the control of the activities of dogs should be the duty of the owners.
Mayor Anderson stated for the information of those present that he now had a program
under way whereby it was hoped to eliminate the playing of ball in the streets and the
problems created thereby.
CITY OFFICERS TO ATTEND ASSOCIATION MEETING
It was moved by Councilman Sullivan that city officers, members of the council, and
city employees by authorized to attend the annual state-wide meeting of the Association of
Washington Cities to be held in Yakima, Washington on May 16 and 17, and that the necessary
proper expenses be reimbursed by the city. 'ihis motion was seconded by Councilman Mueller
and upon roll call vote Councilmen Sullivan, Carroll, Mueller, Steele, and Gleason voted
in the affirmative, and Councilman Benedetto voted in the negative. Motion was declared
carried.
RE: Sidewalk on Blaine Street near Harrison
Councilman Sullivan introduced the matter of the construction of a sidewalk on the
southerly side of Blaine Street from Harrison easterly. He stated that the present time, it
was necessary for pedestrians to use the traveled street area creating a traffice hazard
particularly as a large number of school children use this route in going to slid from school
It was moved by Councilman Sullivan and seconded by Councilman Benedetto that the stree
committee determine the feasibility of a sidewalk at this location with a view to requiring
such installation by the owners of abutting property. Motion carried.
RE: Hazardous Dwelling
Councilman Gleason reported that the dwelling, situate at the south west corner, Block
14, Mountain View Addition had reached such a state of disrepair as to become a hazard. He
added that children in that neighborhood were playing in and about this old building, and
it was likely that sooner or later some child would be badly injured or killed therefrom.
The matter was discussed briefly, and the discussion was terminated by the motion of
Councilman Gleason that the City Attorney be instructed to institute abatement proceedings
as a public nuisance. This motion was seconded by Councilman Steele and carried by voice
vote of the members present.
RE: Fireworks in City
Mayor Anderson inquired as to the opinion of the members of the council relative to
the strict enforcement of the ordinance prohibiting sale or use of fireworks within the city
He stated that a number of merchants had made inquiry in as much as it would be necessary
for them to place orders now if they were to have fireworks for sale on the Fourth of July.
Councilman Carroll signified that he was in favor of enforcement of the ordinance. Council-
man Sullivan stated that fireworks without a doubt would be on sale outside the city limits,
and local merchants would lose this burliness. Councilman Benedetto expressed himself as in
favor of strict enforcement, and Councilman Gleason favored enforcement with particular
emphasis being placed upon the matter of fire hazards created by the use of fireworks.
City Attorney Daly informed the members that there was nothing before the council
upon which the might take action, and that following normal practice, the ordinance would
be enforced to the extent of the ability of city officials.
RE: Surfacing Program
Councilman Sullivan reported that various city officers and members of the council
had met with the Jefferson County Commissioners and had been assured that the county would
match funds provided be the city, dollar for dollar, for the purpose of carrying out this
year's street surfacing program, as drawn up by the city engineer.
Mr. Anderson expressed the thanks of the city administration for the interest shown by
Mr. Griffiths and students in the operation of city government as evidenced by their
attendance at this session, and invited any comment they might care to make or any questions
they might care to ask. In response, Mr. Griffiths stated that the students now present
were interested in the normal operation of city government particularly as handled at such
meetings. A query was made by the students as to the status and possible participation by
the city in the development of a civic stadium or play field. Discussion upon this subject
brought forth the information that the Board of County Commissioners had set a date for a
public hearing upon a proposal to acquire property by condemnation for this purpose and in
view of this fact, no definite action by the city was advisable prior to that date.
RE: Parking Petition
Upon invitation by Mayor Anderson, Mr. Carl Hans, Chairman of the committee of the
Chamber of Cosm.ereq which had presented the communication relative to parking on downtown
streets which was heretofore entered in the minutes of this session, stated that the purpose
of the communication was to inform city officials of the finding of said committee with
regard to the improvement of the parking situation as it now exists.
RE: Parking Meters
Mr. Iver H. Cederwall representing M. H. Rhodes, Inc. manufacturer of "Mark Time"
parking meters biy invitation of the mayor addressed the council upon the matter of parking
meters produced by said company. He stated that this company was the largest manufacturer
of timing devices among which were those used by the large electric appliance manufacturers.
Mr. Cederwall demonstrated the various features of the meter using an actual meter for this
purpose and informed the council that the meters were sold under a five-year guarantee for
single coin operation or four• -years guarantee for a two coin meter. Also, he claimed that
the meter visa entirely produced by the Rhodes company and visa not adW assembled product as
were other meters.

Mr. Cederwall invited questions and offered a proposed form of contract to cover
installation and method of payment of the cost of the meters and p p ym , provided for a trial Brio

upon inquiry a willingness to provide without charge a survey by this company's engineer
to determine the advisable'number•and-location of meters in this city, and it was moved by
Councilman Carroll and seconded by Councilman Mueller that Mr. Cederwall be requested to j
e > provide for a survey by the company engineer for his recommendation on the number and extent
