In the discussion which followed the reading of the foregoing communication, Councilman
teele stated that it was his understanding that the streets sought to be leased adjoArned

Following discussion upon the matter presented in the foregoing petitions, it was moved
y Councilman Mueller that the petition be accepted; that the applicants prepare the neces-
sary papers End forme and provide the necessary expenses to accomplish the objective
sought to be obtained, and that the regular session of the council to be held on May 7, 1946
e set as the time and place for public hearing upon the proposed vacation. This motion was
seconded by Councilman Carroll and carried by voice vote of the members present.

It was moved by Councilman Mueller and seconded by Councilman Carroll that the foregoing
requests be approved and the expenditure allowed. Upon roll call vote all six councilmen
resent voted in the affirmative and the motion was declared carried.

UNFINISHED AND NEW BUSINESS
RE: Sanitation of Theatre
Councilman Sullivan reported that the rest rooms have been put in good shape at the
ownsend Theatre, that equipment had been obtained but that little had been done toward
the installation thereof at the Rose Theatre, and that no steps had been taken toward
the elimination of rats and fleas at either location.

RE: Light Poles in Street
Councilman Mueller stated that it had been reported to him that four power line poles'
located at the intersection of Lawrence and Tyler Streets were in the traveled street area,
and this matter was referred to the city engineer.

RE: Street Signs

Councilman Steele introduced the matter of maintenance of directional street signs
"Active by
hich have been erected by members of the Club" and was informed Councilman
ueller, Chairman of the Street Committee, that the street superintendent was at this time
obtaining atnecils for the purpose of renewing these signs and this work would be completed
in the near future.
RE: Building Ordinances
Councilman Gleason stated that he had talked with the fire chief, members of the
fi
council, and various interested citizens relative to the provisions of the present city
ordinance governing building in the first and second fire zones, and that it seemed to be th
concenaue of opinion that the ordinances now in effect was out-moded and served to discourag
uilding in the business area. Councilman Gleason recommended and moved that the present
uilding ordinances be suspended for a period of eighteen (18) months. This motion was

seconded by Councilman Carroll.

Councilman Mueller stated that all building and repairs in the fire zone should be held
nder the jurisdiction of the building conm,ittee and fire department in order to insure
he following of approved building practices, and he added that he felt the proper thing to
o would be to revise the building ordinances to modern standards.
Councilman Gleason withdrew his previous motion with the consent of Councilman Carroll
ho had seconded the motion.
It was moved by Councilman Steele and seconded by Councilman Gleason that the city
uthorize the employment of a member of the board of fire underwriters to make a survey
f conditions existing in the fire zones at the expense: of the city with the v33 w to making
acommendatione for the enactment of a modern approved building ordinance.
RE: Memorial Stadium
'
A group of members of the Junior Chamber of Commerce being present in the council
hambers were invited by the Mayor to present through a spokesman any matter which they migb
esire to place before the council. Mr. Robert 'acWain, Vice President of the organization
ching as spokesman stated that considerable comment had been heard relative to the estab-
isbinent of a Memorial Stadium within the city. He stated that such a project would be

eartily approved by the members of his organization, and that they stood ready to help
ecomplish such an objective in any way in which they might be able.
