Minutes of Regular Session of June 4 1946 (continued)
This motion was seconded by Councilman Benedetto and upon roll call vote, all six Councilmen
{c present voted in the affirmative and motion eras declared carried.
'I he: City Hall Repairs -
Councilman Benedetto called attention of those present to the fact that the City Hall
roof is in very bad condition and steps should be taken to remedy this condition during the
next few months when the Breather is such that minimum interference with the work by the
weather is possible.
Councilman Mueller stated that in view of present conditions with regard to building
materials, it might be well to make improvements to the offices only, rather than attempt a
full scale modernization of the building at this time, but it was pointed out that it was
necessary to make repairs or alterations to the roof in order to protect the interior of
the building because of the numerous leaks now evident.
Councilman Gleam n suggested that J;;ater Superintendent Lockhart, whom he felt to be
capable, be requested and authorized to draw plans fox- repairs or alterations to the roof
for presentation at the next session of the Council. Upon Mr. Lockhart's expressed willing-
ness so to do, it was mutually agreed that this proposal be followed.
Re: delivery of Bull Dozer
Councilman Gleason stated that it was now considerably past the date specified by the
western Tractor Equipment Company for the tractor equipment with bull dozer blade, bids for
which were accepted in January. No definite information having been received as to pos-
sible date of delivery, he felt that perhaps other arrangements should be made to secure
the desired equipment.
r
It wasmoved by Councilman Gleason that the order placed with Western Tractor and
Equipment Company be cancelled because of failure of said company to deliver the equipment
ordered within a reasonable period of time after date of delivery specified in the bid.
This motion was seconded by Councilman Benedetto and carried by voice vote of the members
pr esent.
Re: Parking Meters
Councilman Carroll noted that the matter of installation of parking meters in the City
had been under consideration for some time and asked for expressions of opinion upon this
matter from the other members of the council. Councilman Steele stated that he found a
great deal of opposition to the proposed installation by the local merchants. Councilman
Carroll pointed out that a six months trial period visa provided in the proposal of the
manufacturers, and should the meters prove unsatisfactory, they could be removed at the
termination of such period with no obligation upon the City.
j
A general discussion ensued which also covered regulations governing parking at loca-
tions other than the areas recommended for the installation of parking meters in the
i report submitted by the engineer for Rhodes Company. The matter of the advisability of
installing meters in the business district on the hill was discussed, and upon request by
the Council, Chief of Police George Lillestoft made recommendation that meters be installed
on Lewrence Street between Polk and Tyler Streets and one-half block easterly from Tyler
Street.
Parking Meters Ordered
It wasmoved by Councilman Carroll that the M. H. Rhodes Company be authorized and
directed to install parking meters on the basis of a six months trial period on those
streets in the main business area, as recommended in the report of the engineer of said
company, and in the uptown business district as outlined in the paragraph above. This
motion was seconded by Councilmen Mueller and upon roll call vote of the members, all
presented voted in the affirmative and motion was declared carried.
j Re: Side Walks
hCouncilman Benedetto inquired as to what steps were being taken to provide for the
leveling and repair of sidewalks in the main business area, as discussed at past sessions,
and Bras informed by City Attorney Daly that it had been agreed to postpone such work in
order to combine this program with that of the installation of the proposed improved light-
ing system of this area.
- Re: Public Restrooms
Councilman Sullivan introduced the matter of the possibility of installing public
jrestroonis in the business area. The matter was discussed quite thoroughly pro and con, but
no action was taken by the Council.
Re: Sale of Fire Works
Upon invitation by the Yayor to those present in the Council room, to address the
Council should they so desire, Mr. A. H. Brooks, speaking for himself and n^s. Harry Baker
as local merchants, requested permission to sell a limited variety of fireworks for the
4th of July celebration, and stated that prohibition of the sale within the City tended
to the sale at roadside stands outside the City Limits by other than local merchants. It
visa pointed out that City Ordinance prohibited the sale or use within the City of all
types of fireworks, and pending amendment or repeal of said ordinance, such permission
could not be given.
Oiling Program Started
City Engineer Lay reported that the combined County -City program of road and street
surfacing visa now in progress and that county roads are being surfaced at present and that
the equipment should be in the City to complete the program with regard to City streets in
about a week.
