in front of the Bishop Block Building on Washington Street.

It was moved by Councilman Mueller, and seconded by Councilman Sullivan, that the
request be allowed and that permission be granted. L:otion carried.

Receipt of an A.1d.A. C'ashington News Letter, a service of the Association of Washing-
ton Cities, was acknowledged, and same visa ordered riled for reference.
ORDINANCES AND RESOLUTIONS.
Resolution re: Borrowed Prater hinds.
A resolution relative to disposition of borrowed monies now being returned to the water
fund was presented and rend in full, as follows:
RESOLUTION No. 45 -_
WHEREAS, Resolution No. 45-8, adopted by the City Council, Yarch 20, 1945, provide
for the borrowing from the general funds of the Olympic Gravity Water System of an amount
sufficient to redeem all outstanding General Indebtedness warrants of the city as reflected
in the "Indebtedness Fund", and directed repayment to said original source of borrowing,
without interest, as tax levies produce the amount thereof as so fixed and determined therei , and,
PIIIEREAS, it now appears to the City Council of the City of fort Townsend that,
while keeping with sound economy, it is unnecessary to make repayment as directed in said
Resolution No. 45-8, but the amount so borrowed and to be repaid should be credited to the
"Cumulative Reserve Fund, Olympic Gravity ;Rater System", now, therefore,
BF. IT RESOLVED by the City Council of the City of Port Townsend, and said City
(Council does hereby order, declare and outhorize the City 'Treasurer toforthwithtransfer
the present balance in the "indebtedness Fund" to the "Cumulative Reserve Fund, Olympic
Gravity "later System", and monthly hereafter transfer the accumulation in said "Indebtedness
Fund" from tax levies to said "Cumulative Reserve Fund, Olympic Gravity Water System" until
said borrowing has been fully retired and discharged, and,
Be it further resolved, that when the first transfer of funds as herein authorized
has been affected, and as:. a contribution to the United States Treasuryts Victory Loan drive
that the City Treasurer of the City of Port Townsend, be and she is hereby empowered and
directed to irmediately invest in United States `;far Savings Bonds, Series "G", the aum of
1$25,000.00, and when said bonds are received, identify and earmark the same as the property
of the "Cumulative heserve Fund, Olympic Gravity Prater Sustem':.

Re: Sidewalk Bids.
The City Clerk advised the council that this meeting had been set for the opening of
+ dry ids for the repair of the sidewalk on the south side of Water Street between 'Taylor and
yler Streets; that one bid had been received; but that due to a misunderstanding the call
it for bids had not been properly advertised.
s a :Jr, Dec. S:'elch, one of the property owners affected by the proposed work asked for
permission to speak before the body, which was granted. Mr. 4:elch stated that he did not
eel that it was necessary to replace the amount of walk contemplated, and in his opinion it
would be better for the engineer to furnish plans and for the property owners to provide

:Jr. Bert Smith, another of the interested property owners, statedtthat he did not feel
*3 ll the replacement outlined to be necessary.

ound Power and Light Co., whereat :.;r. Flynn was authorized and requested to provide a plan
br the installation of an adequate ornamental street lighting system for the business area,
and called attention to the fact that the council had voted such a ro•edt p j priority over all
there now contemplated. tie further stated that monies provided by the state for Fuch work
were now available, and,in view of the fact that such an installation could require the
kkr rbreaking up of portions of the sidewalks for the purpose of laying conduit for said lights,

properties by IIalloereen pranksters, and it visa discussed pro and con but no definite action
was taken by the council.

Councilman Sullivan requested that the council consider the placing of reflectors on
the
posts of the guard rail along the highway at the curve on the west side of the swamp,
and after short discussion this matter was referred to the street department.

Ike: Operation of Traffic Signal.
Councilman Mueller stated that he did not feel that the amount of traffic warranted the
< use, as in the past few days, of the alternating st6p and go facilities of the traffic light
at the intersection of Water and 1 Taylor Streets and recommended that it be returned to use A7ti fit �j' F`Pi
as a blinker signal.

Councilman Benedetto spoke in favor of the use of the alternating signal,
