(R DINANCES AND hGS) LUTIONS Standard Oil Street Franchise Ordinance A proposed ordinance granting street franchise privileges to the Standard Oil Company of California, which was read in full for the first reading at the last regular session and is incorporated in the minutes thereof, was presented and read in full at this time for the second reading. 17 11 I N Minutes of Regular Session of the City Council, July 2, 1946 (continued) It was moved by Councilman Steele, and seconded by Councilman Mueller, that the third reading of the ordinance be by title only. Upon roll call vote, all six members m esent voted in the affirmative and motion visa declared carried. Third Reading and Passage The proposed ordinance was read by title only for the third reading, and it was there• upon moved by Councilman Mueller, and seconded by Councilman Steele, that the ordinance do now pass. Upon roll call vote, all six Councilmen present voted in the affirmative and motion was declared carried. Ordinance Regulating Traffic (parking meters) A proposed ordinance providing for the regulation of traffic upon city streets and use of 'mechanical parking time indicators or parking meters" for this purpose was pre- sented and read in full at this time for the first reading as follows: ORDINANCE NO. AN ORDINANCE relating to and regulating traffic, travel and transportation�upon certain streets in the City of Port Townsend; prescribing the powers upon duties of officers and others in relation thereto; defining offenses; providing penalties and providing for the installation, regulation and control of parking meters. THE CITY COUNCIL OF THE CITY OF PORT T017NSEND DO ORDAIN AS FOLLO'itS: Section 1. As used in this ordinance, the following words shall be defined as follow: (1) "VEHICLE". Any devise in, upon or by which any person or persons or property is or may be transported upon a public highway, except such as are used exclusively upon stationary rails or tracks and such devises as are propelled exclusively by human power. (2) "PARKING". The standing of a vehicle upon a street, whether such vehicle be oc- cupied or not, and whether such vehicle be accompanied or not by an operator for a period of time in excess of two minutes. (3) "MECHANICAL PARKING TIME INDICATORS OR HARKING METERS". A device or devices which shall indicate thereon the length of time during which a vehicle may be F'a rked in a particular place, which shall have as a part thereof a receptacle or chamber for receiving and storing coins of United States money, slots or places in which said coinsmay be de- posited, a timing mechanism to indicate the passage of the interval of time during which parking is p.rmissible and which shall also display an appropriate signal when the afore- said interval of time shall have elapsed; also brief instructions as to their operation. (4) "INDIVIDUAL PaRKING SPACE". A portion of the paved surface of the street, of sufficient length and depth from the sidewalk curb to accommodate a vehicle to be parked, as shall be specified and marked off by the Street Department.of the City of Port Townsend, Section 2. CONGESTED AREA. For the purpose of this ordinance, the "Congested Traffi( Area" is hereby declared to be that portion of Water Street from the easterly side of Polk Street to the westerly side of Quincy street; that portion of Taylor Street from the southerly side of 'iiashington Street to the northerly side of Front Street; that portion of Tyler Street from a point 110 feet northerly from the northerly side of :'later Street to the seawall at the foot of said Tyler Street; That portion of Lawrence Street from the easterly side of Polk Street to a point 110 feet easterly from the easterly side of Tyler Street, and the City Council of the City of Port Townsend hereby determines that because of the flow of traffic on the portions of the streets within such area, that parking there- in shall be subject to the provisions of this ordinance. Section 3. DESIGNATION OF INDIVIDUAL BIRKING SPACES. The Street Superintendent is hereby authorized and directed to designate and mark off such individual parking spaces as he deems proper along the streets in the congested traffic area, for the prking of vehicles. At each place where individual parking is so marked off, each vehicle shall be parked entirely within an individual parking space. Section 4; PARKING METERS TO BE INSTALLED. . The Street Superintendent is hereby authorized and directed to place, install, and remove parking meters from the curb side, or in the immediate vicinity of individual parking places designated and marked off in the congested traffic area where parking is restricted. All such parking meters shall comply with the conditions set forth in the third (3rd) paragraph of Section 1 of this Ordinance, and said meters shall be under the management, supervision, and control of the Chiefof Police of the City of Port Townsend. Section 5. REGULATION OF R:RKING IN INDIVIDUAL PARKING SPACES. Whenever a vehicle shall be parked in an individual parking space, where a parking meter has been installed, the person parking such vehicle shall deposit one cent coins, or five cent coins of United States money in said parking meter, if such meter displays a signal showing that legal parking is only permitted on such deposit. The.Chief of Police shall in accordance with the provision of this Ordinance, determin the length of time that parking is permissible in any individual parking space, for which a meter is installed, 1 all d on •h u the deposit of ono cunt por five cents in the parking meter as herein before provided. Notice to the public shall be given by appropriate signs setting forth the length of time for which parking is permissible, and the conditions thereof. These may be upon the parking meter stand or in the immediate vicinity. Any vehicle which remains in an individual parking space after the p•escribed time for parking, is hereby determined to be illegally parked, but in no event shall it be considered illegal puking if the meter display signal shows that a proper deposit hasbeen made for such Pkrking. The ;r ovisions of this Ordinance shall not apply to vehicles parked or standing upon the city streets of the City of Port Townsend in the congested area hereinbe£ore designated when such vehicles are parked or standing on such streets between the hours of six p.m. in the evening, until nine a.m. the following morning of each week day. The p-ovisions of the ordinance shall not apply to Sundays and Holidays, provided however that nothing herein contained shall be so construed as to permit all night parking in the congested area. A i
