opinion that a curfew should be enforced to correct this situation. A brief discussion followed with City Attorney Daly volunteering the information that there was in effect in this City an Ordinance providing for curfew which could bne should be en- forced. Councilman Mueller reported that in connection with the general subject matter just previously discussed, he wished to state that the local Post of the "Veterans' of Foreign Tars" were making plans for a worthwhile party for all children of the City on the evening of Hallowelen; that various organizations would be invited and requested to join with the Veterans' organization to put the plan across, and that without a doubt, the City Adminis- tration would be asked to cooperate to the fullest possible extent in such a program. Re: Over -age Policemen Councilmen Benedetto stated that he had presented this matter before and wished again at this time to present for the last time his opinion that elderly men on the police force (specifically Officer Otto Litton) were so old as to be incapable of p:rforming the duties required of a police officer and should be replaced by a ,younger man. Re: Fire Dept. Telephone Councilman Carroll reported that the Firemen living quarters on the second .floor visa equipped with but one telephone, which telephone is located in one of the sleeping rooms, and for this reason is at times unhandy to reach and frequently is difficult to hear the bell ring. lie stated that two phones were needed, located in such a way that one of them would be at all times readily accessible and that a loud bell in the main hall on the second floor would provide for adequate hearing at any point on this floor. 1 It was moved by Councilman Gleason and seconded by Councilman Carroll that the reeuest the Fire of Department, as presented by Councilman Carroll, be granted. Upon roll call vote all sir. Councilmen present voted in the affirmative and motion was declared carried. Re: Inspection of Meat Councilman Sullivan reported that it had recently come to his attention that at least one local butcher shop had been handling meat which was not considered fit for human consumption, and that he felt that it would be well to provide for the inspection of, meat sold within the City by a qualified officer, and asked for opinions upon the subject from other members of the Council present. A short general discussion of the subject ensued, terminated by the motion of Council- man Gleason, seconded by Councilman Steele, that the Committed on Health be directed to meet •filth Dr. Benham for the purpose of drawing and presenting to the Council at the next regular session recommendations as to the procedure to be followed in this matter, Motion carried. Re: Trees and Shrubs as traffic hazards Councilman Gleason stated that there 'were at present many instances where trees and shrubs growing in parking strips constitute a definite traffic hazard at intersections and moved that the City Street Superintendent be directed to make a survey ant report to the ouncil, at the next regular session, the location of all hazards to traffic caused by trees r shrubs located outside the individual property lines. This motion was seconded by ouncilman Benedetto and was carried by voide vote of the members present. J ADJOURNLENT There being no further business before the Council for their consideration at this time, t was moved by Councilman Mueller, and seconded by Councilman Carroll, that the Council o now adjourn.
